2 ABOUT THE SURVEY Traditional Economy and Workforce Survey for Off-Reserve Stellat en First Nation Members This survey is meant to collect information from community members about the mixed economy, including harvesting and consumption of traditional foods, sharing, trading, and wage-based work in both the community and amongst members off-reserve and the surrounding area. 11 PART 7: THE PROPOSED BLACKWATER MINE New Gold Inc. is proposing to construct a mine for gold and silver extraction from the Blackwater deposit situated along the northern foothills of Mt. Davidson in the Nechako Plateau. The Blackwater Gold mine site would be approximately 110 kilometres southwest of Vanderhoof or approximately 160 km southwest of Prince George. It is estimated that gold and silver extraction from the proposed mine site could yield 507,000 ounces of gold and 2,039,000 ounces of silver (annual average production) during the 17 years of operation. The company estimates that 1,200 to 1,500 workers would be required during the construction period and up to 595 full time workers to operate the mine based in a camp. The proposed mine site is located entirely within the Nechako River basin. The following five catchments are in the vicinity of the proposed mine site: Davidson Creek catchment, where most of the proposed mine site is located; Creek 661; Creek 705; Turtle Creek; and Chedakuz Creek. There are also water studies being done on potential ground water that could emerge into springs. The mine would include the construction of a 133 km long transmission line connecting the mine site with an existing substation just south of Endako. From Endako, the transmission line would head southeast and cross the Stellako River about half way between Fraser Lake and Francois Lake, and then continue south and cross the Nechako River and Greer Creek just north of where these two rivers meet. The transmission line would cross a number of smaller creeks and streams before crossing Chedakuz Creek just north of Tatelkuz Lake and eventually meeting the proposed mine. This route overlaps Stellat en First Nation s traditional territory, surveyed provincial Crown land, 14 traplines, and six guide-outfitting tenures. The transmission line right of way would be an average of 40 metres wide, with an estimated zone of influence of 250 m. 36. 12 PART 8: THE PROPOSED PNG LOOPING PROJECT Pacific Northern Gas is proposing to build a 525 km long natural gas pipeline loop of their existing natural gas pipeline from Summit Lake to Kitimat. The pipeline route would generally follow the route of the existing pipeline, from Summit Lake, across the Salmon and Stuart rivers, along the north shore of Fraser Lake, and all the way out to the Kitimat. Some diversions from the existing pipeline route would occur between Smithers and Terrace. The pipeline right of way is expected to be 30 to 35 metres, with some localized areas requiring up to 100 m. The project would also require upgrading or installing new metering facilities at the receipt and delivery points and upgrading four existing PNG compressor stations at Summit Lake, Vanderhoof, Burns Lake and Telkwa. Temporary infrastructure such as access roads, stockpile sites, contractor yards, and construction camps would also be required, although the locations of such infrastructure is yet to be identified. The proponent estimates that 1,800 to 2,400 person years of employment would be created across the pipeline during the one-year construction phase, but minimal new operating jobs would be created. 39.
