7 UVOD INTRODUCTION Statistička izvješća Državnog zavoda za statistiku publikacije su s detaljnim podacima iz različitih područja statističkih istraživanja, a svako sadrži cjelovit pregled podataka jednoga statističkog istraživanja ili više njih. Serija publikacija Statistička izvješća nastavak je serije Dokumentacije, koja se do objavljivala povremeno, i to kao Bilteni, Publikacije i Saopćenja. Od objavljuje se redovito, a od nosi sadašnje ime. Statističko izvješće "Istraživanje i razvoj u 2013." izrađeno je na temelju obrade statističkih izvještaja pravnih subjekata koji obavljaju istraživanje i razvoj u Republici Hrvatskoj. Rezultati istraživanja iz područja statistike Istraživanja i razvoja objavljuju se i u drugim statističkim publikacijama: Statističkom ljetopisu, Statističkim informacijama i Priopćenju. Statistička izvješća sadrže uvod, metodološka objašnjenja, komentar, tablični pregled i grafikone. Na kraju Statističkih izvješća objavljuje se popis objavljenih publikacija iz obrađenog područja. Statistical reports of the Croatian Bureau of Statistics are publications with detailed data from different areas of statistical surveys, where each of them contains complete data of one or several statistical surveys. The series entitled the Statistical Reports is a continuation of the series under the heading Documentations, which was published periodically as Bulletins, Publications and Releases until Since 1965, it has been published regularly and, since 1997, it has been published under the present heading. The Statistical Reports Research and Development in 2013 is based on processed statistical reports on legal entities engaged in the research and development in the Republic of Croatia. Results of surveys from the research and development statistics are published in other statistical publications as well: the Statistical Yearbook, the Statistical Information and the First Release. The Statistical Reports contain introduction, notes on methodology, commentary, tables and graphs. At the end of the Statistical Reports there is a list of issued publications from the surveyed area. 9 METODOLOŠKA OBJAŠNJENJA NOTES ON METHODOLOGY Izvori i metode prikupljanja podataka Podaci su dobiveni statističkom obradom godišnjih izvještaja prikupljenih od poslovnih subjekata koji su obavljali djelatnost istraživanja i razvoja u Republici Hrvatskoj u kalendarskoj godini Poslovni sektor ispunjavao je Godišnji izvještaj o istraživanju i razvoju za poduzeća/trgovačka društva (obrazac IR-1), državni i privatni neprofitni sektor Godišnji izvještaj o istraživanju i razvoju za državni sektor i privatne neprofitne organizacije (obrazac IR-2), a visoka učilišta ispunjavala su Godišnji izvještaj o istraživanju i razvoju za visoko obrazovanje (obrazac IR-3). Sources and methods of data collection Data are the result of statistical processing of annual reports collected from legal entities dealing with the R&D in the Republic of Croatia in the 2013 calendar year, from business sector on the Annual Report on R&D for Enterprises/Trade Companies (IR-1 form), from government and private non-profit sector on the Annual Report on R&D for Government and Private Non- Profit Sector (IR-2 form) and from institutions of higher education on the Annual Report on R&D for Higher Education (IR-3 form). Obuhvat i usporedivost Statističkim istraživanjem Istraživanje i razvoj u obuhvaćena su 253 poslovna subjekta u Republici Hrvatskoj koji su obavljali djelatnost istraživanja i razvoja i vode se u Upisniku Ministarstva, obrazovanja i sporta te oni poslovni subjekti koji su se bavili istraživanjem i razvojem, a nisu upisani u taj upisnik. Podaci se prikupljaju u prvom polugodištu za prethodnu godinu. Obuhvat je jedan od osnovnih problema ove vrste istraživanja i u svijetu i u Hrvatskoj, osobito u smislu sagledavanja i iskazivanja istraživačko-razvojnih aktivnosti u poduzećima/trgovačkim društvima, tj. u poslovnom sektoru. Do provodilo se istraživanje Godišnji izvještaj za znanstvenoistraživačke i istraživačko-razvojne pravne osobe (obrazac NIRO), koje je obuhvaćalo sve znanstvenoistraživačke pravne osobe i istraživačke jedinice u sastavu poduzeća i ustanova te sva visoka učilišta koja su tijekom kalendarske godine bila upisana u Upisnik Ministarstva i tehnologije Republike Hrvatske, kao i pravne osobe koje nisu bile upisane u Upisnik Ministarstva, a bavile su se istraživačko-razvojnim radom. Na temelju međunarodne metodologije (priručnik Frascati) od uvodi se sektorski pristup, kojem je cilj proširenje poslovnog sektora kao osnovnog nositelja istraživanja i razvoja u svijetu. Podaci za razdoblje od do prikupljeni su od poduzeća/trgovačkih društava sa 100 i više zaposlenih, podaci za prikupljeni su od poduzeća/trgovačkih društava s deset i više zaposlenih, a od u obuhvat ulaze sva poduzeća/trgovačka društva te privatni neprofitni sektor koji se od prikazuje zajedno s državnim sektorom zbog malog broja jedinica. Podaci za usporedivi su s podacima za prethodne godine sve do 1997., kada je istraživanje prilagođeno međunarodnim standardima. U odnosu na prethodne godine proširen je obuhvat u poslovnom sektoru pa to treba uzeti u obzir što se tiče usporedivosti. Podaci su isto tako usporedivi i s podacima za i prijašnje godine. Ipak, postoje određene razlike, od kojih su najveće u dijelu financijskih pokazatelja. Od obuhvat je u poslovnom sektoru proširen poduzećima/trgovačkim društvima koja su u Istraživanju o inovacijskim aktivnostima poduzeća prikazala da su se bavila istraživanjem i razvojem. Coverage and comparability The statistical survey R&D in 2013 covers 253 business entities in the Republic of Croatia dealing with the R&D activities, both those registered with the Ministry of Science, Education and Sport and those who were not registered but were engaged in the development and research activities. Data are collected in the first half-year for the previous year. Coverage is one of the basic problems of this survey, in the world as well as in Croatia, particularly with regard to expressing R&D activities in enterprises/trade companies, that is, in the business sector. Until 1996, the survey for the Annual Report for Scientific and Research and R&D Legal Entities (NIRO form) was carried out and it covered both scientific and research legal entities and research units incorporated into companies and institutions, all universities registered with the Register of the Ministry of Science, Education and Sport as well as legal entities that were not registered but were engaged in the development and research activities. On the basis of the international methodology the Frascati Manual the sector approach has been introduced since 1997, targeting the spreading of business sector as the basic carrier of R&D in the world. Data for the period from 1997 to 2003 were collected from enterprises/trade companies employing 100 or more persons, data for 2004 were collected from enterprises/ trade companies employing 10 or more persons and, since 2005, all enterprises/trade companies and the private non-profit sector have been covered. Since 2013, the private non-profit sector has been presented together with the government sector due to the small number of units. Data for 2013 are comparable with data for previous years back to 1997, when the survey was harmonised with the international standards. In relation to previous years, the coverage in the business sector has been expanded, which should be taken into account regarding comparability. Data are also comparable with the data for 1996 and previous years. However, there are some differences, the greatest of which being in the sector of financial indicators. Since 2009, the coverage in the business sector has been enlarged with enterprises/trade companies that reported their engagement in the R&D in the Survey on Innovation Activities of Enterprises. 10 Istraživanje i razvoj uključuje sustavan stvaralački rad usmjeren povećanju znanja o prirodi, čovjeku, kulturi i društvu te primjeni nastalih otkrića u praksi. Dijeli se na temeljna, primijenjena i razvojna istraživanja. Temeljno istraživanje jest teorijski ili pokusni rad poduzet ponajprije radi postignuća novih znanja o osnovama pojava i činjenica bez konkretne praktične primjene. Razvojno istraživanje jest sustavan rad temeljen na postojećim rezultatima znanstvenog istraživanja i praktičnog iskustva, usmjeren stvaranju novih materijala, proizvoda ili sustava te uvođenju novih procesa, sustava i usluga ili znatnom poboljšanju postojećih. Poslovni sektor (Business Sector) obuhvaća poduzeća/ trgovačka društva čija je glavna djelatnost proizvodnja roba i usluga za tržište uz ekonomsku cijenu. Državni sektor (Government Sector) obuhvaća institucije i druga tijela koja zajednici besplatno pružaju one zajedničke usluge (osim visokog obrazovanja) koje se inače uz tržišne uvjete ne bi mogle osigurati, a izraz su gospodarske i socijalne politike zajednice. Javna poduzeća pripadaju poslovnom sektoru. Privatni neprofitni sektor (Private Non-profit Sector) obuhvaća neprofitne organizacije koje pružaju netržišna dobra ili usluge kućanstvima, tj. široj javnosti, osim onih koje kontrolira i uglavnom financira država, a njihovo je osnovno obilježje da ne mogu biti izvor dohotka ili dobiti jedinicama koje ih kontroliraju. Visoko obrazovanje (Higher Education) obuhvaća visoka učilišta bez obzira na izvor financiranja ili pravni status. Skupine djelatnosti radi međunarodne usporedivosti u poslovnom sektoru također je, u skladu s novom verzijom međunarodne metodologije (priručnik Frascati 2002.) formirano 60 posebno grupiranih djelatnosti, koje su usklađene s NKD-om te su tako usporedive s klasifikacijama NACE i ISIC. Bruto domaći izdaci za istraživanje i razvoj (GERD: Gross Domestic Expenditure on R&D) jesu ukupni unutarnji izdaci za istraživanje i razvoj na području države u promatranoj kalendarskoj godini. Sastoje se od tekućih i investicijskih izdataka u bruto iznosima. Društveno-ekonomski cilj jest osnovna namjena sredstava za istraživanje i razvoj koje je postavio OECD, a ciljevi su razvrstani u 13 kategorija. Istraživači su osobe s akademskim stupnjem (doktori i magistri), iznimno osobe sa sveučilišnim obrazovanjem koje se aktivno bave istraživanjem i razvojem. Stručni i tehnički suradnici jesu osobe koje neposredno surađuju s istraživačima obavljajući stručne i tehničke poslove vezane za istraživački rad. Ostalo osoblje obavlja organizacijske, upravne, administrativne, financijske ili pomoćne poslove povezane s istraživačkim radom. Ekvivalent pune zaposlenosti (FTE) iskazuje se u čovjek- -godinama, a to je vrijeme kao udio punoga radnog vremena u kojem zaposleni obavljaju poslove iz područja istraživanja i razvoja (npr. ako je jedna osoba radila na poslovima istraživanja i razvoja šest mjeseci u punome radnom vremenu, to se prikazuje kao 0,5 ekvivalenta pune zaposlenosti). Objavljeni istraživački radovi jesu radovi objavljeni tijekom izvještajne godine. Research and development (R&D) comprise systematic creative work aimed at increasing knowledge about nature, man, culture and society and its practical application. It is divided into three activities: basic research, applied research and experimental development. Basic research is a theoretical or experimental work that aims at acquiring new knowledge about basic phenomena and facts with no practical application. Applied research is a theoretical or experimental work that aims at acquiring new knowledge and primarily focuses on attaining practical objectives. Experimental development is a systematic work based on the results of scientific and practical experience, aimed at creating new materials, products and systems as well as at introducing new or improving already existing processes. Business sector comprises enterprises/trade companies and organisations whose main activity is the production of goods and services intended for market at commercial price. Government sector comprises institutions and other bodies that offer gratis common services to the community (except higher education) that otherwise, respecting market conditions cannot be secured, and which administer the economic and social policy of a community. Public enterprises are included in the business sector. Private non-profit sector comprises non-market, non-profit institutions serving households, that is, general public, except those mainly controlled and financed by government, their main characteristic being that they should not be the source of revenue or profit to the institutions controlling them. Higher education includes institutions of higher education, irrespective of their source of financing or legal status. Activity groups for reasons of international comparison in business sector there are 60 specially made activity groups according to the new version of international methodology (the Frascati Manual 2002), which are in line with the NKD 2007., which is harmonised with NACE and ISIC classifications. Gross domestic expenditure on R&D (GERD) is a total intramural expenditure on the R&D performed on the national territory during the reporting calendar year and consists of gross current and investment expenditures. Socio-economic objective represents basic allocation of funds for the R&D set up by OECD and expressed in 13 categories. Researchers are persons with postgraduate degree (doctors and masters of ) or, exceptionally, persons with university degree, only those actively engaged in the R&D. Technicians and equivalent staff are persons who directly cooperate with researchers and are actively engaged in scientific and technical work related to the R&D. Other supporting staffs are engaged in organisational, juridical, administrative, financial or auxiliary work directly associated with the research work. Full-time equivalent (FTE) is expressed in person-years, and presents time as a share of full working time in which persons in employment are engaged in the work related to R&D (e.g. if a person was engaged in works related to R&D for six months in full working time, it is expressed as 0.5 full-time equivalent 0.5 FTE). 11 KOMENTAR COMMENTARY Bruto domaći izdaci za istraživanje i razvoj u 2013., prema ovom istraživanju, najveći su u području tehničkih (39,5%), prirodnih (21,4%), biomedicine i zdravstva (16,8%) te biotehničkih (8,7%). Od sredstava za istraživanje i razvoj, 38,5% sredstava dobiveno je od državne i lokalne uprave, 39,9% jesu vlastita sredstva, 5,8% dobiveno je od privatnih i javnih poduzeća, a 15,5% jesu sredstva iz inozemstva. Radi međunarodne usporedivosti u poslovnom sektoru formirane su posebne "grupe djelatnosti" u skladu s međunarodnom metodologijom (priručnik Frascati 2002.). Usklađene su s NKD-om te tako usporedive s NACE-om i ISIC-om. U takvu sustavu najviše izdataka iskazano je u grupi djelatnosti koju čini odjeljak 72 NKD-a Znanstveno istraživanje i razvoj (25,5%). Na drugom je mjestu Proizvodnja osnovnih farmaceutskih proizvoda i farmaceutskih pripravaka (22,6%), a na trećem je mjestu Proizvodnja motornih vozila, prikolica i poluprikolica (17,7%). Na poslovima istraživanja i razvoja u Republici Hrvatskoj zaposleno je osoba s punim i nepunim radnim vremenom. Od toga je udio žena 50,3%. Od ukupnog broja zaposlenih, 66,1% su istraživači. Udio žena među istraživačima jest 48,2%. Među istraživačima ima 65,0% doktora (udio žena među istraživačima s doktoratom jest 46,7%), dok istraživača magistara ima 5,0% (udio žena jest 50,5%). Prema normama međunarodne statistike, istraživača zaposlenih s punim i nepunim radnim vremenom moguće je izraziti i s pomoću ekvivalenta pune zaposlenosti (FTE) na poslovima istraživanja i razvoja. Tako dobivamo čovjek- -godina (tj. istraživača koji rade puno radno vrijeme na istraživanju i razvoju), što je stvarni pokazatelj angažmana najkvalitetnijih potencijala u Republici Hrvatskoj na tom području. Na temelju ugovora o djelu ili autorskog ugovora bilo je angažirano osoba, što izraženo ekvivalentom pune zaposlenosti čini 661 čovjek-godinu. Među njima su bila istraživača, odnosno 393 čovjek-godine. Od objavljenih istraživačkih radova, najveći udio imaju u trima znanstvenim područjima: prirodnome (22,8%), tehničkome (21,4%) te u biomedicini i zdravstvu (17,1%). U raspodjeli objavljenih istraživačkih radova prema vrstama, najveći je broj temeljnih radova (50,2%), a zatim primijenjenih radova (39,3%). U inozemnim publikacijama objavljeno je 49,5% istraživačkih radova. U smislu sektorske raspodjele, od 253 promatrane jedinice, poslovnom sektoru pripada 121 jedinica, državnome i privatnom neprofitnom sektoru 57 jedinica, a visokom obrazovanju 75 jedinica. In 2013, according to this survey, the gross domestic expenditures for R&D were the highest in the fields of engineering (39.5%), life s (21.4%), biomedicine and health (16.8%) and biotechnical s (8.7%). Regarding sources intended for R&D, 38.5% were central and local government resources, 39.9% were own resources and 5.8% were resources of private and public enterprises. Foreign resources took part at 15.5% of the whole. For reasons of international comparability in the business sector, special activity groups were formed following the international methodology (the Frascati Manual 2002). They are in line with the NKD and therefore comparable to the NACE and ISIC. The highest expenditure in that system was shown in the activity group comprised in the NKD division 72, Scientific research and development (25.5%), followed by Manufacture of basic pharmaceutical products and pharmaceutical preparations (22.6%) and Manufacture of motor vehicles, trailers and semitrailers (17.7%). There were persons in full-time and part-time employment engaged in R&D-related jobs in the Republic of Croatia, out of which 50.3% were women. Out of the total number, 66.1% were researchers. The share of women among researchers was 48.2%. There were 65.0% of doctors of among researchers (the share of women among researchers, holding a degree of doctor of, was 46.7%) and 5.0% of masters of (the share of women was 50.5%). In line with the requirements of the international statistics, the total of researchers in full-time and part-time employment in the R&D-related jobs might as well be expressed by the fulltime equivalent (FTE). Thus, there were person-years (that is, researchers working full time in R&D), which is an indicator of the highest quality manpower in this field in the Republic of Croatia. There were persons hired by contractual agreement or author s contract, which was 661 person-years expressed by means of the full-time equivalent. Among them, there were researchers, or 393 person-years. Out of the total of published research works, the greatest share pertained to three fields of : life s (22.8%), engineering (21.4%) and biomedicine and health (17.1%).
