2 THIRD TECHNICAL CONFERENCE ON MANAGEMENT OF METEOROLOGICAL AND HYDROLOGICAL SERVICES IN REGIONAL ASSOCIATION V (SOUTH-WEST PACIFIC) NMHSs IN THE NEW MILLENNIUM: PROVISION OF BETTER SERVICES (Manila, Philippines, April 2001) 1. OPENING OF THE CONFERENCE 1.1 At the kind invitation of the Government of the Philippines, the Third Technical Conference on Management of Meteorological and Hydrological Services in Regional Association V (South- West Pacific) was held in Manila, Philippines, from 23 to 27 April The theme of the Conference was NMHSs in the New Millennium: Provision of Better Services. The Conference was attended by Directors and senior officers of National Meteorological or Hydrometeorological Services (NMSs) in Region V, and invited lecturers. There were 24 participants from 18 Members, four representatives form non-members in the Region, three observers, and five invited lecturers. The list of participants is given in Annex I. 1.2 In his opening address, Dr Leoncio A. Amadore, Director of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), welcomed all participants to the Conference. He mentioned that NMHSs had progressively improved in their basic functions of providing meteorological and hydrological services, and further noted that rapid development of science and technology also offered a range of opportunities for further improvement of the functions of NMHSs and provision of services. Dr Amadore also added that there would be demands from users for specialized meteorological and hydrological services, and users requirements would have to be recognized and taken into consideration by NMHSs. Dr Amadore added, however, that even with new available technologies, deficiencies still remained, such as gaps in meteorological observations and the need for developing countries to fully benefit from those scientific and technological development. He also stressed that the Conference would be looked upon to provide needed skills and direction. Dr Amadore wished the Conference every success. 1.3 Atty. Emmanuel R. Sison, the Secretary to the City Major, on behalf of Hon. Jose L. Atienza, Jr., the City Mayor, welcomed all participants to the Conference. He highlighted the development plan of Manila and wished the Conference every success and the participants a pleasant and enjoyable stay in Manila. 1.4 Dr R. Sri Diharto, acting President of Regional Association V (South-West Pacific), extended a warm welcome to all participants. He indicated that the cooperation between NMHSs in the Region and good working relationship among Members provided an opportunity for meeting the challenges in the development and provision of better meteorological services. He expressed the hope for a fruitful outcome of the Conference. On behalf of the Members of Regional Association V, he expressed his appreciation to the Government of the Philippines for hosting the Conference and providing the excellent facilitie s, and wished the Conference every success.

3 The Hon. Dr Estrella F. Alabastro, Secretary for the Department of Science and Technology, welcomed all participants to the Conference on behalf of the Government of the Philippines. She acknowledged the importance of NMHSs to meet a wide range of requirements of both their governments and user communities, as well as to contribute to the international communities. The Hon. Dr Alabrasto also acknowledged the global nature of meteorology and that international cooperation was very vital for the provision of better services. She also indicated that the theme of the Conference underscored that need for improved services in light of changing user requirements for more precise and reliable information. She added that capacity building, regional cooperation and new technologies were some of the concerns that would be discussed during the Conference. She also acknowledged that rapid development of science and technologies also offered the opportunities to cope with user requirements and future challenges, and it was essential that NMHSs had the resources to meet the challenges. She wished the Conference every success in meeting its objectives, and the participants an enjoyable in the Philippines, and declared the Conference open. 1.6 Mr M. Jarraud, Deputy Secretary-General of the World Meteorological Organization (WMO), on behalf of Professor G.O.P. Obasi, Secretary-General of WMO, extended his deep appreciation, and that of the World Meteorological Organization, to the people and the Government of the Philippines for hosting the Conference and for the warm reception and hospitality accorded to the participants. He provided the Conference with some ideas that could be useful in discussing management strategies of NMHSs. These covered several areas such as the role and visibility of NMHSs; cooperation with the media, private sector and academic community; the enhancement of regional and international cooperation; human resources development; technological advances and resources mobilization. Mr Jarraud reiterated WMO s continued commitment supporting NMHSs of the Region in their efforts to increase their role in the socio -economic development of their respective countries. He wished the Conference success. 1.7 The programme of the Conference is given in Annex II. 1.8 The lectures and case studies were presented by Directors of NMSs or their representatives from Members and non-members of Regional Association V, invited lecturers, and staff of the WMO Secretariat. 2. CHALLENGES AND OPPORTUNITIES FACED BY NMHSs IN THE NEW MILLENNIUM 2.1 The Conference noted that many new challenges and opportunities were influencing the operations and development of NMSs, inter alia the process of globalization, the introduction of market-led economies and the rapid advances in science and technology. 2.2 Although substantial progress had been made in understanding the Earth s climate system as well in the prediction of climate change and its impact on sustainable development, the Conference noted that there was still much to be done by NMSs and the research and academic communities. In that respect, the current challenges included improved data availability, particularly over the oceans and remote regions, improvements of climate predictions at the regional and subregional levels and the refinement of methods including enhanced climate models. There was also the challenge for NMSs and the rest of the

4 - 3 - scientific community, to work together and generate policy options for meeting the impacts of climate change in different sectors of the economy. The Conference further noted the present limitation of numerical models in the tropical belt and the need for concerted efforts in that regard. 2.3 The Conference was of the view that there was a need to codify the core mission of National Meteorological Services in national legislation or some other formal instruments, recognizing that the primary role of NMSs was in the domain of public goods. 2.4 The Conference agreed that NMSs should take greater account of user requirements in the delivery of services, with emphasis on informing and educating the public, decision-makers and other parties on the socio-economic benefits from the understanding and applications of weather, climate and related environmental issues. 2.5 In view of the above, the Conference recommended the following: (a) (b) (c) (d) NMSs should develop an appropriate strategy to meet the relevant challenges and opportunities taking into consideration the guidance available from WMO, including that reflected in the WMO Long-term Plan. The strategy should take into account the specific features of the Region and each country s socio -economic situation and cultural perspectives and values to ensure the long-term sustainability of the NMSs; WMO should provide guidance on matters related to legal instruments to NMSs that require such support and direction; Directors of NMSs should ensure the effectiveness and credibility of their services through the provision of accurate and timely forecasts and other products/services, especially those relating to severe weather warning and climate conditions as well as other useful inputs to the various socio-economic sectors. That would enhance the NMSs visibility with decision-makers, planners, users and the general public; NMSs should have the capacity to take initiatives and show leadership at the national level in matters related to climate change, to ensure that the appropriate scientific information was made available to policy and decision-makers in order to assist the countries in the Region to develop suitable policies and participate appropriately in negotiations on climate change issues. In that context, further efforts should be made to have an increased participation of NMSs in the national delegations/participants in the activities of the Intergovernmental Panel on Climate Change (IPCC). 3. PLANNING AND MANAGEMENT INCLUDING CAPACITY BUILDING 3.1 The technology, expertise and information were relatively acquired with available resources, but it was in the area of organizing and managing that one became competitive. 3.2 NMSs were managed internally as an organization but were also shaped by external

5 - 4 - interdependence. In that regard, national strategies for the provision of services should build upon the framework of international cooperation, which was needed because global and regional information was required to address growing climate and environment issues. 3.3 Adequate staffing, modern equipment and facilities, and a stable environment contributed to the effectiveness of NMSs to provide services for the safety and security of citizens as well as to meet national and international commitments. 3.4 NMSs should continue to strengthen their efforts towards meeting or responding to management changes and Quality Management was one of possible solutions. One such option could be through Certification of the International Standards Organization (ISO 9001). In that regard, the Conference was informed that the International Civil Aviation Organization (ICAO) was planning to amend ICAO Annex 3 to include recommendations on policy on quality assurance, quality control, quality management and quality system under ISO NMSs should have legal instruments to govern their activities and WMO should continue to provide guidance to NMSs in that respect. 3.6 NMSs should prepare and/or update periodically their development plans which should take into account their national plan, the WMO Long-term Plan and the Strategic Action Plan for the Development of Meteorology in the Pacific Region. 3.7 It was re-emphasized that NMSs should be the single official national voice in issuing warnings for tropical cyclones and severe/extreme weather phenomena, as well as being an authoritative scientific voice in relevant issues such as aeronautical and marine meteorology, climate change, natural disaster mitigation and international data exchange. 3.8 It was also re-emphasized that NMSs should establish close working arrangements and promote strategic alliances with relevant institutions within their respective countries. 3.9 In view of the above, the Conference recommended the following: (a) (b) (c) (d) (e) Directors of NMSs should put in place development plans for their Services, which provide their vision, mission statement, objectives and goals, and seek assistance where necessary and take initiative in seeking financial support to improve their level of services and expertise; NMSs should continuously improve the quality of data, products and services using effective management; NMSs should ensure or assist in strengthening a closer interaction and collaboration between forecasters, climatologists and researchers to improve the understanding and knowledge on the various scientific applications; NMSs should continue to enhance their visibility in society and demonstrate to decision-makers their irreplaceable contribution to national development goals; WMO should organize the Fourth Technical Conference on Management of Meteorological and Hydrological Services in Regional Association V (South-West

6 - 5 - Pacific) in the next financial period ( ). Status of National Meteorological Services of non-members of WMO in the Pacific Region 3.10 The Conference welcomed the participation of representatives of four non-members of WMO from Small Island Developing States, namely Kiribati, Marshall Islands, Nauru and Tuvalu The Conference noted with concern the state of development and the constraints of the Meteorological Services of those countries The Conference recommended the following: (a) (b) (c) WMO should help to promote the benefits of joining the Organization and assist those who needed help to become WMO Members; WMO was requested to develop the appropriate mechanism for providing training which was urgently needed by those countries; Members and institutions in the Region should continue to provide the necessary support to enable those countries to establish and/or strengthen their meteorological observing networks and services. 4. REGIONAL COOPERATION, INCLUDING IMPLEMENTATION OF THE STRATEGIC ACTION PLAN FOR THE DEVELOPMENT OF METEOROLOGY IN THE PACIFIC REGION 4.1 The Conference noted the continuing efforts by WMO to enhance resource mobilization activities for the benefit of Members. The Conference recognized the need for the increased efforts of Members to ensure that NMSs inputs were included in national and regional development programmes and funding schemes. 4.2 The Conference further recognized the positive results achieved through regional cooperation, including the provision of services by Regional Specialized Meteorological Centres (RSMCs), Regional Meteorological Training Centre (RMTC) and ASEAN Specialized Meteorological Centre (ASMC) and the fruitful collaboration between WMO, South Pacific Regional Environment Programme (SPREP) and South Pacific Geoscience Commission (SOPAC), Association of South East Asian Nations (ASEAN) and Economic and Social Commission for Asia and the Pacific (ESCAP)/WMO Typhoon Committee. 4.3 The Conference welcomed the development by Members of the Strategic Action Plan for the Development of Meteorology in the Pacific Region (SDPM) , and the needs analysis of NMSs and of users of meteorological services in the Pacific Region including relevant project proposals. 4.4 The Conference noted the continuing efforts by WMO in organizing training activities for Members and also noted the urgent needs of some countries in training and capacity building. 4.5 The Conference recommended the following:

7 - 6 - (a) (b) (c) (d) (e) (f) WMO, through its programmes, should assist Members in their efforts for sustainable social and economic development. WMO should enhance partnerships with NMSs in seeking and implementing projects through various schemes, including the WMO Voluntary Cooperation Programme (VCP) and multilateral arrangements; NMSs should strengthen their liaison with national authorities, and through national contact point for external funding agencies, including United Nations Development Programme (UNDP), the World Bank and regional development banks to ensure that their inputs and requirements were taken into account in the formulation and funding of priority programmes; WMO should explore, with SPREP and SOPAC, the possibility of trilateral arrangements for the development of meteorology and related activities in the Pacific Region that could benefit both WMO Members and non-members alike; WMO should assist Members, particularly the Pacific Island Countries, to promote, secure resources for and implement the SDMP ( ) and the proposed projects resulting from the needs analysis. NMSs in the Pacific Region should also seek support and approval of the proposed projects from their national authorities and include them as part of their national development programme; NMSs of developed countries in the Region were urged to assist NMSs in training and capacity building; The capacity of RSMC-Nadi and ASMC to serve the Region should be further strengthened so that they could enhance services and products to NMCs in the Region. Appropriate arrangements should be made as necessary to ensure active collaboration between RSMCs and concerned National Meteorological Services. 5. NEW TECHNOLOGY IN THE FIELD OF METEOROLOGY INCLUDING INFORMATION AND COMMUNICATIONS TECHNOLOGY 5.1 The Conference noted the significance of natural disaster prevention and mitigation and considered that WMO should make new arrangements to deal with the issue. 5.2 WMO and NMSs were to be involved in the integrated approach to technical services in the light of the proposed Future WMO Information System (FWIS), which relies upon a combination of public and coordinated development and operations of global, regional and national centres. 5.3 Each NMS web site should be linked to the WMO web site, including information on tropical cyclones updates/warnings. 5.4 It was re-emphasized that the national climate archives should be considered as valuable assets and that therefore NMSs should seek resources to recover and digitize historical climate data, with WMO to assist in that respect. 5.5 The Conference recommended the following:

8 - 7 - (a) (b) (c) (d) NMSs should develop or strengthen the concept of focal points or specialists for specific operational and non-operational activities; NMSs should make use of the new information technology, in particular Internet and regional Intranet, web sites and television presentations for the distribution of data and information to users and the general public; WMO should provide support to Small Island States in the Pacific Region for training in Information Technology; NMSs were encouraged to make appropriate reference to WMO on their web sites. Members were encouraged to consider promoting the fact that they were part of WMO on their web sites. It was proposed that that also would be taken up at the next session of the Commission for Basic Systems (CBS). 6. ALTERNATIVE SERVICES DELIVERY 6.1 NMSs should use the guidelines and criteria provided by ICAO and WMO for the cost recovery of meteorological services provided for aeronautical activities. In that regard, ICAO and WMO should continue to assist NMSs in negotiations with the users of aeronautical meteorological services. 6.2 WMO should organize more frequently training on management and cost recovery for NMSs in the Pacific Region. 6.3 The Conference noted with interest that the NMSs of some Members continued to acquire useful and positive experiences using a business-oriented approach to management. 6.4 Concerns were expressed regarding the operation and funding of the Satellite Distribution System (SADIS) system in the Region. However, it was also noted that only certain Member countries would be affected as those who had other means of receiving World Area Forecast System (WAFS) data, such as from the International Satellite Communications System (ISCS), were not required to subscribe to SADIS services. 6.5 Considering the above, the Conference recommended the following: (a) (b) (c) NMSs were encouraged to share experiences with respect to their relations to the private sector and to business-oriented approaches; NMSs should bring to the attention of the WMO Secretariat their experiences in the area of alternative services delivery of meteorological services which could be brought to the attention of the Executive Council Working Group on the Role and Operations of NMHSs; That the Commission for Aeronautical Meteorology (CAeM) study the implication of the implementation of cost-sharing of the operation of SADIS and the operational

9 - 8 - effectiveness of the system. 7. REVIEW OF THE CONCLUSIONS AND RECOMMENDATIONS OF THE SECOND TECHNICAL CONFERENCE ON MANAGEMENT ON METEOROLOGICAL AND HYDROLOGICAL SERVICES IN REGIONAL ASSOCIATION V (NADI, FIJI, NOVEMBER 1998) 7.1 The Conference reviewed the recommendations of the previous Conference held in Fiji in November 1998 and noted that several actions had been taken to implement most of the recommendations. The Conference recommended that appropriate measures be taken to monitor the progress made in implementing the relevant recommendations emanating from that Conference and that Members be requested to submit in due course to WMO information on actions taken in that regard. The Conference agreed that the programme of the next conference should include an item on the review of the conclusions and recommendations of the Third Conference. 7.2 The Conference noted with concern that there was no participation of any representative from the National Hydrological Services in the Region. Therefore, the Conference addressed only matters concerning the NMSs. 8 CLOSURE OF THE CONFERENCE 8.1 The final report of the Conference was considered and adopted. 8.2 On behalf of the Government of the Philippines and the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), Dr Leoncio A. Amadore, Director of PAGASA, thanked WMO for giving them the opportunity to host the Conference. As the Director of the Conference, he also thanked the Directors and senior officials of NMSs in the Region, invited lecturers and participants for their contributions. He was pleased to note that there had been fruitful discussions, and exchange of views and experiences on various topics. Dr Amadore hoped that all participants had enjoyed their stay in the Philippines and wished them a safe journey home. 8.3 Dr R. Sri Diharto, acting president of Regional Association V (South-West Pacific), expressed his deep appreciation to the Government of the Philippines, in particular PAGASA, for hosting the Conference and for the warm reception extended to all participants. He thanked WMO and the local secretariat for their support in ensuring the success of the Conference. He concluded by mentioning that the Conference had been successful and was important for improving the meteorological services in the Region. 8.4 The representative of WMO, Mr E.H. Al-Majed, the Regional Director for Asia and the South- West Pacific, reiterated WMO s thanks to the Government of the Philippines for hosting the Conference. He thanked Dr A. Amadore for his kind words and for the excellent arrangements made and facilities provided. He expressed appreciation and gratitude to the Directors of NMSs in the Region and the invited experts for their valuable and interesting lectures and case studies. He hoped that the Conference would contribute to the advancement of the NMSs in the Region. He expressed his thanks to the local secretariat staff for their assistance. Mr Al- Majed wished all participants a happy journey home.
