3 Introduction by Ian Chapman The world needs a large-scale, clean, reliable energy source. Fusion can be the answer. It is low land-use, has effectively inexhaustible fuel reserves, minimal radioactive waste, continuous supply and no carbon production. With the advent of ITER the global collaboration proof-of-principle project now under construction fusion is entering the delivery era. The UK is genuinely world-leading in fusion R&D. Through hosting the world s premier fusion experiment JET on behalf of Euratom, and the UK s flagship device MAST-U combined with unique capabilities in fusion technologies, the UK is currently positioned to play a global leadership role in delivery of fusion power plants. UK industry also play a key role in fusion delivery, and through partnership with UKAEA have secured over 500M of contracts during ITER construction. From 2021, UKAEA will expand its portfolio of capabilities with two new centres of excellence in fusion technology. The Hydrogen-3 Advanced Technology facility (H3AT, pronounced HEAT ) will research how to process and store tritium, whilst the Fusion Technology Facilities (FTF) will carry out thermal, mechanical, hydraulic and electromagnetic tests on prototype components under the conditions experienced inside fusion reactors. This investment demonstrates the UK Government commitment to fusion and recognises the central role UKAEA plays in the international fusion programme. One of the overarching goals of the UK Industrial Strategy is prospering from the energy revolution. The world needs fusion power. With the increasing electrification of transport, the exponential increase in global demand, and the need for deep decarbonisation, we need to be bold in tackling these problems. Fusion requires multi-disciplinary solutions in areas in which the UK has key strengths and are emerging priorities for Industrial Strategy Challenge Fund, namely: Robotics and Artificial Intelligence; Digital Technologies; Advanced Materials and Manufacturing, and of course, Clean Energy. The UK is positioned to provide world leadership in fusion for delivery of the carbon-free energy we really need. Achievement of fusion power is reliant upon an integrated reactor design that must simultaneously solve six key challenges: (1) creation and sustainment of a fuel hotter than the Sun over long timescales; (2) exhaust of heat at heat flux levels well above those experienced by a re-entrant space shuttle; (3) materials constitution and fabrication of the vessel, which will confine the most intense neutron source on Earth; (4) requisite availability of the machine to produce a viable cost of electricity through robotic maintenance schemes; (5) an ability to breed, handle and recirculate tritium fuel; and (6) an holistic integrated design with capability to test and qualify components for a nuclear safety environment. UKAEA uniquely has a portfolio of facilities to address all of these challenges. The UK leads the plasma design on JET and will conduct experiments with deuterium-tritium fuel in 2020 positioning us to lead the key experiments in ITER. MAST Upgrade is a globally unique facility for understanding the fundamental physics of particle and heat exhaust in order to optimise future designs. The Materials Research Facility (MRF) can test irradiated materials properties for model validation to inform reactor design and advanced manufacturing. Our centre for Remote Applications in Challenging Environments (RACE) operates the robotic maintenance scheme for JET and is designing the systems for ITER and DEMO. 5

4 Goal 1 Maintain the UK s position as a world leader in fusion research & development Fusion offers the prospect of a sustainable future energy source, however achieving it will take an international effort. Science and technology at Culham Centre for Fusion Energy (CCFE) is recognised as world-leading in many areas. We will build on that position to drive towards the commercialisation of fusion energy. We operate JET, the world s largest fusion experimental device, and lead large parts of the scientific campaigns in support of ITER. The MAST Upgrade (MAST-U) project will provide a unique capability, especially for plasma exhaust, and offers a potential route to compact fusion reactors with reduced capital cost. In the past two years, we have: Completed construction of the ca. 50M MAST-U device, and started a further 21M enhancements package funded by UK government and EURATOM. Co-led experiments on JET to achieve a D-T equivalent fusion power of 7.2MW, setting a record for operation with the ITER-like wall in ITER-relevant scenarios. Produced nearly 400 reports for conferences and scientific journals and have joint research projects with over 20 UK universities. Successfully tested on our Croatian colleagues beam-line our new technique to greatly increase the speed of collecting data on irradiation of fusion materials, over a wide temperature range. Built the CUMULUS modular high performance computer and data hub. In the next two years, we will: Operate JET with tritium and deuterium fuel and contribute to research which is critical for ITER. Start MAST-U physics operations, welcoming collaborators from around the world to exploit its unique plasma exhaust capability. Take the next steps in multiscale fusion materials modelling and experiments towards linking basic materials science with engineering properties. Exploit synergies with fission to quantify the behaviour of materials in a high neutron flux environment. Position the UK to be a key player in the big data and high performance computing that will underpin the ITER era of fusion development. The work of UKAEA has positioned the UK as a leader in fusion technology, and BEIS has recognised this with our recent investments. I look forward to seeing these projects deliver for the UK by supporting further research and innovation in this potentially transformative field. 5 Goal 2 Enable economic growth and new high-tech jobs in UK industry ITER will be a step change for fusion delivering fusion power on a commercial scale and is already acting as a step change for industrial impact from fusion. UKAEA s specialist skills and experience in fusion R&D are enabling UK industry to win business from ITER, with over 500M of business being delivered by companies in the UK. We are targeting 1Bn into the UK supply chain before the start of ITER operations. UKAEA is developing a portfolio of facilities to help support UK businesses in winning fusion contracts, notably our centre for Remote Applications in Challenging Environments (RACE), our new Fusion Technology Facility (FTF) and the new Hydrogen-3 Advanced Technology centre (H3AT). These capabilities have synergies with other business sectors and we continue to assist industry in adjacent fields to support the UK s Industrial Strategy. Finally, we are also developing a pipeline of skilled personnel to our partner organisations, notably through the Oxfordshire Advanced Skills (OAS) apprentice centre. NFTP is a clear demonstration of the government s commitment to the UK s international leadership on fusion. DIT is already working closely with UKAEA to track export and partnership opportunities for UK companies at ITER and beyond. John Devine, Department for International Trade (DIT) January 2018 In the past two years, we have: Secured 86M investment from UK government for the National Fusion Technology Platform (NFTP) including H3AT & FTF. Supported UK industry to win work from ITER. Key contracts include the 100 million cask & plug contract won by a consortium of Airbus Safran Launchers, Nuvia and Cegelec CEM and the 174M construction management contract won by a consortium of Amec Foster Wheeler, Assystem and KEPCO E&C. Supported AI tenant Oxbotica, which has secured 12.9M for the DRIVEN project to develop autonomous cars the technology and data acquisition have direct benefits for fusion. In the next two years, we will: Use H3AT and FTF to enable UK industry to bid for key strategic contracts from ITER, including at least one contract from ITER worth more than 100M. Partner with Millbrook Proving Ground on a 10M Connected and Autonomous Vehicle (CAV) project including a new test facility at Culham. Open a 12M OAS facility which will train up to 125 apprentices per year. 9

6 Goal 3 Grow the UK s nuclear technology capability The main purpose of our technology programmes is to help solve the technological challenges required to deliver fusion as a future power source. These have wider applications in nuclear and other sectors, so we are working with industry, national laboratories and universities to foster innovation and exploit synergies. Four key areas of research are: Tritium Culham is one of the few sites in the world able to study the complete fusion fuel cycle from tritium in operations through to decommissioning & waste management. Materials we are working in multiple collaborations to develop, manufacture and test new materials for nuclear reactors and support this with modelling. Robotics we are using 20 years experience of remote handling on JET to develop technology for remote operations these have application in other hazardous nuclear environments where zero human access is required. Component testing Fusion has unusual testing requirements. We are growing facilities to test components with thermal, mechanical, hydraulic and electromagnetic testing under combined loads. In the past two years, we have: Constructed a materials detritiation facility to process fusion waste. This technology has wider decommissioning potential. Constructed the 10M MRF and commissioned it to receive radioactive samples as part of the National Nuclear User Facilities (NNUF) and Henry Royce Institute. Grown RACE from 50 to 130 people. Collaborations beyond fusion includes procurement of the remote handling system for the European Spallation Source (ESS) Active Cell Facility and playing a major role in the 12M EPSRC Robotics & AI in Nuclear (RAIN) Hub with 7 universities, with a further 20M being invested by industry. Grown the Technology Programme to over 39 full-time equivalents, with R&D including materials technology, radiation transport and advanced power plant systems codes. This work is complemented by a growing number of commercial contracts in engineering and nuclear analysis for industry, including ITER and ESS. In the next two years, we will: Increase the range of equipment available in MRF with an initial 2M in 2018/19 and work with our customers on processing radioactive material and measuring its properties. Expand fusion technology facilities at Culham and start construction of the new 40M purpose-built FTF centre. Exploit the capabilities developed at RACE for application in other sectors, helping UK industry to increase their revenues from overseas markets. Expand our tritium capability, collaborating internationally and start the construction of the new 40M H3AT facility. The level of Government investment seen with the 86M National Fusion Technology Platform investment demonstrates the expertise, confidence and ability of staff at Culham in being at the cutting edge of research. As well as being a world leader in fusion research, we have a similar industrial capability. There is a very real sense that the UK can make its mark on the world in helping to develop sustainable nuclear power for the future. 7 Goal 4 Design the first fusion power plants To realise the first part of our mission to lead the commercial development of fusion power, not only do we need to understand the science and develop new technology for fusion, but this all needs to be integrated with systems engineering at an unprecedented level. UKAEA is one of very few organisations worldwide that has the skill and technology base to act as a systems integrator in a multi-disciplinary fusion design team. In order to deliver the second part of our mission to position the UK as a leader in sustainable nuclear energy, we are building a constantly-growing network with industry partners, universities and other national laboratories to provide the full range of skills and expertise required. UKAEA is central to the European effort on reactor design, providing many leadership roles and over 25% of the EUROfusion Demonstration reactor (DEMO) design team. In the past two years, we have: Supported EUROfusion DEMO design in seven of nine work areas covering engineering design, integration management, materials and safety and developed a preliminary integrated remote maintenance scheme for EU DEMO. Expanded our virtual engineering capability, including working with universities to develop virtual qualification for high-value manufacturing. Shown how advanced tomographic imaging with x-rays and neutrons can combine with sample-specific finite element modelling to improve component manufacture. Produced, with EUROfusion, the first handbook on the properties of fusion structural steel. In the next two years, we will: Develop a strategy for future UK fusion facilities and input into the UKRI infrastructure roadmap for the UK. Establish a programme to explore designs for reactor concepts based on spherical tokamaks as a route to a more compact fusion reactor, with reduced capital cost. Work with EUROfusion to embed systems engineering in the EU DEMO design and provide critical input to the pre-conceptual design review planned for Work with regulatory bodies to develop a strategy for fusion regulation. As we all know, we are leaders in fusion technology through our work on the Joint European Torus at Culham. For more than three decades we have maintained world leadership in this research. In addition, we have been major partners in ITER, the large international project in the south of France, where a fusion reactor capable of generating electricity is being built. At Culham we have also pursued research into new, smaller fusion reactors. We lead the world in precious few scientific or technological fields but this is one of them. 8 Goal 5 Develop Harwell and Culham sites as Science & Innovation Centres Our vision is for Culham Science Centre to be a leading global hub for fusion and enable regional and national growth. To support this, we have two sub-goals: 1. To provide UKAEA with a suitable environment to meet its vision; and 2. To enable significant growth in economic activity and high-tech jobs. Science Vale is one of the most successful science clusters in the UK - concentrated around the three centres for science at Harwell campus, Culham Science Centre and Milton Park. The Oxfordshire Local Enterprise Partnership published a Strategic Economic Plan setting out an ambition for accelerated economic growth for Oxfordshire. The plan seeks to meet the needs of our science and knowledge-rich economy, placing Oxfordshire at the forefront of the UK s global growth ambitions South Oxfordshire District Council emerging Local Plan to 2033 October 2017 In the past two years, we have: Opened RACE, MRF and a Materials Detritiation Facility. Secured funding for H3AT, FTF and OAS. Had a consistently full commercial portfolio. Improved management of the estate through the introduction of an evidence based Forward Maintenance Plan, a Property Investment Plan and a Building Management Protocol and Site Development Guidelines. In the next two years, we will: Deliver several new buildings, including H3AT, FTF, OAS and an extension to RACE. Establish a long-term view of UKAEA s capacity requirements in order to facilitate both an appropriate accommodation strategy as well as the preparation of funding proposals for the necessary re-development, refurbishment, infrastructure and parking requirements. Secure approval for a funding mechanism for new buildings within our commercial property portfolio and target potential occupiers towards the Local Plan target of 3000 jobs at Culham Science Centre. We are also developing Harwell Campus as a global science and innovation centre via a joint-venture with the Science & Technology Facilities Council (STFC) and a private sector partner. The Harwell Campus is one of the fastest growing employment sites, both locally and nationally. Our vision is for it to be a world-renowned location for innovation, high technology industry and research. 15

9 Stakeholder Engagement To ensure we communicate effectively and efficiently with a wide range of stakeholders on the world changing potential of fusion, the UK s leading role and our mission to ensure the UK is at the forefront of delivering fusion power plants, we will: Form strategic partnerships both in the UK and with International partners. Strengthen links with UK Government, national laboratories and funders to help in the success of fusion activities and gain support for our fusion power plant design aspirations. UKAEA headcount has risen from 683 employees in January 2016 to 866 employees in January 2018 and is set to grow by hundreds more over the next few years. A diverse, skilled, engaged and inclusive culture is critical to our successful delivery. An important part of this will be widening diversity of all forms within our workforce as championed by our inclusion ambassadors, including (but not limited to) our work to improve the number of women in STEM roles.
