More than ever, technology is playing a critical role in determining that answer. Today, technology is making a tremendous impact on everything from program creation and service delivery to the formulation and implementation of policy. Those government agencies that successfully adapt to the realities of this digitally driven era will become more efficient by lowering costs as well as more effective with their capacity to innovate and deliver better service. Those that do not risk losing the public s trust. This program will provide you with a basic fluency and literacy in a number of core issues that involve technology in government so that you are better equipped to manage the opportunities and challenges it presents. PROFESSOR DAVID EAVES FACULTY CHAIR Digital Transformation in Government: Innovating Public Policy & Service is a groundbreaking Harvard Kennedy School executive program led by Harvard Professor David Eaves and other expert practitioners. The program focuses on digital transformation in the public sector using an engaging, interactive curriculum that features case studies, team-based exercises, and lectures by leaders in the field. In just one extraordinary week, you will further develop your digital fluency, particularly in the challenges and opportunities technology is creating for government. Learn how to identify activities within your organization that may be enhanced through digital transformation. And, gain the skills needed to detect technology-related threats so you can address them before they cause disruption. In the years ahead, technology will continue to dramatically change the way governments engage with and serve citizens. Digital Transformation in Government will immerse you in a stimulating, multifaceted examination of this evolving environment and help prepare you for its impact.

3 CURRICULUM The Digital Transformation in Government pedagogy is grounded in agile, a process management methodology commonly used by successful startups and technology companies. Agile encourages you to accept unknowns, quickly test and validate hypotheses, and adapt plans based on what you learn along the way. If you are new to agile, the program and faculty will help you learn the basics. If you are already well versed in this methodology, the program will equip you with the tools needed to teach it to your colleagues and roll it out across your entire organization. With agile at the core, the curriculum focuses on five key disciplines:» User Needs: You must have a comprehensive understanding of the people you serve before you can tackle the challenge of meeting their needs.» Design Thinking: Once you have defined user needs, you can begin designing services, programs, and policies to solve their problems and create public benefits.» Data: It is important to carefully consider the data your organization collects. Does it help you determine whether or not you are actually satisfying users needs? Does it provide insights into what you could be doing better?» Privacy: Capturing data about those you serve can certainly help your organization get smarter. However, you cannot compromise their privacy in pursuit of this goal.» Security: You must always ensure you are securing user data not only to protect program participants, but also your employees and the integrity of the system you have implemented. With a solid grasp of agile and these five key disciplines, you will leave Harvard with the knowledge and skills needed to bring about digital transformation in your own organization. THE IMPORTANCE OF DIGITAL GOVERNMENT IS INCREASING» In the United States, the implementation failure of healthcare.gov significantly harmed public perception of the Affordable Care Act.» In New York, following an analysis of data previously collected by the city, fire inspectors were redeployed to inspect buildings with the greatest likelihood of endangering first responders lives during fires.» In Canada, problems with the Phoenix payroll system left some government employees unpaid for months and others overpaid.» In California, a $300 million RFP for a large IT implementation at high risk of failure was replaced with a new approach that saw a 20-fold increase in the number of responders at 15 percent of the cost. 5 FACULTY CHAIR David Eaves is a lecturer in Public Policy at Harvard Kennedy School and program manager for Digital HKS. A public policy entrepreneur and expert in information technology and government, he has advised many governments on open government and open data. He has also worked with businesses and nonprofits on open source strategies and community management. With a background in negotiation, Eaves also advises nonprofits and advocacy groups on critical negotiations. He developed and helped implement collaborative strategies for open source communities such as Drupal and Mozilla. Eaves earned a Bachelor of Arts in History at Queen s University and a Master s of International Relations at the University of Oxford. He is a former Sauvé Scholar at McGill University and an Action Canada Fellow.
