The Owner will receive Bids until 2:00 PM local time on the 14th day of November 2018 at which time and place they will be publicly opened and read. Change the second sentence of this page to the following: All requests for clarifications and/or questions must be submitted by 2:00 PM local time on the Wednesday November 7 th, 2018. On the fourth paragraph, modify the third sentence of this paragraph as follows: Time is of the essence and is an essential element of this Contract, and the Contractor shall pay to the Owner, not as a penalty, but as liquidated damages, the sum of $500.00 for each calendar day that there is default of completing the Work within the time limits named herein. Section 01 33 00 SUBMITTAL PROCEDURES ALL PAGES Replace this entire section with the attached revised version of this specification section. QUESTIONS FROM BIDDERS WATER TREATMENT PLANT FILTERS REHABILITATION (FILTERS 1, 2, 3, & 7) FOR, GEORGIA W&S Project No. 027-16-120 Bid Date: THURSDAY OCTOBER 25, 2018 @ 2:00 PM 10/16/2018 Updated: Question # Question Answer 1 What is the Engineer's cost estimate for the project $ 850,000.00 Dollars 2 Will there be a pre-bid conference? No, there will not be a pre-bid conference. 3 If not who do I contact to schedule a site visit? Daniel Duke (404-821-6637) 4 Section 01 10 00 Summary 1.3, D, 2, During summer months (May 1st to September 30th) no filters may be out of service, does the 365 day contract time include these 5 months we cannot work? This is not correct and will be clarified by addenda. There are no time limits on when filters can be out of service, but there is a limit of the number of filters that can be out of service. Only one (1) filter can be taken out of service at any time. There are no restrictions on when the Contractor can work during 365 day contract time. 5 Invitation for Bids list liquidated damages at $500 per day but the contract form has it at $1,000 per day, which is correct? The liquidated damages are $500 per day. This will be clarified by addenda. 6 Section 01 10 00 1.8, C, states the warranty period shall begin when all work is complete. Because no work can be performed during the summer months it is possible filter 1 could be complete and in operation for almost a year before all work is complete. Should this cause a long lead time between filters placed into service would you consider separate warranty periods? No, there will only be one (1) warranty period. 7 Are any modifications to the controls required? No, there will not be any modifications to filter controls in this contract. 8 Please provide a copy of the Pre-Negotiated scope on the filter rehabilitation from Leopold. The Filters and Media RFP and Leopold proposal, including scope, are included in the bid set of specifications under Appendix A. 9 Please confirm that the contractor is to saw cut and remove a section of the original structural filter slab in filter #7 for the installation of the new 6 Air line as shown on sheet M-02, M-03 Section C. Also, please provide the as-builts to confirm the depth of this filter slab? That is correct, the existing slab in Filter #7 is to be saw cut to allow for installation of 6" air pipe. See details and notes on Drawings M-01, M-02, M-03, S-01, and S-02. Per the Filter #7 record drawings the existing slab is supposed to be 12" thick. This same method was used for installation of air pipes in Filters 4, 5, and 6. Record drawings for all Filters will be provided to the successful low bidder. 10 11 Please confirm that the Detail shown above the Notes Section in the lower right-hand corner of S-02 is the detail for the Pipe Penetration repairs required on the unit price bid item. Can you forward the Plant address and contact information for scheduling a site visit to the Cartersville WTP? Yes, the detail and notes together form Detail No.6 on Drawing S-02, and this is the detail for unit price bid item (Item No. III-5 on the Bid Form) Contact Daniel Duke (Plant Manager) at 404-821-66377 to schedule site visits. Section includes procedures for the development and submittal of shop drawings, schedules, certificates and other project documentation. B. Section includes: 1. Submittal procedures. 2. Construction progress schedules. 3. Test reports. 4. Certificates. 5. Manufacturer s instructions. 6. Manufacturer s field reports. 7. Erection drawings. 8. Construction photographs. C. Related Sections: 1. Section 00 72 14 - General Conditions. 2. Section 00 73 01 - Supplementary Conditions (if used). 1.2 A. The Contractor shall submit via email electronic PDF copies of shop drawings to the Engineer for review and comment for ALL material and work permanently entered in to the Project. Hard copies of shop drawings are not required or desired. Required mark-ups, etc. to the PDF documents shall be done electronically. B. The Contractor shall not purchase nor install any material which has not been submitted, reviewed and accepted by the Engineer. C. The Contractor shall transmit each submittal with transmittal letter. The Contractor shall submit a standard transmittal form or use the Owner s standard form. Identify Project, Contractor, subcontractor and supplier, pertinent drawing and detail number, and specification section number, appropriate to submittal. D. The Contractor shall sequentially number the transmittal forms. Mark revised submittals with original number and sequential alphabetic suffix. E. The Contractor shall electronically stamp and sign each individual submittal certifying that review, approval, verification of products required, field dimensions, details, adjacent construction Work, and coordination of information is in accordance with requirements of the Work and Contract Documents prior to submitting the shop drawing to the Engineer. F. The Contractor shall schedule submittals to expedite the Project. The Contractor shall coordinate submission of related items. Wiedeman and Singleton, Inc. Page 1 of 4

The Contractor shall clearly identify any and all variations and deviations from the Contract Documents. This includes any product or system limitations which may be detrimental to successful performance of completed Work. I. Any deviations proposed by the Contractor and accepted by the Engineer shall conform to these specifications and any extra costs for the deviations shall be the responsibility of the Contractor. J. The Contractor shall not be relieved of responsibility for any deviation from the requirements of the Contract Documents by the Engineer s review/acceptance of the shop drawing, product data or samples unless the Contractor has specifically informed the Engineer in writing of such deviation/ exception at the time of submission and the Engineer has given written acceptance to the specific deviation/exception. K. The Contractor shall not be relieved from responsibility of errors or omissions in the shop drawings by the Engineer s review thereof. L. Review by the Engineer of the Contractor's shop drawings shall not relieve the Contractor of responsibility for accuracy of dimensions and details. The Contractor shall be responsible for agreement and conformity of working drawings with the Contract Drawings and Specifications. M. To avoid confusion regarding the authorship of review comments, the Contractor shall electronically mark the PDF submittal with blue color, the Owner shall mark with green and the Engineer shall mark with red. N. When revised for resubmission, identify changes made since previous submission. Instruct parties to promptly report inability to comply with requirements. If the submittal is resubmitted, it shall be a complete submittal including all previously submitted data and all revised information; otherwise the submittal shall be rejected. O. The Contractor shall direct specific attention, in writing or on resubmitted shop drawings, product data or samples, to revisions other than those requested by the Engineer on previous submittals. The Contractor shall be responsible for unacceptable revisions to a resubmittal. P. The Contractor shall not be relieved of financial responsibility to correct deviations and revisions not specifically addressed in the shop drawing and accepted by the Engineer. Q. The Contractor shall distribute copies of reviewed submittals as appropriate. Instruct parties to promptly report inability to comply with requirements. R. The contract price shall include the cost of furnishing all submittals and working drawings, and the Contractor shall be allowed no extra compensation for furnishing those drawings. 1.3 CONSTRUCTION PROGRESS SCHEDULES A. The Contractor shall submit initial project schedule (electronic PDF copy) within 20 days of the Notice to Proceed date. After review, resubmit required revised data within 10 days. C. The Contractor shall show complete sequence of construction by activity, identifying Work of separate stages and other logically grouped activities. Indicate early and late start, early and late finish, float dates, and duration. D. The Contractor shall indicate estimated percentage of completion for each item of Work at each submission. E. The Contractor shall submit separate schedule of submittal dates for shop drawings, product data, and samples, including Owner furnished products and products identified under Allowances, and dates reviewed submittals will be required from Engineer. Indicate decision dates for selection of finishes. F. The Contractor shall indicate delivery dates for Owner furnished products and products identified under Allowances. G. The Contractor shall revise the schedules to reflect: 1. Indicate progress of each activity to date of submittal, and projected completion date of each activity. 2. Identify activities modified since previous submittal, major changes in scope, and other identifiable changes. 3. Prepare narrative report to define problem areas, anticipated delays, and impact on Schedule. Report corrective action taken, or proposed, and its effect. 1.4 TEST REPORTS A. The Contractor shall submit electronic PDF copies of all test reports to the Owner and Engineer as required by these Specifications. Test reports shall include, but not limited to; 1. Erosion control monitoring and sampling reports. 2. Concrete compressive strength test reports 3. Soil compaction test reports. 4. Pipe line pressure test reports. 5. Tapping sleeve and valve pressure test report. 6. Water line hydrostatic test reports. 7. Leakage test report. 8. Water line disinfection test reports. 9. Compaction test reports. 10. Equipment start-up reports. 1.5 CERTIFICATES A. When required in individual specification sections, submit manufacturer certification (electronic PDF) attesting the proposed material or product meets or exceeds the specified requirements. B. Indicate material or product conforms to or exceeds specified requirements. Submit supporting reference data, affidavits, and certifications as appropriate. C. Certificates may be recent or previous test results on material or product, but must be acceptable to the Owner. Wiedeman and Singleton, Inc. Page 3 of 4

When required in individual specification sections, submit instructions (via electronic PDF) for delivery, storage, assembly, installation, start-up, adjusting and finishing, to the Engineer. B. Indicate special procedures, perimeter conditions requiring special attention, and special environmental criteria required for application or installation. 1.7 MANUFACTURER'S FIELD REPORTS A. All manufacturer s representatives or technicians visiting the project to perform startup, check out or any field service shall submit reports (via electronic PDF) of their field work performed to the Engineer. B. Submit field report in duplicate within 5 days of jobsite visit. 1.8 ERECTION DRAWINGS A. The Contractor shall submit erection drawings to the Engineer. B. This information shall be submitted as information only for the limited purpose of assessing conformance with information given and design concept expressed in Contract Documents. C. Data indicating inappropriate or unacceptable Work may be subject to action by the Engineer or Owner. 1.9 CONSTRUCTION PHOTOGRAPHS A. Provide digital color photographs (via electronic PDF) of site and construction throughout the progress of the Work produced by an experienced photographer, acceptable to the Owner. Photographs of preconstruction site conditions shall also be provided. B. Each month submit photographs with the Application for Payment. C. Each photograph shall be identified by name of Project, street name, nearest address, orientation of view, and date and time of view.
