REGULAR MEETING OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF PERU June 15, 2015 The Board of Public Works and Safety of the City of Peru, Indiana met in regular session at 9:00 am June 15, 2015 with the following members present, Mayor Jim Walker, Special Board Member Bruce Carson, City Clerk Treasurer Jackie Gray and Deputy Clerk Dea Master. Others present were Police Chief, Asst. Police Chief Rick Keller, Asst. Fire Chief John McMillen, department heads and other interested parties. Absent from the meeting was City Attorney Bill Berkshire and Board Member Steve Gough. ************************************************************************* Motion was made by Special Board Member Bruce Carson, seconded by Jim Walker to suspend the rules and dispense with the reading and correcting of Journal of minutes of regular meeting on June 1 2015. ************************************************************************* Motion was made by Special Board Member Bruce Carson, seconded by Jim Walker to pay claims submitted on June 15, 2015. OLD BUSINESS: NONE Mayor Walker requested that item #3 be moved up on the agenda so that Police Chief Raney could be excused right after the reading of this to attend another meeting. NEW BUSINESS: New Hires: Jason Ray Utley Date: June 15, 2015 employment to Jason Ray Utley for the position of patrol officer for the City of Peru. This recommendation is contingent upon Jason Utley successfully passing the applicant background investigation and the Public Employee Retirement Fund (PERF) physical and psychological testing. Jason Ray Utley recently completed the oral interview conducted by the Pension Board. He is a graduate of University of Southern Indiana earning a Bachelor's degree in Criminal Justice and Sociology. He served the United States Navy for three (3) years and is currently employed by the Indiana Department of Child Services in Warrick County, Indiana. If my recommendation is approved, a hiring date for Jason Ray Utley will be determined upon completion of PERF testing and his background investigation. Zachary Michael Adkins recently completed the oral interview conducted by the Pension Board. He is a graduate of Indiana Wesleyan University earning a Bachelor's degree in Criminal Justice. He is currently a police officer for the Town of Converse where he has served in that capacity for four (4) years. He previously served The City of Marion for one (1) year as a dispatcher. Zachary Michael Adkins is a 2011 graduate of the Indiana Law Enforcement Academy. If my recommendation is approved, a hiring date for Zachary Michael Adkins will be determined upon completion of PERF testing and his background investigation. owned business. He served two (2) years active duty with the United States Army and is currently in his third year serving the United States Army National Guard. If my recommendation is approved, a hiring date for Tyler Dean Hagan will be determined upon completion of PERF testing and his background investigation. NEW BUSINESS: Back to School Festival: Road Closure request Hi there! I'd like to formally request on behalf of the Back to School Festival to have Seventh Street closed between Broadway and Miami streets from 9 a.m. until 5 p.m. on Saturday, July 25, 2015. As we have done in the past, we are giving away 600 backpacks at the circus building that day and we have a huge crowd of adults and young children that line up outside prior to the event start. If the crowd gets really large, we feel having the street closed is best for the safety of the children. During that time, we will only use the barricades to block the street when there is a crowd outside - so the street will not necessarily be closed that whole time - and when it is blocked, we will have a few volunteers stationed outside to watch for any emergency vehicles that might need through, and those volunteers will move the barricades if necessary. This is what we've done in the past at the request of the fire department, and it's always worked well. NEW BUSINESS: Circus City Band: Street Closure request From: "Tom Gustin" <gusmusic@comcast.net> Date: June 10, 2015 at 10:50:56 PM EDT To: "Brenda Douglass" <bdouglass@cityofperu.org> Subject: Street Closing I ve been asked by the Circus Band to request the closing of Miami Street from Main Street to 5 th Street on Wednesday, July 1 st from 6 p.m. to 8 p.m. for the annual Circus Band Concert to be presented at the old firehouse. Folks bring their own lawn chairs and folding chairs and set in the street to hear the band. I believe the request must go before the Board of Works. May I make this request thru you and the mayor, or do I have to attend the meeting to make the request myself? T Last year I wasn t there to make the request, however, I do remember having Scott Thompson (a circus band director) pick up and return the barricades from the traffic guys. Special Board Member Bruce Carson made a motion to approve the street closure request, seconded by Jim Walker NEW BUSINESS: Tish Solidi/Smitty McMusselmans: Road Closure Request: Per Phone Conversation on June 11, 2015, Tish is requesting permission to close a small portion of Riverside Drive on the 17 th of July thru the 19 th of July for a Tent Party hosted by Smitty McMuselmans Pub and Grub. There will be outdoor events and live music starting at 4pm. The closure will be from Broadway to their alley (the length of their building). She is requesting the closure to start early Friday morning and continue to be closed until early Monday morning. There will be a tent set up during this time. The alley behind their building will remain open during this event. Special Board Member Bruce Carson made a motion to approve the road closure contingent upon Smitty McMusselman Pub and Grub being responsible for any damage done to the street, seconded by Jim Walker. NEW BUSINESS: PFD: Erick Mathias from Probationary Status to Career Status. Asst. Fire Chief John McMillen asked that the Board approve moving Firefighter Erick Mathias from probationary status to career status.
Special Board Member Bruce Carson made a motion to approve the status of Firefighter Mathias from probationary to career, seconded by Jim Walker. Asst. Rick Keller presented to the Board a letter from Edna Klawitter. Assistant, I am writing this pertaining to the speed limit being lowered on Bob Tail Pike. There is going to be an accident if it isn t changed because of the mothers with babies in strollers with 2 or 3 other little ones walking to town and back from the apartments. The cars are flying and I would not walk this Pike for anything. Thank you! Edna Klawitter 25 Abraham Lane Peru, IN After some discussion, Special Board Member Bruce Carson made a motion to have the speed limit lowered from 30 to 25 from south of Bobtail Apartments to the city limits, seconded by Jim Walker. Mayor Walker gave an update to the paving at West City Park. He also addressed the issue of making Park Drive, Buckeye and Maple Streets one way during the baseball season (April thru the end of July) due to the amount of traffic in that area during baseball season. The one way will keep the traffic flowing and will be less congestion. After the baseball season ends, the streets will revert back to 2 ways. After some discussion, Special Board Member Bruce Carson made a motion to make Park Drive, Buckeye and Maple Streets one way street from April thru July 31 st, seconded by Jim Walker. Mayor Walker has proclaimed the week of June 15-19 th 20125 as CITY OF PERU Internet Safety Week.
