EXECUTIVE SUMMARY ATCO Structures & Logistics (ATCO) has completed noise monitoring for 23 pump stations of the Keystone Pipeline in Canada currently owned and operated by TransCanada Pipeline Ltd. (TCPL). The Canadian portion of Keystone Pipeline extends from Hardisty, Alberta through Saskatchewan to a point near Haskett, Manitoba before crossing the Canadian border entering the United States. ATCO personnel visited all 23 Canadian pump stations to conduct environmental noise monitoring at the corresponding critical receptor location. The operating condition of the pump stations during the noise monitoring has been obtained from the Keystone Pipeline Control Center. Published meteorological data was collected from the nearby weather stations. The collected sound level data was analyzed and the sound level results were compared with the noise criteria to determine compliance. The noise level limits of each pump station are established from a regulatory perspective utilizing Alberta ERCB Noise Directive 038 in both Alberta and Saskatchewan, and Manitoba s Guideline for Sound Pollution in Manitoba. The noise monitoring indicates that the Canadian pump stations of Keystone Pipeline comply with the noise criteria. The table below summarizes the result of nighttime noise monitoring, which represents the worst case scenario for each pump station as the noise level limit of nighttime period is 10 db lower than that of daytime period. 1. INTRODUCTION 1.1 Background The Keystone Pipeline transports crude oil through Alberta, Saskatchewan and Manitoba to the United States. The Canadian portion extends from Hardisty, Alberta to Haskett, Manitoba near the Canadian/US border. Figure 1 shows the pipeline route map. Figure 1: Keystone Pipeline Route Map Keystone Pipeline Project has retained ATCO Structures & Logistics (ATCO) to conduct noise monitoring for the 23 pump stations in Canada. 1.2 Site Description There are a total of 23 pump stations in Canada. The surrounding area of each pump station is primarily used for agriculture. Aerial maps are presented in Section 3, together with the noise monitoring results. These critical noise receptors are selected to be the noise monitoring locations, except that of Monitor, Oyen, Bindloss and Carman pump stations. For these four pump stations, the sound measurement equipment was set up at a nearby location, representative of the critical receptor, due to accessibility and security reasons. At Monitor, Oyen and Bindloss pump station, the noise monitoring location was selected for the security of sound measurement equipment. At Carman pump station, the landowner of the critical noise receptor didn t permit ATCO personnel to conduct noise monitoring on the property, therefore a nearby location was selected. Environmental noise from energy industry facilities in Alberta is regulated by the ERCB, as described in Directive 038 (2007). Currently Saskatchewan does not have regulations that govern noise levels associated with industrial activities. Keystone Project applied Alberta Directive 038 to the pump stations in Saskatchewan in the pipeline planning stage; the noise monitoring will follow such practice. ATCO Project # 763000 Page 3

Directive 038 has adopted the A weighted energy equivalent sound levels (L eq ) as the sound pressure level criterion for a receptor location. The PSLs of the noise receptors in Alberta and Saskatchewan are derived from information on the receptor location regarding the area population density, proximity to heavily traveled transportation routes including motor vehicle routes, rail lines and aircraft flyways and other specified adjustments. Directive 038 includes a low frequency noise (LFN) analysis. A low frequency noise complaint condition may exist when: the isolated (i.e., nonfacility noise, such as wind noise, has been removed) timeweighted average dbc dba value for the measured day or night time period is equal to or greater than 20 db, and a clear tonal component exists at a frequency below 250 Hz. Key points of the Directive are listed in Appendix B. A typical PSL determination matrix is presented in Appendix C, showing the adjustments and calculation of the PSL at residences nearby a pump station. In Manitoba, Guidelines for Sound Pollution published by the Manitoba Department of Environment outlines separate noise level limits for residential areas, commercial areas and industrial areas. The maximum acceptable sound levels for a residential area are 60 dba and 50 dba during daytime (07:00 to 22:00) and nighttime (22:00 to 07:00) hours respectively. The maximum acceptable levels are to be reduced by 5 dba if the sound source under assessment contains predominant discrete tones or impulsive character. Definitions of tonal and impulsive character are provided in the guideline. Key points of the guideline are listed in Appendix D. 2. NOISE MONITORING PROTOCOL 2.1 Instrumentation The noise monitoring was conducted utilizing six Type 1 sound level meters, Bruel & Kjaer Type 2250 or 2270. Table 4 presents the instrumentation setup. The one minute interval was chosen in order to isolate sound contamination by individual noise events, such as airplane flyover and traffic noise. The sound level meter was set to slow response, and spectral L eq levels in one third octave bands were measured and recorded. L n statistical exceedance levels were also recorded. Digital audio recording was conducted throughout the whole noise monitoring period. The measurements were made with the sound level meter set on both the A weighting and C weighting scales. The A weighting scale simulates the response of the human ear to environmental sounds whereas the C weighting scale is more sensitive to sounds at low frequencies than the A weighted sound level, and is sometimes used to assess the lowfrequency content of complex sound environments. The sound level meters have current laboratory certification. These current laboratory certificates are presented in Appendix E. 2.2 Test Procedure Measurements were taken in accordance with Alberta ERCB Directive 038 and American National Standards Institute (ANSI) standard ANSI S12.9 R 1993, Quantities and Procedures for Description and Measurement of Environmental Sound. The sound level meter was set up 15 m from the nearest or most impacted dwelling unit in the direction of the pump station and 15 m away from any reflective façade. The microphone was placed at a height between 1.5 m and 2 m above ground. An outdoor type windscreen was placed on the microphone during monitoring in order to reduce the effects of windinduced noise. The sound level meter was field calibrated immediately before and after the measurement series and after any change in equipment conditions such as a battery replacement. Sound levels were measured during daytime and nighttime periods with the pump stations in a representative load condition. 2.3 Site Operating Condition Each Canadian pump station includes one to five motor/pump units. The number of units installed at each station is presented in Table 5. The designed nominal oil flow is 591 kbpd (3,915 m 3 /hr). During the noise monitoring period, the actual oil flow was between 2,400 m 3 /hr and 3,500 m 3 /hr. At these pump stations, there was usually one to three pumps in operation to achieve this flow rate. The detailed load log of each pump station is presented together with the sound level results in Section 3. 2.4 Meteorological Condition The published meteorological data was collected throughout the survey from the weather station in the nearest town/city where such data is available. Temperature, wind speed, wind direction, and relative humidity are presented in Section 3. Sound level measurements taken during periods of unfavorable weather conditions were excluded during data analysis. According to the ANSI Standards, no sound level measurement should be made when the average wind velocity exceeds 5 m/s (18 km/hr). ATCO Project # 763000 Page 8

3. DATA ANALYSIS AND RESULTS At each Canadian pump station, at least one long term noise measurement was conducted at the critical noise receptor location. Each set of long term noise monitoring data is divided into daytime periods (7:00 am to 10:00 pm) and nighttime periods (10:00 pm to 7:00 am) to account for the different noise level limits for the two periods in the applicable noise criteria. The obviously contaminated sound data was excluded based on digital audio recording and published weather data. The main noise measurement contamination factors include: 1) exceedance of maximum wind speed; 2) precipitation; 3) natural sounds, typically at dawn or dusk, such as birdsongs, dog barks, frog sound etc.; 4) abnormal noise events, including aircraft flyovers and vehicular traffic. After the data exclusion, valid data was compared with the applicable noise criteria to determine noise compliance. Most of the pump stations were monitored during their partial load operation. When the pump station is in partial load operating condition, not all the available motor/pump units are operating, however each motor/pump unit in operation is running at full speed. Corrections have been applied to take into account the total number of pumps to predict the maximum noise level at the critical receptor location. The estimated noise level of maximum load operation is calculated with one of the following approaches: 1) if the valid data indicates the pump station was the dominant noise source, a correction was added to take into account the difference between maximum number of pumps and the number of pumps monitored; 2) if the sound data indicates there was continuous dominant background noise contamination and was only pronounced at certain frequency bands where the pump station s contribution is minor, e.g. high frequency noise contamination by birdsongs, these bands were adjusted to portray a more typical spectrum. Then a correction is added to take into account the difference between maximum number of pumps and the number of pumps monitored; 3) if the sound data indicates there was continuous dominant background noise contamination across the octave band spectrum, e.g. highway traffic noise or noise from other industrial facilities, the contributing noise level from the pump station at the critical receptor location is projected by noise propagation calculation. The sound power level of the pump station is calculated from site spot measurements; then an acoustic model is built to calculate the noise impact from the pump station only. A correction is then added to take into account the difference between maximum number of pumps and the number of pumps monitored. In the bypass mode, crude oil was passing through the pump station while no pump/motor was in operation; therefore, no noise was emitted from the pump station. A pressure control valve (PCV) was involved in the process of switching the pump station into the bypass mode between 10:00 pm and 11:05 pm when the pump/motor unit was still in operation. The nighttime L eq of 39 dba collected in this period includes the noise contribution from both the pump/motor unit and the PCV. As this is a short period/transient operating condition, the L eq of 39 dba is not representative of the expected operating conditions. Nighttime sound level of normal operating condition at the critical noise receptor is expected to be similar to the daytime sound level collected.
