PUBLIC ART OPPORTUNITY: Expressions of Interest (EOI) are sought for an artwork on the glass curtain wall of the new extension being added to the Newton Recreation Centre located at 13730 72 Ave, Surrey, BC. The form of the artwork anticipated is the design of a frit pattern on the glazing. A frit is a ceramic surface treatment (pattern) that is fused to the glass to create a permanent coating. The artwork formed by this frit design will be highly visible. As such, it should be of iconic scale and provide a positive metaphor or narrative for the Newton community that surrounds this facility. The artist will have the opportunity to research the neighbourhood and explore how the suggested theme of weaving the community together might be represented with the frit design. The artist will work closely with the architectural and building project team to develop a design that will also be functional and reduce the solar heat gain and glare of this glass curtain wall. The artist will deliver the design to be transformed into the frit pattern, in either a drawing that can be digitized, or an original digital file. The architectural team will help the artist to create a design to satisfy the building s solar heat gain needs. A software tool will be used to test the design. Once the artist has completed the approved final design, the architectural team will be responsible for converting the design into the file formats needed by the fabricator. The architectural team will manage the fabrication processes and final installation of the glass as a component of the construction of the building. Theme: Artists answering this call are invited to envision how their design for the curtain wall frit pattern could be transformed into an image that would serve as a positive metaphor or narrative that is reflective of and welcoming to its community of Newton. The idea of weaving the community together could be represented in a variety of ways that may reference the textile traditions of this culturally diverse area, or other accessible designs that are meaningful and positive. This architect s rendering shows an interior view of the proposed expansion with the glass curtain wall and the stairs leading to the second floor. Note there are two layers of glass one on either side of the stairs. Material: The artist s ideas for the frit pattern design layout will be developed with the building architects. The artwork to be produced by the artist will consist of an original design that can be translated into the production of a glass frit pattern https://en.wikipedia.org/wiki/frit. It can be rendered by the artist as a drawing to be scanned or otherwise easily made into an electronic file, or the design can originate as an electronic drawing. CONTEXT AND BACKGROUND: The Newton Wave Pool is located at 13730 72 Ave, Surrey, BC, V3W 2P4. The plaza between the Newton Wave Pool and the Arena to the South of the shared parking lot is the venue for the annual Newton Community Festival. To the east of the Wave Pool building is The Grove a small park with mature trees. The expansion will occupy this portion of the plaza and will connect to and provide a second floor over the existing building to the north. Artwork Development Process: Artist will be required to: o Undertake research of Surrey s diverse communities o Develop and propose three design concepts with meaningful metaphors for weaving o Present the three designs to panel for review and recommendation o Work with the architect to develop the design to achieve high visibility as an artwork but also address solar heat gain o Develop one of the designs as recommended by the City for implementation Artist will work in collaboration with the architect to: o Respond to the building s construction timeline for the production of the glazing design (draft and final drawings deadlines) o Meet with the architect for testing various designs in a program such as Grasshopper o Determine scale and form of the design based on specifications from the architect (number of drawings, scale and file format) o Make possible adjustments to the design based on the architect s calculations for solar heat gain o Work with the architect to produce the final file for use by the fabricator Preliminary Project Schedule: Design concept approved: End of October 2015 Final design: End of November 2015 Electronic design files completed Middle of December 2015 Newton Recreation Centre Call to Artists for Expression of Interest 5
BUDGET The project budget is $10,000 inclusive of all costs including artist fees, design, materials used to create the design, insurance, travel, and taxes. SELECTION PROCESS Intention of the EOI is to have artists provide enough information to enable the selection team to choose one finalist. That finalist will then be commissioned to develop the artwork. A selection panel of art and design professionals and community representatives will review all eligible Expressions of Interest submissions. Based on the criteria below, the panel will recommend an artist/artist teams. Selection Criteria are as follows: Artistic excellence and innovation as demonstrated in past work Ability to create quality art work appropriate in concept, materials, and scale for the identified opportunities Demonstrated adherence to schedules, deadlines, project requirements, and budgets Demonstrated ability to deliver quality design and work collaboratively throughout their practice history with design professionals and civic agencies in design and execution Availability to begin design work in October 2015 SUBMISSIONS REQUIREMENTS Artists are asked to submit fourteen (14) pages of information as listed below on one PDF Acrobat format file, no more than 5 MB. Please do not secure the PDF file as we may need to extract images for presentation to the selection panel. Photos of artwork to be captioned on the same page with information as noted on page 6. E-mail to arrive at Purchasing by September 20, 2015 before 4 pm. We recommend your entire PDF be in landscape format as it will be presented as a horizontal projection to the selection panel on a horizontal screen. Until a written contract, in a form satisfactory to the City, is executed by both the City and artist, no legal rights or responsibility will be created between the artist and the City Artists & Artist Teams and their agents will not contact any member of the City Council or City staff with respect to this EOI, other than the contact person named in this EOI, at any time prior to the award of any contracts or the cancellation of the EOI. An Artist and Artist Team is to disclose in its EOI response any actual or potential conflicts of interest and existing business relationships it may have with the City, its elected or appointed officials, or employees. The City may rely on such disclosure. All EOI responses become the property of the City and will not be returned to the Artist or Artist Teams.
