welcome It is with great pleasure that I welcome you to the 2013 South Carolina Association of Regional Councils Annual Meeting. Our theme this year is South Carolina: Moving Forward Together. This year s conference is designed to inform and educate you on transportation-related projects occurring in our state, as well as tie in workforce development, and how we can all work together to move South Carolinians forward. The Pineapple has been a symbol of welcome, hospitality and friendship since early America and has remained We have assembled an all-star lineup of presentations by some of the top experts and leaders in their fields. We are confident you will leave the conference with the knowledge and foresight on how you can assist your Council of Governments. We are expecting approximately 300 individuals representing all 10 Councils of Governments in the State. Panjamdrum is a steel drum band that showcases the driving rhythms of Trinidad through new original music written for this emerging art form. The band is directed by Linda Versprille and comprised of middle and high school students from Berkeley County, SC. speaker biographies David Cole runs his own consulting firm called, David Cole Consulting (DCC). DCC helps provide strategic consulting services for business, government, and non-profit groups on issues related to economic development, transportation, and government affairs, at both a state and national level. Mr. Cole has over 30 years of experience in promoting economic and community development in Maine, from managing a billion dollar biennial budget and leading 2,100 employees at the MaineDOT, to packaging and facilitating a long list of business deals and public infrastructure projects over his career, often involving significant consensus building, creative funding techniques and public/ private partnerships. David offers his clients access to not only an extensive network of relationships with key government and business leaders, but also an intimate understanding of how the wheels of government and private industry operate. David Cole Deepal S. Eliatamby Deepal S. Eliatamby, P.E., SCCED is the President of Alliance Consulting Engineers, Inc., a professional engineering firm with offices in both North and South Carolina. In 2012, Alliance Consulting Engineers, Inc. was recognized as the 6th Fastest Growing Company Head Quartered in South Carolina by SCBiz News s Roaring Twenties recognition program. A graduate of the University of South Carolina, Deepal holds bachelors (1988) and master s (1989) degrees in Civil Engineering and has over 23 years of experience in a wide variety of engineering projects including industrial park master planning and development; industrial and commercial site development; stormwater management; solid waste management; and municipal water and wastewater system improvements. Deepal is the first ever South Carolinian recipient of the prestigious Edmund Friedman Young Civil Engineer of the Year (1999) which is a National Award from the American Society of Engineers. In 2006, Deepal was named a Liberty Fellow, a statewide leadership initiative comprising of 20 emerging leaders under the direction of Hayne Hipp, Wofford College and the Aspen Institute. In 2007, Deepal was also elected a Fellow of the American Society of Civil Engineers (ASCE). 7

Jack Ellenberg Jack Ellenberg is the Senior Vice President of Economic Development & Projects for the South Carolina Ports Authority. He is responsible for the recruitment and location of port-dependent projects as well as the expansion of port-user businesses across the state. Mr. Ellenberg also oversees the South Carolina Inland Port in Greer, South Carolina. Mr. Ellenberg previously served as Deputy Secretary for New Investment at the South Carolina Department of Commerce. During his 15 years with the Department of Commerce, he was responsible for recruiting over $24 billion in new investment and over 72,000 jobs to South Carolina. He has a vast knowledge of the aerospace and automotive industries and represented the state in working with numerous companies such as Amazon.com, BMW, Boeing, 3M, Eastman Chemical, Daimler, Google, Inc., Michelin, Honda, Fujifilm, ZF Group and Robert Bosch. For his service to the citizens of South Carolina, Governor Mark Sanford awarded Ellenberg the Order of the Palmetto, the state s highest civilian honor, in December 2010. Joe. C. McKinney Joe McKinney serves as Executive Director of the National Association of Development Organizations (NADO). Headquartered in Washington, DC, NADO provides advocacy, education, research, and training for the nation s 540 regional planning and development organizations. Joe has twenty-three years of experience having served in city, county, regional and national associations and government management since 1991. He holds a Bachelors Degree in Public Policy Analysis from the University of North Carolina at Chapel Hill and is a candidate for a Masters Degree in Public Administration from UNC-Chapel Hill. Prior to his appointment as Executive Director of the National Association of Development Organization, Mr. McKinney served as Executive Director of Land-of-Sky Regional Council in Asheville, North Carolina from January 2003 until October 2012. Under his leadership, Land-of-Sky became recognized nationally for its innovation and program expansion in areas such as planning and economic development, workforce development, transportation and transit, aging services, volunteer services, and geographic information systems. He has served as a County Manager for Mitchell County, North Carolina, Town Manager for the Town of Spruce Pine, North Carolina and County Administrator for Chesterfield County, South Carolina and prior to his appointment at Land-of-Sky Regional Council, he served as the Executive Director of Eastern Carolina Council of Governments. 8

Mark Pleasant Mark Pleasant is responsible for managing various elements of the South Carolina Department of Transportation s (SCDOT) transportation planning process, which includes administering the State Transportation Improvement Program (STIP), coordination with Metropolitan Planning Organizations and regional Council of Governments, as well as the development of the Statewide Multimodal Transportation Plan. Mark is a graduate of Newberry College and holds a master s degree from Clemson University in City and Regional Planning. He is a member of the American Institute of Certified Planners (AICP) and has over 20 years of experience in transportation planning at both the county and state levels. Robert J. St. Onge, Jr. Major General (retired) Robert J. St. Onge, Jr., came from a large Army family and was commissioned after his graduation from the US Military Academy in 1969. Over the course of his 34 year career in the Army he served in a variety of command and staff positions in infantry and Special Forces units in Vietnam, the Republic of Germany, and the United States. Upon retiring from active duty in 2003, he worked for L-3 Communications, as the Vice President for International Operations and Business Development in the MPRI. In 2006, he was reassigned to Executive Vice President and COO of L-3 s Linguist division, and served as the President of that division from 2007 through 2010. He became the Secretary for the South Carolina Department of Transportation in February 2011. As Secretary for the SCDOT, he oversees a workforce of 4,800 employees and a budget of over $1.5B that is dedicated to managing the 41,000 miles of highways and 8,300 bridges in the state system. Major General St. Onge, Jr. holds a bachelor s degree from the United States Military Academy at West Point and a master s degree in Industrial Relations from Purdue University. 9

Mike Shealy Mike Shealy has been the budget director for the South Carolina Senate Finance Committee for over a decade. The Finance Committee is tasked with developing the state s annual budget as well as its tax policy. Prior to moving to the State Senate in January 2001, Mike was Director of the Division of Regional Development for the State Budget and Control Board, in addition to that he was also on the Board of Economic Advisors for the State Budget Office. Mike received his bachelor s degree, cum laude, in economics and political science from Clemson University and his master s degree in public administration from the University of North Carolina at Chapel Hill. In addition, Mike participated in the Fund for American Studies program at Georgetown University. Cheryl Stanton Cheryl M. Stanton was appointed to serve as executive director of the S.C. Department of Employment and Workforce by Gov. Nikki R. Haley in May 2013. She is responsible for the overall administration and management of the state s employment agency, which is focused on matching jobseekers with employers quickly, efficiently, and effectively. Prior to her appointment, Ms. Stanton worked as a labor and employment attorney in both the public and private arenas. She served in the White House under President George W. Bush as the administration s principal legal liaison to the U.S. Department of Labor, National Labor Relations Board and Equal Employment Opportunity Commission. Ms. Stanton also worked for Supreme Court Justice Samuel Alito when he served on the 3rd U.S. Circuit Court of Appeals. She received her undergraduate degree from Williams College and her law degree from The Law School at the University of Chicago. She has worked with businesses in South Carolina and throughout the country and has built a strong reputation as a problem solver in her field. 10
