TERMS AND CONDITIONS 1. The tender documents shall be submitted in the office of the undersigned duly signed by an authorised signatory in each page and duly authenticated with seal in token of having read, understood and accepted the terms and condition of the contract. The bid shall be submitted in sealed envelope. The sealed envelope shall be superscribed as Supply and Installation of Induction Type Brazing Machine With all Attachments at Govt. Saw Mill, Betapur and the same will be received in the office of the Divisional Forest Officer, Middle Andaman Division, and Rangat up to 1500 hours on 13/06/2017. 2. The Tender calling authority has the right to accept or reject the Tenders by assigning the reasons thereof. 3. Date of opening of sealed tenders is 13/06/2017 at 3.30 PM at the office of the Divisional Forest Officer, Middle Andaman Division, Rangat and the same shall be opened by the Purchase committee or the authorized representative in the presence of the tenderers, if any. If the date of opening of the tender happens to be holiday, the tender will be opened on the next working day at the same time. 4. The Brand/ Make of the Brazing Machine should be certified by the ISI/ISO. 5. The bidders must submit the PAN card alongwith IT returns of the firm for the last two financial years. 6. All the information called for in the prescribed format of the tender document should be legible and unambiguous without using any abbreviations. 7. The Bid shall be accompanied by a Bid Security (EMD) of ` 15000/- (Rupees Fifteen Thousand only) for the Supply of separately in the form of Account payee Demand Draft, Fixed Deposit Receipt, Banker s Cheque or Bank Guarantee from any of the Nationalized banks in an acceptable form drawn in favour of Divisional Forest Officer, Middle Andaman Forest Division, Rangat. Bid Security is exempted if the firm is registered with the Central Purchase Organization, National Small Industries Corporation (NSIC) for which documentary proof has to be attached. The Bid Security of the successful bidder will be refunded to on receipt of Performance Security. The Bid Security of the unsuccessful bidder will be returned at the earliest after expiry of the final bid validity and latest on or before the 30 th day after the award of the contract. 8. On receipt of the Letter of Acceptance from the Department, the successful bidder shall submit a Performance Security of 10% of the value of the contract in the form of Account payee Demand Draft, Fixed Deposit Receipt, Banker s Cheque or Bank
Guarantee from any of the Nationalized banks in an acceptable form drawn in favour of Divisional Forest Officer, Middle Andaman Forest Division, Rangat within 21 days from the date of the issue of the Letter of Acceptance. The Performance Security should remain valid for a period of sixty days beyond the date of completion of all contractual obligations of the supplier including warranty obligations. The supply/work order will be issued only after the receipt of Performance Security. If the successful bidder fails to submit the Performance Security within the stipulated period the bid security will be forfeited and if the successful bidder fails to supply the Supply and Installation of Induction Type Brazing Machine after the award of the supply/work order the Performance Security will also be forfeited. 9. All the figures in the financial bid should follow in words also (in a bracket). 10. There shall be no over-writing in the tender document and other papers submitted. All the additions, alterations, deletions and cuttings should be initialed with rubber stamp (or seal) by the same person, who signs the tender document. 11. The rates quoted shall normally be valid for a period of One Year counted from the date of opening of the tender. 12. The bid submitted cannot be withdrawn. The bidder or his authorized representative (one person only) will be allowed to be present at the time of opening of tenders. They will not participate in the discussions. Clarifications sought, if any may be clarified to them. 13. The bids failing to fulfill the prescribed technical specifications shall be rejected. The decision of the Purchase Committee / Technical Committee shall be final and binding. 14. The Performance Security will be released after one year from the date of supply of the Supply and Installation of Induction Type Brazing Machine or upto the warranty period whichever is later. The supplier shall supply the spare parts during the warranty period free of cost. 15. User manuals of the Induction Type Brazing Machine shall be provided free of cost. 16. The supplier shall execute an agreement with the Divisional Forest Officer, Middle Andaman Division, Rangat within 21 days of the issue of the letter of acceptance. 17. The successful tenderer/bidder has to supply the Installation of Induction Type Brazing Machine within 03 (three) months from the date of the receipt of the Supply/Work Order. 18. The rate to be quoted in the financial bid should be inclusive of the following: a) Cost of the Supply and Installation of Induction Type Brazing Machine and its accessories inclusive of all taxes as applicable except octroi charged by Port Blair Municipal Council. b) Transportation cost of the Supply and Installation of Induction Type Brazing Machine and its accessories upto Govt. Saw Mill, Betapur, Middle Andaman. The
transportation charge from Port Blair to Govt. Saw Mill, Betapur, Middle Andaman will be borne by the Agency/supplier. c) Cost of installation and commission of the Supply and Installation of Induction Type Brazing Machine. 19. Warranty period of the Supply and Installation of Induction Type Brazing Machine should be specified along with the details of the services during this period. 20. In case the supplier does not complete the supply within the stipulated delivery period, Liquidated Damages (LD) @ 0.5% per week of delay, upto a maximum of 5% of the total cost shall levied and will be deducted from the final payment and in case the supplier fails to supply the items as per the supply order, the Performance Security of the supplier shall be forfeited.
