Memorandum DATE: March 28, 2016 TO: FROM: RE: CC: Council Scott MacColl, Intergovernmental Relations Manager Dinner Meeting with Sound Cities Association Debbie Tarry, City Manager John Norris, Assistant City Manager Sound Cities Association (SCA) President Nancy Backus (Auburn Mayor) and Executive Director Deanna Dawson are attending tonight s dinner meeting to update Council on SCA s adopted priorities for 2016 and to have a discussion about those priorities. Background: SCA is a nonprofit corporation representing 36 suburban cities in King County. Founded in the 1970 s, the purpose of SCA is to lead King County cities to act locally and partner regionally to create livable vital communities through advocacy, education, leadership, mutual support and networking. The vision of SCA is to be the most influential advocate for cities, effectively collaborating to create regional solutions. SCA provides leadership on economic and community development, transportation, land use, health, government operations, environment, education, public safety, social welfare and other public policy issues. SCA represents 36 of the 39 King County cities (only Seattle, Bellevue and Yarrow Point are not members), representing over one million citizens in King County, or more than 56% of incorporated King County. One of the important roles SCA plays regionally is appointments to regional committees. SCA appoints members to the three regional King County committees, PSRC Committees, and other regional committees such as Enterprise Seattle and the All Home Committee. Shoreline Councilmembers currently sit on the Regional Water Quality Committee, Regional Law Safety & Justice Committee, the Domestic Violence Initiative Task Force, PSRC s Growth Management Policy Board, and SCA s Public Issues Committee. The Changing Focus of SCA: SCA s priorities as an organization are more closely aligned to Shoreline s than ever before. In past years, SCA s priorities were not necessarily aligned with Shoreline s priorities and the issues tended to be much more sub-regionally based (e.g. eastside vs. south end vs. west side/ Shoreline). However, today s problems facing Shoreline are the same as Auburn or Redmond, and as a result, our priorities are much more aligned. The adopted 2016 SCA priorities are very similar to Shoreline s: Transportation, Economic Development, Human Services and Affordable Housing. Transportation SCA cities offered a unified voice regarding support of the 2015 Transportation Package last year. However, there is still work to do. Transportation revenues continue to shrink, and the County would like cities help to fund county roads. There are a number of significant transportation policy issues in 2016 that affect SCA members, including the: Metro Strategic Plan; Metro Long Range Plan; and Sound Transit 3 Draft Plan Economic Development SCA co-sponsored an economic summit in Redmond in December 2015 and is working with King County to increase economic development opportunities for cities in King County. Additionally, an SCA member (Lake Forest Park Deputy Mayor Catherine Stanford) is the 2016 Chair of the Economic Development Council. Human Services this reflects the growing concern around human services issues, including the declarations of emergency related to Homelessness passed last fall by Seattle and King County. Homelessness is a particular focus for SCA in 2016, and Shoreline staff and elected officials recently participated in a SCA sponsored meeting on Homelessness. Affordable Housing connected to human services, affordable housing affects all SCA cities as the cost of housing continues to rise. SCA cities, like Shoreline, are supporting legislative changes to allow for more affordable housing, particularly around Transit Oriented Developments (TOD) opportunities.
