As a cnsequence the need t increased cmpetence and sharing f experience in hw t perate in a safe and envirnmental manner in the high arctic is acute and extremely relevant. Bth lcatin f UNIS and years f experience cllectin related t arctic safety makes Svalbard an excellent lcatin fr arctic safety cmpetence center.. There is already a demand frm bth natinal and internatinal partners (netwrk and institutins) fr the specialized basic safety training develped by UNIS and prvided t students. 1.2 Objective UNIS ambitin is t develp an wn science department at UNIS, which perfrms research and educatin in field safety in the high Arctic, by cmbining the natural science bservatins frm the science departments with field lgistics and risk thery. D this in bth natinal and internatinal cllabratin. The purpse is t cntribute t as safe and sustainable human Activity in The High Arctic as pssible The arctic safety center shuld be based n the fllwing building blcks: The natural sciences that are already fully r partially part f the UNIS prtfli. This includes the use f existing and future data sets and active use f new measurement series and registratins, with special emphasis n remte sensing Best practice, in terms f the experience and expertise UNIS has n cmpletin f training f students and staff fr wrk in a high Arctic regin, as well as quality assurance f the safety aspects f this type f wrk. The prject leader will be the secretary fr the Steering Grup. The steering cmmittee cnsist f peple frm the fllwing rganizatins: Nrwegian Plar Institute, University f the Arctic (UArctic ), NTNU, SvalSat, University Center Svalbard (UNIS), Prject Manager is frmally respnsible fr running the prject accrding t agreed milestnes and budget in jint cperatin with the steering cmmittee. Master (Bachelr) studies within relevant risk and safety subjects. Practical, tailr maid field safety curses fr bth academia and the industry. Practical safety curses fr the lcal settlements f Lngyearbyen. 5.1 Master/ (Bachelr) studies within relevant risk and safety subjects (60 Credits). The driver fr the prject is the ne year master/bachelr prgram. The students shall be enrlled in a study prgram at a mainland university and cmplete the specializatin f arctic safety at UNIS. The Ma shall have a prfile that is research based and building f already existing thery related t risk and safety thery. The fllwing cases have been identified: Msedalcase Oden Expeditin Students in the field Maxim Grky Mining Incident Turism case area 10 5.2 Practical, tailr maid field safety curses fr bth academia and the industry UNIS has develped a large cmpetence base due t years f having students in the field. During recent years this cmpetence has been ffered t bth academia and industry as tailr made safety curses. This area shall be further develped and tailr made safety curses shall be part f the delivery f the Arctic Safety Center. 5.3 Practical safety curses fr the lcal settlements f Lngyearbyen In Lngyearbyen the ppulatin is very dynamic. Average yearly turnver f the ppulatin is 20-25 %. The need t perfrm practical safety curses fr the lcal settlement f Lngyearbyen is identified as an area that the Arctic Safety Center can prvide. The bjective fr the Arctic Safety Center is t develp and perfrm practical safety curses fr the ppulatin. 6 Risk Management 6.1 Risk The prject has identified several risks that may be a shw stpper fr establishment f the Arctic Safety Center.
