HUB IN AMMAN Subject: LOT 1: Provision and Installation of Electrical Networks for All Zones in Returnees Shelter Compound-Kilo 18- Ramadi- Anbar Governorate Background: TERMS OF REFERENCE The ongoing conflict with the so-called Islamic State of Iraq and the Levant (ISIL) has profound humanitarian consequences throughout Iraq. From January 014 to May 016, more than 3.3 million persons were displaced in Iraq, and a further 3 million are living under ISIL control. Ramady city is the administrative center of Anbar Governorate, and Ramadi district was liberated in January 016. Al-Anbar Governorates are hosting majority of internally displaced persons (IDPs), as they host 17% of the entire country s IDPs. While tents may provide IDPs with temporary emergency shelter, in circumstances of long-term displacement such provisional shelter interventions often turn into slums in which displacement is protracted. Furthermore, inadequate and insecure shelter conditions endanger women and girls, making them increasingly vulnerable to sexual and gender-based violence. To address these challenges, UN Habitat in cooperation with the Governorate of Anbar has commenced to provide durable IDP shelter site equipped with prefabricated shelter units, basic infrastructure and public service facilities. Project Brief: This IDP shelter site construction project in Al-Anbar Governorate is situated under the whole project of Gender-sensitive Durable Shelter Support for Internally Displaced Persons in Iraq, and aims to enhance self-reliance and improve living conditions for IDPs and returnees in the targeted governorates including Al-Anbar Governorate through the establishment of IDP shelters as well as basic infrastructure and public facilities. Specifically, the project expects to (i) develop institutional capacity of the targeted Governorates and line ministries to respond to shelter needs of IDPs; (ii) Formulate guidelines and plans to develop and manage the shelter sites and have them adopted by the Governorates; and (iii) accommodate selected IDPs in the targeted Governorates in the prefabricated durable shelters (based on vulnerability selection criteria). The intervention contributes to improve health, protection and well-being of displaced people and returnees with safe, and dignified living conditions. Expected Outcome: 1- Return and/or resettlement in Ramadi District will be increased with durable shelter provision. - Income generation opportunity for returnees will be provided to mobilize local community. Outputs: 1- Installation of External Electrical network for All Zones Related Prefabricated Units - Provided job opportunity for returnees in Ramadi

Provision and Installation of the Electrical Networks including connections to the main source (as per attached BOQ), 5- Required testing, operation and handing over, 6- Reinstatement, backfilling, and removal of debris, 7- Required handing over and all what is needed such as, but not limited to: As Built Drawings, any operation manuals etc. Reporting: The contractor will provide reports on a bi-weekly basis to UN-Habitat field engineers about work progress. The progress report must include photos, activities, proposed time schedules and other as per the approved templets. All the material and works must be certified by UNOPS and UNHabitat engineers. In addition, approved by UNOPS site engineer.. The dimensions and the quantities may vary according to the actual site situation. 3. This project is a full turnkey project, the units should be ready to use after the contractor's works handover. 4. All materials must be new. 5. The contractor commits to use the manpower who will implement the works from Ramadi District, and he has to provide UN-Habitat with their names and any document proves that those manpower are from Ramadi District. This is not include the key staff in the field and it is optional to the contractor to choose the key staff either from Ramadi district or from any other area
