POSITION PAPER FROM THE COMMISSION. October 2012 Planning and implementation of ESI funds have to develop a strong integrated approach for mobilizing synergies and achieving optimal impact notably in the frame of strategies such as the Atlantic strategy. The Commission proposes to take on board the priorities that will result from the ongoing Atlantic Forum and will request Spain to outline its plans on how it intends to contribute to the Atlantic Maritime Strategy 2

THE BLUE ECONOMY IN THE PA In Spain the maritime sectors are of great importance in our economy 4.872 km of coasts in the Iberian Peninsula Two archipelagos: The Balearic and the Canary Islands 3.011 km of coasts in these islands 80% of the Spanish perimeter is surrounded by the sea. The blue economy represents > 2,7% of the Spanish GDP. Generates > 480.000 employments Indirect effects make these figures higher (around 9% of GDP) 3

BLUE ITI: OBJETIVES Develop the blue economy in the Atlantic regions of Spain through the ESI Funds (mainly ERDF, EMFF and ESF), in line with what it is defined in the Atlantic Strategy and its Action Plan And also: To give visibility to the Atlantic Strategy and the opportunities it offers. To allow monitoring of progress and results achieved. And to attract private investment to the Blue Economy revitalizing the Atlantic regions 7

INTERVENTIONS (ERDF FUND) R&D&innovation: R&D infrastructures in Atlantic regions. R&D projects in marine or maritime fields.. SMEs: projects to support SMEs in the following sectors: marine sport, marinas and nautical leisure activities; port services, cruise passengers; cultural and natural attractions of the Atlantic seaboard; tourist, coastal and underwater cultural attractions and maritime heritage sites, with archaeological, ecological or historical value. 8

INTERVENTIONS (ERDF FUND) Low carbon economy: interconnections of electrical systems in the Canary Islands. R&D in the field of renewable energies. Risk management and climate change: risk management projects, actions to address climate change to enhance safety and security of coastal populations and ecosystems. Natural resources and environment: natural, cultural and touristic heritage projects. Water treatment projects. Sustainable transport: projects on ports 9

CONCLUSIONS Blue ITI: a tool with a governance structure to monitor, implement and evaluate the blue investments co financed with the Funds. No additional Funds to finance the Atlantic Strategy. Present good projects to the calls. Or develop specific calls? Or revise the Action Plan to bring the objectives of the AS and the ESI Funds closer 10
