CENTRAL MICHIGAN UNIVERSITY Lead Inspection For Section I Testing Summary/Background XRF Testing Summary: Nova Environmental, Inc. conducted a total of one thousand two hundred and twenty-six (1,226) Niton XRF Analyzer tests at. All components/testing combinations sampled were negative (see Section V for detailed data results). Any components not listed in Section V were not tested and must be treated as positive until tested. The Component Type Report (see Section VI) lists several components as Undetermined. According to HUD protocols, additional testing is required to re-classify these materials. Central Michigan University has opted to delay additional testing until May/June of 2013 and this has been scheduled. As a result, this report should be considered a draft report until the future testing is completed. 2013 REVISION On June 12, 2013, the additional testing was completed by representatives of Nova Environmental, Inc. The REVISED Component Type Report can be found in Section VI of this report. This revision will constitute the final report for Kewadin Village Apartments. The October 2012 report should be disregarded and discarded. Background: On March 28, 2012, Nova Environmental, Inc. began conducting an on-site inspection for leadbased paint within. The intent of these inspections was to provide data on lead components within the facility prior to scheduling renovation activities. Nova Environmental, Inc. was instructed to conduct a lead inspection in order for the university to comply with the Environmental Protection Agency s Renovation, Repair and Painting (RRP) Rule. The RRP Rule requires that all painted components that may be disturbed during renovation activities be assumed lead-based painted and addressed as such unless testing determines the paint to be non-lead-based. CMU requested a proposal for performing lead inspections within all 100 apartment units at. Nova Environmental, Inc. recommended an alternative strategy that would require lead inspections in a total of only 25 units and still achieve the intent of identifying lead-based painted components for the entire complex in a shorter period of time.

CENTRAL MICHIGAN UNIVERSITY Lead Inspection For Section I Testing Summary/Background (Continued) The RRP Rule indicates that all painted components must be assumed lead-based painted or tested prior to renovation. However, the law states that if a regulatory and industry approved alternative strategy for testing is performed (such as the use of HUD s Multifamily Housing Lead Inspection Strategy), it would be accepted under the RRP Rule. In its publication, Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing, HUD provides a strategy of conducting lead inspections in a representative number of units within a given complex (based on age and number of units). Utilizing this strategy, Nova determined that only 25 units would need to be tested within and, since the units in each complex have the same construction and maintenance records, the results for components tested in inspection-selected units can be extrapolated to components within un-inspected units. This Lead Inspection for was conducted utilizing an X-Ray Fluorescence Spectrum Analyzer (XRF) instrument. Details regarding the inspection procedure are located in Section II of this Report.

CENTRAL MICHIGAN UNIVERSITY Lead Inspection For Section III Description of Inspection Procedure Inspection Strategy/Component Selection Process: The following is inspection strategy agreed upon between Central Michigan University and Nova Environmental, Inc. representatives: The inspection strategy was based on the Department of Housing and Urban Development s (HUD) Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing. Each selected unit was inspected utilizing the protocols outlined therein. Lead-Based Paint Testing Method Nova Environmental, Inc. conducted the testing of painted components using the Niton XLp- 303A Series Lead Analyzer. This state-of-the-art instrument allows for the testing of lead in paint using non-destructive means. The Lead Analyzer fully complies with all applicable Federal and Michigan State regulations. The Performance Characteristic Sheet for the Niton XLp-303A is included within this report. The HUD/EPA standards indicate that any concentration of lead in paint at or above 1.0 milligram per square centimeter (mg/cm²) is considered lead-based paint, and would be identified within the Lead Inspection Data forms as POS (positive). Any concentration of lead in paint below 1.0 mg/cm² would be noted within the Lead Inspection Data Forms as NEG (negative). Occupational Safety & Health Administration (OSHA) standards, however, have determined that any concentration of lead in paint is considered lead-based paint. The detection limit for the XRF is 1.0 mg/cm 2 and this was the setting used for this inspection. Note that OSHA does not recognize a negative (-) reading on the XRF and requires laboratory analysis (bulk sampling) for a final determination of negative for lead-based paint. The results in this report comply with the EPA Renovation, Repair, and Painting Rule. Nova Environmental, Inc. performed instrument calibration and quality control checks in accordance with manufacturer procedures and governmental standards.

CENTRAL MICHIGAN UNIVERSITY Limited Lead Inspection For Section IV Apartment Units Selected for Inspection This section provides a list of apartments that were accessed during this inspection. The units were selected utilizing a random number generator. The number of units selected was based on HUD protocols. According to HUD a multi-family housing complex built between 1960-1977 with 100-109 total units shall have 25 of those units inspected. were built in 1972 and have 100 total units. 104 107 108 110 202 203 206 301 303 307 401 402 406 407 410 503 601 604 608 901 903 1003 1005 1006 1009 Additional units were accessed on an as-needed basis to accommodate the 2013 Revision, these units were not subject to complete inspection.

CENTRAL MICHIGAN UNIVERSITY Limited Lead Inspection For Section V X-Ray Fluorescence (XRF) Results This section provides the results of all XRF readings collected during this inspection. The following is a list of terms that appear on the XRF Results Data Forms and their respective definitions: Reading No: Apt. #: Room: Component: Substrate: Color: Side: Result: A number assigned by the XRF device s memory at the time the reading was taken. This reading is in ascending sequential order. The apartment number in which the inspection occurred. The room or room equivalent is the common name for a given functional space, such as bedroom, kitchen, bathroom, etc. The structure or the common-named structural material that was tested, such as door, wall, ceiling, etc. The substrate is the material underneath the paint, such as brick, concrete, drywall, etc. The visual color of the painted component tested. A letter (A, B, C, D) assigned to wall sides of the unit. Side A is the apartment s entry door side. Side B, C and D are identified clockwise from Side A as one faces the entry door; thus Wall B is to the right, Wall C is across from Side A, and Side D is to the left of Side A. This column is the actual result of the reading from the XRF device. A result of POS indicates any concentration at or above 1.0 milligram per square centimeter (mg/cm²). This means that the test was positive for lead. A result of NEG indicates that the concentration was below 1.0 mg/cm². NULL refers to an incomplete reading from a given component. This reading is always followed by a subsequent reading on the same component.

This number is the final measurement of lead content in paint made by the instrument. It is a choice of either the lead L shell or K shell measurements; the choice is dependent on the depth index, and the presence of other x-ray absorbent elements found in paint and building materials (i.e. strontium). The precision represents a twosigma confidence level (95%). The XRF measures and reports lead content in milligrams per square centimeter (mg/cm²). A reading of < LOD indicates that the lead content is below the Limit of Detection of the XRF device.
