Panelist Biographies (In alphabetical order) Adolfo Carrion Jr. Director, White House Office of Urban Affairs Adolfo Carrión, Jr. was appointed Deputy Assistant to the President and Director of the White House Office of Urban Affairs on February 19, 2009. He is charged with coordinating the development of an effective policy agenda for urban America across 10 executive departments and agencies. Carrión served two terms as Bronx Borough President, in which capacity he oversaw the creation of 40,000 new units of housing, 50 new schools, $7 billion in capital and infrastructure expenditures, and over $400 million in new parks and parkland renovation. Prior to his service as Bronx Borough President, he represented the 14th City Council District on the New York City Council, served as an urban planner at the New York City Department of City Planning, and a public school teacher in the Bronx. Carrión earned a Master s in Urban Planning from Hunter College and a Bachelor s in World Religions and Philosophy from the King s College. Panelist Biographies Christopher A. Lewis Blank Rome, LLP. Christopher Lewis is a partner in Blank Rome law firm, where he concentrates his practice in commercial and administrative litigation for regulated industries, representing clients chiefly in the energy and insurance industries. Lewis s practice focuses on regulatory approval of mergers and acquisitions, promotion of competitive wholesale and retail energy markets, licensing, regulatory compliance, procurement issues, and business and contractual disputes. His insurance practice includes defense of bad faith and extra-contractual liability claims, as well as defense of class-action lawsuits. Lewis earned a JD, magna cum laude, from the University of Michigan Law School and a BA from Harvard College. Mayor Michael A. Nutter Michael Nutter was sworn in as the 98th Mayor of Philadelphia on January 7, 2008. Nutter served as a City Councilman for nearly 15 years representing Philadelphia s 4th District, which encompasses the communities of Wynnefield, Overbrook, Roxborough, Manayunk, East Falls, Mount Airy, and parts of North and West Philadelphia. He has also served as Democratic Ward Leader of the 52nd Ward. Previously, he worked as an investment manager at one of the nation s leading minority-owned investment banking and brokerage firms. Nutter is a graduate of the Wharton School of Business and the University of Pennsylvania. www.asianphilachamber.org Panelist Biographies Ron Sims Deputy Secretary, HUD Ron Sims was sworn in as the Deputy Secretary for the U.S. Department of Housing and Urban Development on May 8, 2009. Sims is responsible for managing the Department s day-to-day operations, a nearly $40 billion annual operating budget, and the agency s 8,500 employees. Previously, he served for three terms as the Executive for King County, Washington, the 13th largest county in the nation in a metropolitan area of 1.8 million residents and 39 cities including the cities of Seattle, Bellevue and Redmond. One of the hallmarks of his administration was the integration of environmental, social equity and public health policies that produced groundbreaking work on climate change, health care reform, affordable housing, mass transit, environmental protection, land use, and equity and social justice. Sims was named Leader of the Year by American City and County Magazine in 2008 and was recognized as one of Governing Magazine s Government Officials of the Year in 2007. He is a graduate of Central Washington University. Councilwoman Jannie L. Blackwell Jannie L. Blackwell has represented the 3rd District of the since 1992. Blackwell focuses on increasing affordable housing and creating economic opportunity for her diverse constituent base. She chairs the Education Committee and the Committee on Housing, Neighborhood Development & the Homeless. She is Vice Chair of the Finance Committee, and a member of the Committee of the Whole, Committee on Transportation and Public Utilities, and the Committee on Ethics. Councilman Cutis Jones, Jr. Curtis Jones, Jr., represents the 4th District and is Chairman of the Transportation & Public Utilities Committee, and Vice Chair of the Committee on Parks, Recreation and Cultural Affairs. A noted expert on community-based economic development, Jones has held various public and private sector positions for more than two decades, including Deputy Director of Finance and Staff Director of the Minority Business Enterprise Council.

Jess Knox Associate Administrator, SBA Jess Knox became Associate Administrator of the Office of Field Operations at the U.S. Small Business Administration in May 2009. Knox is tasked with carrying out the SBA s policies and programs in communities across the country. He is immersed in the day-to-day workings of the SBA s Field Offices which include 10 Regions, 68 District Offices, 14 Branch Offices and 26 Alternate Work Sites. He has worked in the area of government and public policy for over a decade, with a specific focus on rural issues and small businesses. Knox holds a JD from the University of Maine School of Law, a Master s degree in Public Policy and Public Organization Management from the Edmund S.
