1 The world in the 21 st century is a chaotic place and threats to the public are diverse and complex more than ever. Due to prolonged conflicts, state structures have been weakened in certain geographical areas, and illegal immigration and drug trafficking have increased. The constant risk of terrorist attacks, increased crime and violent asymmetric aggression are the problems of international and local communities, which are getting more and more complicated every day. kilometers wide can be constantly and adequately monitored. For this reason, Perimeter Surveillance is the first line of defense in physical security, and should be an integral part of high end security systems. Traditionally, perimeter surveillance has been reliant on manpower (roaming guards) and short-range cameras. Humans and cameras are essential elements of security; however, labor intensive security systems are costly. To overcome this cost problem, security professionals increasingly turn to advanced sensors to reduce labor costs. Perimeter Surveillance Radars are one of the means that can help organizations achieve better security with less man-power and lowered costs. The most effective way to manage these challenges is through intelligence and preemptive action. Early detection of hostile intent and taking preventive measures is inevitable against threats towards critical infrastructures and areas. Individual facilities and zones must have the physical means to early detect and defeat attacks. Traditional &New Security Concept Critical infrastructures such as petroleum refineries, power plants, harbors, airports and military assets are typically outside city centers. Thus, these facilities often have open and scarcely populated areas around their boundaries. Physical security of critical assets requires a high level of situational awareness. All activity around and inside the critical asset, be it a critical infrastructure or a military facility, needs to be constantly monitored. Building a strong fence around a facility and monitoring a narrow section adjacent to the fence, although essential, is insufficient and usually reactive in nature. The security units have no or very little time to prepare and react to the threats detected at the fence. Complete security of a critical facility can be attained only if the surrounding areas several Perimeter surveillance radars are high-tech detection devices capable of scanning large areas. They serve as the primary sensor for security operations and eliminate the need for continuous scanning by security personnel using cameras or binoculars. Moreover, they are capable of integrating with camera systems and other sensors. So they allow a layered security approach, which means, a wide area around the perimeter can be observed and potential threats are spotted, after which the second layer, inbound fence protection can be applied if necessary. The use of Retinar perimeter surveillance radars is the ideal solution for a wide range of security applications: Environmental security of critical facilities including airports, power plants, pipelines, refineries, harbors, and all facilities and buildings where security is of utmost importance. 2 Retinar Security Systems Retinar PTR is the Perimeter Surveillance Radar completely designed and manufactured by Meteksan. Retinar PTR is designed for portability. It is easily transported by two personnel with special backpacks. The radar consists of a small size antenna. RF and signal processing units are integrated to the antenna and the system is mounted on top of a pan/tilt unit. The total weight of the radar is 15 kg including the pan/tilt unit and it is used on the tripod which is a standard accessory. This configuration can be installed in less than 5 minutes. For mobile operations, 2-6 battery packs can be carried in the backpacks depending on the period of use. It is an ideal surveillance radar for military vehicle applications and also can be deployed in a man portable configuration and provide high performance within and beyond the fence. Retinar PTR is energy efficient, easy to use and most importantly, possesses the next generation target classification feature critical for security applications : Human / Animal distinction. Retinar PTR boasts of low power consumption and low output power, and it is optimized for the detection and recognition of people. It has an improved user interface capable of displaying over 2D and 3D maps. Using the highly intuitive interface requires only a very short training session. The interface of Retinar PTR is specially designed for minimizing the training needs of the users and making sure that even the personnel who is not a radar operator uses the system effectively. Retinar PTR is a mid-range surveillance radar operating in the Ka (millimeter-wave) band. With this radar, human in motion can be detected, tracked and classified from a distance of 4 km and vehicles can be detected, tracked and classified from a distance of 10 km. Thanks to its innovative RF design and high performance signal processing capacity, a special pulse compression waveform was used. RF power output is less than 1.5 W. Retinar PTR can be used on a tripod by mobile surveillance teams, on a fixed pole as part of larger security systems, or can be installed on tracked/wheeled vehicles. Retinar PTR belongs to a new breed of radars specifically designed for security applications. Classical ground surveillance radars are designed for monitoring very large battlegrounds in conventional combat, where detection range is the dominant parameter. However, the current security concept is more complex, and it is more demanding. Rather than maximizing detection range, all security systems need to be easy to use, mobile when necessary, and interoperable. Moreover, in order a security system be effective around the perimeter, the detection and recognition range performances of security radars must be in accordance with the electrooptical camera systems. System designs incorporating long range ground surveillance radars together with good grade electooptical cameras usually do not satisfy the real requirements since long range camera systems are usually very sophisticated and high cost. Retinar systems reduce operation costs of security organizations by offering innovative solutions to complex security problems. Retinar OPUS is the integration of Retinar PTR with day/thermal camera systems. The radar and the long range day/thermal camera suite are placed on a single mast with separate positioners. This results in a lighter system in which the radar and the cameras share the same azimuth rotation axis and don t interfere with each other s line of sight. The camera system supplies visual information about the targets detected by Retinar PTR radar (slew-to-cue). The day/thermal camera suite has its own independent pan-tilt mechanism, which allows the cameras to rotate 360 continuously whilst keeping a payload on top fixed in position. The suite is equipped with a thermal module twinned with an HD video camera.

3 Both thermal and video cameras feature powerful optical zoom lens allowing the operator to both detect and then zoom into the area of interest. Both thermal and video outputs are provided simultaneously, ensuring nothing is missed. Retinar OPUS is not dependent on any camera brand and different camera systems can be employed. Slew-to-cue: In the modern surveillance systems, automatic slew-to-cue of the cameras is provided by using the location information obtained from the radar and the image of the target is directly presented to the operator. As the radar locates the target and it directs the camera, the workload of the operator is reduced substantially. The operator only needs to decide according to the image brought to the screen whether the target is a threat or not. This substantially reduces the number of surveillance operators required and reduces the operational costs. All Retinar systems are capable of slew-tocue. So, the detection, identification and recognition procedure performed by the camera systems is enhanced and the weaknesses of the camera systems are eliminated. Next Generation Target Classification: Human / Animal Distinction Retinar PTR is equipped with special algorithms for human detection. Thanks to its ability to use Ka band radio waves and micro-doppler spectrogram algorithms incorporated; highresolution analysis is performed regarding the detected target. This is presented to the user in graphic form and classification can be done to reveal whether it is a human or animal. By this means, false alarms are reduced and the recognition performance of camera systems are complemented; note that reasonable camera systems can not allow satisfactory recognition and identification performance along several km ranges. So confidence level is increased so that the security forces are engaged only in real targets. Retinar C2Net Retinar PTR and Retinar OPUS can operate in a network of radars, which is called Retinar C2Net Retinar C2Net In other words; Retinar C2Net is the network of Retinar radar units. This network fuses all data collected by the Retinar radars and produces a seamless radar picture of the area. This unified radar picture enables the security personnel to gain situational awareness regardless of the number of radars used. The same information can also be transmitted to the central command control software and integrated with information from other sensors (such as cameras, underground sensors, etc.). Retinar C2Net makes it easy to manage the security network built up with different technologies and equipment. Vehicle Mounted Retinar Series The use of Perimeter Surveillance Radars on vehicles is a force multiplier. Mobile units equipped with a radar have an unrivalled surveillance advantage over adversaries. Detection and classification of all activity in a large area spanning many kilometers is made possible. Vehicles equipped with Retinar systems can be used as the main or support element in the security of critical facilities and borders. They become prominent as the main element in cases in which

4 long distances, especially such as border security, are important and in geographical regions where the highlands limit the visual range. Meteksan s Retinar PTR or Retinar OPUS vehicle applications combine performance, coverage, and reliability to create the most efficient solutions for area and border protection, as mobile multi sensor surveillance systems. Integration on telescopic or fixed masts can be performed in any type of tracked or wheeled vehicle and very effective mobile surveillance stations are created. Telescopic masts are required to prevent emitted radar signals from interacting with the vehicle body. They also enable the surveillance system to have a better coverage when deployed, and allows covert operation. The length of telescopic mast is adjustable. At this point, the size and weight of the sensor suite to be integrated on the vehicle becomes critical in terms of applicability and cost. Larger and heavier sensors require bigger and stronger masts and power systems. Both Retinar PTR or Retinar OPUS surveillance systems compact, low volume, small weight and flexible design makes them easy to mount on a wide range of commercial and/or military vehicles including pickup trucks, SUVs, tactical vehicles, and more; enabling monitoring of the area immediately surrounding the vehicle, which provides the critical advantage to both drivers and observer. Both of them can be integrated also to command control systems of the vehicle or can be deployed with its own command control system. Both Retinar PTR and Retinar OPUS can be offered as a complete vehicle upgrade if required. The upgrade package is configured according to user needs, therefore any existing systems on the vehicle may be reused or the vehicle may be equipped from scratch.
