This training session will be a lecture format highlighted with contemporary examples including effective negotiation strategies and negotiation tips. Questions are encouraged and will be answered throughout the presentation. This training is intended for public purchasing personnel who have experience with the Request For Proposals solicitation method and process. Each attendee will be provided with a printed copy of the PowerPoint presentation. Mr. Davenport presented this training originally in March 2007. Mr. Michael C. Vinyard State Purchasing Agent, State of New Mexico Past-President, New Mexico Public Procurement Association Mr. Michael Vinyard has served as the New Mexico State Purchasing Agent and Director of the State Purchasing Division since his appointment by Governor Bill Richardson on January 1, 2003. He is also a Past-President of the New Mexico Public Procurement Association (NMPPA), having served as President during 2003 and 2004. Mr. Vinyard served as an Information Systems Procurement Specialist, also with the New Mexico State Purchasing Division, for almost five years before being appointed as Director and State Purchasing Agent. He also previously served as Vice President and Communications Chairperson for NMPPA. A retired Air Force Officer, Mr. Vinyard has been awarded both Bachelors and Masters Degrees in the Information Systems Field. He was deeply involved in military procurement for almost 17 years, through hands-on procurement activities, development and implementation of policy, and the educating of professionals in the proper and most efficient application of procurement policies and practices. Following his retirement from the Air Force in 1994, Mr. Vinyard served as a lobbyist and computer specialist for the Paralyzed Veterans of America. His desire to serve the public at large, in the procurement arena, brought him to the State Purchasing Division in early 1998. Mr. Vinyard is accredited by the National Institute of Governmental Purchasing (NIGP) as a Certified Professional Public Buyer (CPPB) and serves as an instructor for NIGP, teaching numerous procurement classes. Steve B. Archibeque, CPA Senior Audit Manager NM Office of the State Auditor Steve Archibeque, CPA, is the Senior Audit Manager for the NM Office of the State Auditor. He has 24 years of auditing experience including 6 years as an internal auditor at the NM Department of Transportation and 18 years of financial auditing experience with the NM Office of the State Auditor. Steve holds a B.A. degree in accounting (1984) and an M.B.A. from New Mexico Highlands University (1985). Steve has been a Certified Public Accountant since 1991. He is a member of the American Institute of Certified Public Accountants, the New Mexico Society of Certified Public Accountants, and the Association of Government Accountants. Steve has extensive experience performing financial audits of numerous state and local governments in New Mexico and is an expert in governmental auditing, accounting and financial reporting.

Davenport *** *** Mr. Terry Davenport is a retired state purchasing officer with over twenty years of experience and a nationally recognized information technology (IT) procurement expert. He has written, conducted or supervised hundreds of information technology and other types of complex procurements for the State of New Mexico. He is the author of the New Mexico Request for Proposals Procurement Guide, a document that has gained widespread acceptance as a national best practice. In 1999 Mr. Davenport demonstrated his knowledge and skill by planning, organizing, writing, conducting and administering the first national computer equipment contracts sponsored by the Western States Contracting Alliance (WSCA). With the usage by thousands of governmental entities in forty states, over $5 billion in sales in the first four years and hundreds of millions of dollars in combined savings, Mr. Davenport s contracts established a new yardstick for the measurement of cooperative purchasing success. His was the first successful multi-state WSCA contract. Mr. Davenport has been an invited speaker for numerous state, regional and national public purchasing conferences. He is both a pioneer and an authority on the request for proposals (RFP) procurement process. Mr. Davenport has trained hundreds of governmental purchasers in the RFP best procurement practices and other public purchasing techniques. Mr. Davenport was a founding member and officer of NMPPA.
