Turning Vision into Reality By nature, Mr. Romanow is a clear-minded individual with the vision to see the big picture as well as an excellent ability to focus on action-oriented solutions and opportunities. This, coupled with 41 years of hands-on experience with nearly all levels of water and wastewater systems, offers tremendous credibility and value to an organization working in this field. He is comfortable working with Federal, Provincial and Municipal Governments and Agencies, Engineers, Public and Private Sectors, and Funding Agencies. He has a long association with First Nations in Manitoba, Saskatchewan, Alberta, Northwestern Ontario, Northwest Territories and Nunavut, as well as Native American Indians in California. He worked in Mexico on a year-long pilot study and did consulting with the University of Nuevo Leon. He established a mutually respectful relationship with all parties. M. of West St. Paul in obtaining the historic agreement for the Main Street Sewer Trunk Line with the City of Winnipeg. Owned and operated Roman Equipment Service (1973) Ltd., a family construction company specializing in water and wastewater systems. Founded Bioclear Technology Inc. and held the position as CEO, securing the patent of SBR System in Canada and the United States of America. Past recipient of the Entrepreneur of the Year Award for the Prairies Region (Environmental) Past Recipient of Entrepreneur of the Year for Manitoba (Environmental)

Launched a new division for FWS Construction Ltd.and held the position ofvice President of the Environmental Division and Director of the Board. Appointed Chief Executive Officer for Moongate International Inc. and consulted with the R. M. of West St. Paul to sign a historic agreement in the Capital Region with The City of Winnipeg to build the Main Street Sewer Trunk Line. This sewer infrastructure project has a Class A Budget of $16 million for Phase I. The Global Class D Budget including future phases is $42 million. PROFESSIONAL BACKGROUND PROJECT ASSESSMENT - R. M. EAST ST. PAUL PUBLICE WORKS BUILDING June 2015 - Present ACTING DIRECTOR OF INFRASTRUCTURE 2013-Present FOR WEST ST. PAUL The current wastewater infrastructure currently being constructed will connect West St. Paul to the City of Winnipeg s wastewater treatment system, permanently addressing persistent health issues in the community, including bacteria-contaminated water. Following extensive study by the R. M. of West St. Paul and external engineers, Council agreed to pursue connection to the City of Winnipeg sewer system which was found to be the most cost-effective means to adequately treat wastewater from West St. Paul, both in terms of construction and long-term maintenance and operation. Offered consulting services to the R. M. of West St. Paul on the Main Street Sewer Trunk Line and new development in the municipality as acting Director of Infrastructure and Development. ROMAN EQUIPMENT SERVICE (1973) LTD. 1973-2009 Owned and operated a family construction company which was established in 1973. Specialized in general contracting, mechanical construction and Design- Build construction including the construction of water and wastewater systems, lagoons, water reservoirs, lift stations and sewage distribution systems. Managed day to day office procedures and controls which required the mastery of general accounting techniques, controlling of cash flows,, interpreting engineering specifications, conceptual design and tendering projects and dealing with Government agencies BIOCLEAR TECHNOLOGY INC. 1989 1998 FoundedBioclear Technology Inc. and secured the patent of the SBR system in Canada and the United States of America. Bioclear Technology Inc. was a manufacturer and design-builder who provided totally integrated wastewater treatment systems. As CEO, it was his responsibility to manage the day to day operation of the entire organization. Has extensive experience with the preparation and administration of all phases of project management. Has extensive experience in the management of numerous project design teams from concept to project completion. Skilled in bid security, quantity take-offs, productivity, pricing, conceptual design; analyzing subcontractor bids, tender closing, negotiation of tenders, project planning and project start up. Has extensive experience in cost estimating, responsible for accurate, complete and competitive construction estimates. Education and training for the owners and their staff of wastewater treatment systems and SBR technology was an integral part of a total delivery solution. Was an active leader in the development of the software for commercialization of the Bioclear wastewater system. In 1997, the company was sold and became part of a publicly traded company on the New York Stock Exchange in their Initial Public Offering (IPO) and was listed as Waterlink INC. I held the position of President of

Waterlink/Bioclear Technology Company until 1998 and resigned from the company that year. FWS CONSTRUCTION LTD. 1999-2007 Vice President of the Environmental Division and Director, responsible for the launch and startup of a new division for FWS as well as all aspects of the management of same, including marketing, tendering, estimating, start up, insurance/bonds, permits, contracts, shop drawings, schedules, quality control, progress billings, holdbacks, change orders, monthly cost reports, intellectual knowledge and property, design-build and project total performance. Was a team leader in working with project owners, government agencies, board members, supervisors, suppliers, site supervisors and staff. Reported directly to the President of FWS Construction Ltd. and served on the Board of Directors.
