It lays down requirements for an Impulse voltage tester for carrying out Impulse voltage test on energy meters as per clauses 7.3.2 of the IEC 62052-11:2003 Standard. The specification is intended for procurement of the equipment from suppliers and does not include provision of contract. INTRODUCTION This specification was prepared to establish and promote uniform requirements for an Impulse voltage tester. The specification lays down the minimum requirements for equipment acceptable for evaluation. It is the responsibility of the supplier to obtain copies of the standards referred herein. This specification is in two parts, one is a narrative clause-by-clause and the other is a summarized table of the same clauses located in the specifications and marked as Appendix C. Tenderers shall complete the schedule in Appendix C and this shall form the basis for the technical evaluation of their tender. (See clause 4.4.3). Appendix A is a snapshot of the technical data and tenderers shall indicate conformance or state any deviation from these requirements. Appendix B provides specifications for a laptop computer to be supplied with the meters. 1. SCOPE This specification is for an Impulse voltage test equipment capable of carrying out tests on energy meters as per clause 7.3.2 of the IEC 62052-11:2003 Standard. The impulse tester creates impulses with a virtual front time of 1.2µs and a virtual time to half value of 50 µs. 2. REFERENCES The following documents were referred to during the preparation of this specification: I) IEC 61180-1: High voltage test techniques for low voltage equipment; Part 1: Definitions, test and procedure requirements II) IEC 61180-2: High voltage test techniques for low voltage equipment; Part 2: Test equipment III) IEC 61010 Safety requirements for electrical equipment for measurement, control and laboratory use IV) IEC 62052-11:2003 Electricity metering equipment (a.c.) General requirements, tests and test conditions PART 11: Metering equipment. In case of conflict, the requirements of these specifications take precedence. 3. 4. REQUIREMENTS 4.1 Operating Conditions 4.1.1 The Impulse voltage test equipment shall be suitable for operation in tropical climate where temperatures may vary from 0 C to less than 60 degrees Celsius. 4.1.2 Maximum operating relative humidity less than 90 % and operating altitudes ranging from sea level to 2,000 m above sea level. 4.2 Design and Construction 4.2.1 General 4.2.1.1 The Impulse voltage test equipment shall comply fully with the requirements of international Standards I), II), III) and IV). 4.2.1.2 Where specifications differ with those of this Impulse voltage test equipment, these specifications shall apply in respect only of the specific differences. 4.2.2 Design and construction 4.2.2.1 The Impulse voltage test equipment shall generate 1.2/50µs impulse voltage signals with amplitude ranging from zero up to a minimum of 12 kv. 4.2.2.2 The impulse voltage test equipment shall have source impedances of 12 Ohm, 40 Ohm and 500 Ohm, each with separate output. 4.2.2.3 The impulse voltage test equipment shall have a digital voltmeter for enabling in the observation and adjustment of surge voltage. 4.2.2.4 The impulse voltage test equipment shall have an enclosure in which a test sample is placed during testing. The enclosure shall be transparent and of suitable material and thickness to enable observing of test sample during test and protection of equipment operator. 4.2.2.5 The impulse voltage test equipment shall have an interlock on the enclosure to ensure that surges cannot be applied unless the enclosure doors are locked. 4.2.2.6 The impulse voltage test equipment shall have sample connection terminal sockets in the test enclosure. 4.2.2.7 The impulse voltage test equipment shall have separate illuminated push buttons for positive charging polarity and negative charging polarity. 4.2.2.8 The impulse voltage test equipment shall be able to store data on a non volatile memory for future use. 4.2.2.9 The impulse voltage test equipment shall be provided with software to enable interrogating of test equipment and management of test data. 4.2.2.10 The equipment software shall be compatible with the latest MS windows operating systems and applications. 4.2.2.10 The impulse voltage test equipment shall have an RS232 port for data communication between the equipment and external devices such as computers and printers. 4.2.2.11 The impulse voltage test equipment shall be provided with appropriate interface to enable observing of surge waves in an oscilloscope. 4.2.2.12 The degree of protection shall be IP20 in accordance with IEC 60529. 4.3 Ratings 4.3.1 Supply voltage: 1 phase /Neutral: 240 V 4.3.2 Permissible range: 220 V - 264 V 4.3.3 Line frequency: 49 60 Hz 4.3.4 Power consumption: 650 VA or higher 4.3.5 Output surge voltage: up to 12kV or higher 4.4 Instructions and Markings 4.4.1 The Impulse voltage tester shall be marked legibly and indelibly with the following information: a) Name or trade mark of the manufacturer b) Country of origin c) Type/model and serial number d) The inscription Property of K.P. & L.Co. Ltd e) Nominal input voltage and frequency f) Power consumption in Watts or VA s g) Fuse ratings. (IEC 127). h) Warning signs for Hazard conditions and caution notices. i) All markings to be written in English and with at least 4mm figure height. Impulse voltage test equipment Page 5 of 12
4.4.2 Relevant technical details, schematic drawings, operational and service manuals shall be submitted to support the tender and shall be clearly marked to indicate the type/model and serial number of the Impulse voltage tester being offered. 4.4.3 The Tenderer shall fill the attached matrix to be used as a guideline in accessing the manufacturers compliance to the requirements of this specification. The tenderers shall indicate the details of their offer where it is different from these requirements. Insertions such as noted, agreed etc. shall be considered as non-responsive where a specific response is called for. 5 TESTS 5.1 A certificate of calibration on the Impulse voltage tester performance across its operating range from an International or National calibration laboratory or from an accredited laboratory shall be provided with the submitted tender documents. The certificate shall be for a type of the Impulse voltage tester being offered. 5.2 If the certificates of calibration (clause 5.1) are issued by a laboratory other than an International or National calibration laboratory, proof of accreditation and a copy of ISO/IEC17025 certificate shall be submitted with the tender. 5.3 The manufacturer shall provide proof of conformance to ISO 9001:2008 Standard. Where proof of conformance to ISO 9001:2000 standard shall be provided, the certificate shall be valid at the time of tender submission. 5.4 The manufacturer shall provide a list of at least three previous utilities or test laboratories outside the country of manufacture to which the Impulse voltage tester being offered has been supplied including addresses and contact person(s) of the utilities. 5.5 The tenderer shall give proof that the number of Impulse voltage testers sold to utilities or test laboratories outside the country of manufacture over a period of last 5 years shall not be less than 1. The addresses and contact person(s) shall be provided with the tender to facilitate confirmation of this information by the procuring entity. 6 INFORMATION AND WARRANTY (In case of Tender Award) 6.1 The Impulse voltage tester shall have a warranty against any defects, which may develop due to faulty material, calibration, transportation or workmanship for a period of Eighteen Impulse voltage test equipment Page 6 of 12
months from the date of delivery. Defects shall be rectified at the supplier s cost, including duties, taxes and shipment. 6.2 The supplier shall commit himself to make available essential spares and other consumables for a period of not less than 10 years or for the certified life of the Impulse voltage tester or whichever is greater. 6.3 The manufacturer shall meet the full costs of two engineers, for the Impulse voltage tester inspection and acceptance testing at the manufacturer's facility, excepting the cost of engineers' transportation from Kenya to the nearest major airport. 6.4 The manufacturer shall meet the full costs of equipment installation and commissioning and local training on the operational and maintenance of the Impulse voltage tester (troubleshooting, repair and calibration etc) in Nairobi for at least two days. 6.5 The Impulse voltage tester shall be packaged in such a manner as to minimize damage and entry of moisture during transportation and handling.
