1 April 2015 14:00 to 14:20 Agenda The Agenda for the meeting was reviewed and encompassed: Construction Status Leasing Status Technical Overview Schedule Review Two Week Look-Ahead Additional items for discussion Site Highlights Construction Status The updated site construction status chart was reviewed by Prem. o Coatesville and Upper Uwchlan still have open items remaining o Caln, East Nantmeal, and King Ranch are in queue to begin work o Malvern, and Chadds Ford are in progress o Baron Hill, Bucktown, Downingtown, Elverson, Embreeville, Fairview, Forestville, Glen Run, Kemblesville, Little Britain, New Garden, Norco, Octorara, Phoenixville, Pocopson, South Coatesville, Valley Forge, Valley Hill, Westtown, and WPLY have been completed at this time Malvern o Trenching and underground wiring to get power from the new PECO pole is complete. Electrical Inspection was completed as well on 3/27 and PECO has the work order for a new meter expecting it by 4/3/15 Norco Site Construction underway. It s a multi week effort: Mobilization, Preconstruction Site meeting Excavation Shelter, generator, and propane foundation pads Site grounding and conduits installation Set shelter Install generator Install natural gas line Install RF antenna and lines PECO electrical service completed. Deliver and install LMR and MW equipment Site clean up Installation of the natural gas line took place yesterday. Construction is complete as of 3/31/15 and equipment delivery is scheduled for next week. Equipment for both Malvern and Norco is scheduled for delivery on Friday 4/3/15

Alcatel MW installation is starting 4/1/15. Chadds Ford Site Construction is underway. Coordinating construction activities with Crown Castle: Construction of tower extension is underway by Crown Castle. Work started last week Installation of antenna mounting collar and side arms by TSU. TSU was able to coordinate with Crown Castle and perform this work while the extension was still on the ground Install the antennas and all ground work for new shelter Excavation Shelter, generator, and propane foundation pads Site grounding and conduits installation Set shelter and Install generator Install RF antenna and lines Deliver and install MW equipment Deliver and install LMR shelter equipment PECO power confirmed Site cleanup Shelter is expected to ship middle of April
King Ranch Site plans are being finalized and BP application submittal this week. Construction scheduled to start early May pending BP approval. The final NEPA/SHPO approval has now been received. Work should be completed by 4/3/15 A total of 15 sites are now connected into the P25 network: o Still pending open items are: King Ranch and Upper Uwchlan o Currently in queue are: Chadds Ford, East Nantmeal, Norco, and Malvern o Equipment has been delivered to: Bucktown, Caln, Coatesville, and Phoenixville o Installation is complete at: Baron Hill, Downingtown, Elverson, Embreeville, Forestville, Glen Run, Kemblesville, Little Britain, New Garden, Octorara, Pocopson, Valley Forge, Valley Hill, Westtown and WPLY. All of these sites have had their equipment fully connected into the Harris P25 radio network at this time
Alcatel Microwave Installation Status The Alcatel microwave installation status chart was reviewed by Harris Four of the new microwave paths are now fully tested and aligned Bucktown and Norco are currently scheduled for installation We are still waiting on the Coatesville site to connect the PSTC into the microwave network
Site Highlights Leasing Progress Caln o The Bill of Sale for Chester County to acquire the Nextel shelter is under review. We are hoping to have this on the April 14 th Commissioner s sunshine agenda o The Chester County team met with Caln township and a two phase approach to apply for building permits was discussed and agreed upon 1. Building permit for shelter interior work and moving the antenna lines has already been submitted by Harris 2. A separate drawing package and building permit application is being prepared for the generator installation. This permit needs to address the potential flood plain issue o Harris is scheduling a topographic survey at the site to support resolving the flood plain issue. This effort is all relative to the generator installation and will not hold up equipment installation or configuration Upper Uwchlan o The Lease Agreement has been signed by the Chester County Commissioners. The Lease will be on the April 14th Upper Uwchlan Township Board of Supervisors meeting for approval o The Upper Uwchlan Township Board of Supervisors are scheduled to make a decision at their meeting on April 14 th regarding Chester County s conditional use and land development applications o A Storm water Operations & Maintenance Agreement will also need to be approved and signed by Chester County and Upper Uwchlan Township o Harris is revising the Preliminary/Final Land Development Plans to address comments from the Upper Uwchlan Township engineering o Once the Preliminary/Final Land Development Plans are revised and approved, Harris intends to submit the revised plans along with the BP application submittal next week o There was some public opposition to the tower during the conditional use testimony East Nantmeal o Building retro fitting plans were finalized and submitted to Philips Brothers Electric for Chester County s equipment room modifications. These plans need to be included as part of the lease agreement with Philips Brothers Electrical Contractors o Building and electrical permit application is ready for submittal this week o Retro fitting material is on order and work is tentatively scheduled to start 4/20/15 Coatesville o The County received the new passing structural analysis from American Tower on 3/31/15 o ATC is now in discussions with PA American water to obtain the landlord consent o ATC will countersign the lease once American Water landlord consent is obtained
Site Approval Update The Tower License Agreement for East Nantmeal is on the Commissioner agenda for March 17th Sites that have already been turned over to Harris include: Baron Hill Bucktown Caln Chadds Ford Downingtown East Nantmeal Elverson Embreeville Technical Overview Fairview Forestville Glen Run Kemblesville Little Britain Malvern New Garden Norco Octorara Phoenixville Pocopson S. Coatesville Valley Forge Valley Hill Westtown WPLY Fifteen site installs and alignments are completed. Phoenixville and Bucktown sites are in queue for alignment and configuration Installation is underway at the South Coatesville alternate center for console equipment and backup dispatch radios. Work for the installation at Westtown will commence once South Coatesville is finished Remote VPN network access being coordinating with Chester County DES and DCIS to configure the firewall for remote access Establishing a connection between the CAD network and the Harris network to begin testing the PTT application with the Harris P25 system. Site alarms from the new sites are being brought into the existing TSM-8000 alarm monitoring system. Fleet Mapping This week is the second fleet mapping workshop Team is finalizing the system talk group list, unit numbering scheme, and radio personality templates Schedule As of Monday, we are at 78% overall completion of the project tasks Project completion is still scheduled for 4/21/2016
