MISSION OF THE NATIONAL METROLOGY INSTITUTE SMD - ENS For economic and scientific sectors: ASSURE THE QUALITY OF MEASUREMENTS: Assure traceability to SI standards; Realisation and management of the national SI standards; Assure international recognition of our measurements and calibrations. GIVE SUPPORT TO INNOVATION: Develop and improve the national SI standards; Develop and improve transfer techniques of these standards to the final user; EMRP EMPIR activities. TRANSFER OF METROLOGICAL KNOWLEDGE: Expertise and consultation tasks; Continuous transfer of knowledge (advice, presentations, training ).
ASSURE THE QUALITY OF MEASUREMENTS Assure traceability to SI standards Traceability: property of a measurement result whereby the result can be related to a reference through a documented unbroken chain of calibrations, each contributing to the measurement uncertainty. 1. Confidence in the 2. Quality of the measurement and 3. Equivalence to other similar measurements Only traceable measurements, given with their uncertainty values are comparable http://www.bipm.org/en/publications/guides/vim.html
THE UNBROKEN CHAIN OF CALIBRATIONS Maintained by National Measurement Institute (unit realization) Compared with secondary standard (calibration at accredited or final user s lab) Primary standard Working standard Unit definition Secondary standard Instruments International agreement Compared with primary standard (calibration at NMI) Compared with working standard (in-field or lab calibration)
Accreditation and certification ASSURE INTERNATIONAL RECOGNITION OF OUR MEASUREMENTS AND CALIBRATIONS ISO 17025 for calibration laboratories, BELAC 425-CAL ISO 9001 BIPM www.bipm.org CIPM MRA : 92 national metrology institutes and DIs (Mutual Recognition Agreement) CMCs : Calibration and Measurement Capabilities EURAMET TC-Quality www.euramet.org Confirmation of the quality system with respect to the MRA-CMCs Participation in activities and international comparisons of Euramet and BIPM.
TASKS AND OBJECTIVES OF THE NATIONAL METROLOGY INSTITUTE SMD - ENS The actions set up to ensure our services in an optimal way are: routine calibrations collaboration with and support to industrial metrology and research a special attention towards the nanometrology through investments and an innovating development programm the implication in European research programs in metrology (EMRP, EMPIR and Euramet) the technical and scientific support to the Belgian organizations Belac and Belmet and to research centers and industry the participation in activities and international comparisons of Euramet and BIPM.
