Newhaven Port Port of Newhaven dates back nearly 500 years to 1539 The Port covers 122 ha First ferry operation between Newhaven and Dieppe started nearly 200 years ago Providing an important trade and ferry link between England and France Ports are economic hubs and play a valuable role in a nation s infrastructure Patrick Jeanne, Chairman of Newhaven Port and Properties Ltd (NPP) Board of Directors Also important for fishing industry and leisure boating Large number of important stakeholders 4

Recognising the need for a Port Masterplan In 2009 NPP recognised that secondary port industries were changing and that opportunities existed to attract clusters of companies involved in 21st Century services With such companies bringing with them high quality, long-term, skilled employment Meanwhile NPP also understood its role as a visible and integral part of the local community As well as the need to continue its statutory duty to protect the local environment With these factors in mind NPP set out to develop a masterplan that would articulate its vision for the port in supporting new industries and creating jobs for local people Underpinned with a detailed business plan to ensure that the vision was realistic and DELIVERABLE 6
Principal Aims of the Port Masterplan To form a strategic framework from which the port would develop over the next 20 to 30 years To assist local and regional planners in revising strategies for planning review To provide clarifications of the port s strategic planning objectives To inform port users, employees and local communities of future development 7
Following the UK s Department for Transport Guidelines (DfT, 2008) Newhaven s Port Masterplan was prepared in accordance with the DfT guidance and included: Baseline assessment of existing infrastructure Analysis and forecasting of cargos and ferry traffic Development of scenarios for the port Overview of local environment and likely impacts of development Transport evaluation Maritime spatial planning Assessment of local and national planning policy Consultation and community engagement 8
The Port and its Operations The Port of Newhaven is divided into four main areas in terms of port facilities: Let on a 999 lease with further sub-lets to other businesses Total of 5 NAABSA berths East Quay Railway Quay North Quay West Quay Location of marina and fishing areas Current locations of ferry terminal building No 2 Ro-ro berth Centre of commercial operations Berth is used as a multipurpose facility for general cargo, various offshore projects and berthing of small passenger and fishing vessels No 1 Ro-ro 9
Staged Approach to the Newhaven Port Masterplan With its aims established, the areas of port facilities understood and the limitations within those areas acknowledged the Port Masterplan then followed a staged approach: Initial stakeholder consultation Determine Vision SWOT analysis Options selection Further consultations Preferred option development Final masterplan Final presentation 10
Consultation and Community Consultation and Community Engagement In line with DfT guidance NPP embraced the need for comprehensive consultation Engagement Important in gaining valuable local insight and achieving wider buy-in of the process Critical in facilitating the process of obtaining the required permissions, licences and consents Relevant community members and stakeholders were engaged effectively and at an early stage of the process Consultation took place through a series of interactive workshops in 2009 and 2010 The outcomes of the workshops were recorded in a series of Stakeholder Engagement Booklets Issues debated included options for development, sustainability, potential for positive socioeconomic effects, tourism and recreation, transport and access as well as business development 11
The Newhaven Port Masterplan 2012 The process that started in 2009 became a published document in 2012 and continues as a live process today. The final document has since been commended by the Department of Transport as: A good example of a smaller port's Master Plan would be that of the Port of Newhaven, which has helped to develop local consultation and debate on the Port's ambitions for diversification. 12
Putting the Masterplan into The Newhaven Port Masterplan identified five key strategic objectives practice A number of these objectives have already become a reality or are ongoing NPP has begun an investment programme with regards to fishing and leisure The Newhaven East Quay and Port Expansion Area Development is in the EIA phase and due to be submitted to Lewes District Council in late December 13

Route to Consent: Work carried In order to progress the project requires both planning permission from Lewes District Council and a Marine Licence from the Marine Management Organisation out to date As part of the consenting process the project requires an Environmental Impact Assessment NPP has already progressed the project through screening and scoping stages and has commissioned substantial work towards the EIA 15
Continuing stakeholder engagement We understand the importance of engaging with local stakeholders. These are just some of the people we have consulted with over the last four years and we will continue to work with these consultees in close cooperation as the project develops. 16
Newhaven Public Exhibition As part of NPP s consultation strategy and as part of the EIA requirements a public exhibition was held on 14 th October 2014 in Newhaven in order to inform and engage the local community. NPP ensured that experts from within their project team were in attendance on the day in order to engage with local residents. The public exhibition was very well attended with over 200 people through the doors. 17
Unique environmental aspects of the project The area has its own unique features and we understand the value of these to Newhaven and visitors alike Vegetated shingle Coastal vegetated shingle is recognised as an internationally important habitat. We have consulted with Natural England, ESCC county ecologists and the South Downs National Park Authority. A management package will be prepared which will include innovative solutions including establishing a new nature conservation area. Tide Mills The ruins of the village of Tide Mills, which was abandoned in 1939, are located approx 500m away from the LDA The proposed development will not have an impact on this site. Archaeology There are a number of important WWI and WW2 archaeological sites located within and adjacent to the LDA We have consulted with ESCC county archaeologist and will continue to work in close cooperation as the project develops. 18
Back to the Newhaven Port Masterplan This exciting opportunity to invest in Newhaven s future will be a very large step along the way in making NPP s Port Masterplan objectives a reality. Bringing with it a number of benefits The creation of a new nature reserve area will help enhance the surrounding environment New Jobs will be created New investment will be attracted to the area 19
Training the skilled workforce of tomorrow A formal link between industry and training. The University Technical College will offer training in Marine and Environmental Engineering providing the young people of the Newhaven area with the opportunities to train and gain employment in these industries. 20
Into the future The Masterplan will not stop here, however. Further work will continue to achieve all of the Masterplan s key strategic objectives. The ferry service is a vital activity and is secure for the foreseeable future A revitalised port would look to attract further marine tourism events NPP has invested 1.2M over the last 4 years into the local fishing industry and continues to be closely involved with industry and government on a sustainable future for fishing 21
