intersectins A R T I S T - IN- R E S I D E N C E Bud Clark Cmmns Prtland, Oregn The Reginal Arts & Culture Cuncil in Prtland, Oregn, invites artists prducing wrk in visual, perfrming, literary and/r media arts t submit qualificatins fr an artist-in-residence prject at Bud Clark Cmmns (650 NW Irving) which prvides living quarters and services t individuals experiencing hmelessness. The selected artist/team will create wrk in any media that engages and/r is a result f cllabrating with the tenants and staff at the facility. The budget fr the prject is $25,000. Backgrund: intersectins The intersectins prgram, established in 2000, explres the cnvergence f the art f wrk and the wrk f art by selecting artists t create artwrk inspired by their interactin and/r cllabratin with city r cunty resurces, staff and their clients. The prgram encurages artists in all disciplines t explre new wrking methds and t develp scially engaging, interactive art experiences in cmmunity settings. Bud Clark Cmmns: Hme Frward/Transitins Prjects Inc Bud Clark Cmmns is an innvative partnership between the Prtland Husing Bureau, Hme Frward, Transitin Prjects, and Multnmah Cunty that is wned and managed by Hme Frward, frmerly knwn as the Husing Authrity f Prtland. The building was designed by Hlst Architecture and pened in June 2011. The Cmmns brings tgether services and prviders in ne lcatin, prviding vital resurces, shelter, and husing placement services t peple experiencing hmelessness in Prtland. Lcated at the west-end f the Bradway Bridge n NW Bradway & NW Irving, it is at the crssrads f tw neighbrhds, Old Twn/Chinatwn and the Pearl District. Amtrak s Unin Statin, the Greyhund Bus Dept and the U.S. Pstal Service s Main ffice are nearby and TriMet s MAX Light Rail Service is just nrth f the facility. The develpment is cmprised f three elements: The Cnnectins Day Center is pen t thse nt living r staying at the building and cnnects clients with the tls they need t end their hmelessness. Peple can access infrmatin and referral, mail and vicemail services, a
learning center with pen cmputer lab hurs and classes, a hygiene center with shwers, clthing, and laundry services, husing case management, an art studi, a vlunteer-staffed hair saln, and much mre. The Day Center perates seven days a week. There are 130 studi units f permanent, supprtive husing n the tp five flrs f the facility. Incme ranges are between 0-40% f Median Family Incme. Cmmunity health clinics prvide initial screening t priritize individuals wh are at the mst risk frm their life n the streets. Dreen's Place is a 90-bed shrt-term residential prgram fr men, ffering case management, life skills, mental health cunseling, and an n-site fitness rm. Stays are up t fur mnths. This prgram replaces a frmer men s shelter which was lcated tw blcks away. The facility s permanent husing fcus is based n the Husing First mdel adpted by the Prtland Husing Bureau and prmted natinally by the U.S. Department f Husing and Urban Develpment. The tenants fr the apartments are selected because they are the mst vulnerable f Prtland s chrnically hmeless. Many are struggling with addictins and mental health prblems. After mving int a safe envirnment, they are encuraged t participate in services that will help them stabilize their lives and deal with the barriers that have led t their hmelessness in the past. They receive many frms f supprts frm n-site staff and cmmunity partners and are allwed t stay in their apartments fr as lng as they abide by the building s rules f behavir. Artist Eligibility Artists must reside r have at least ne team member wh resides in Multnmah Cunty fr the prject s duratin. Students enrlled in degree prgrams are nt eligible t apply. Examples f teams include, but are nt limited t multiple artists in ne discipline, cmbinatins f perfrmance and literary arts; interactive media and visual arts; digital and nndigital media; prjected media and perfrmance.
Scpe f Wrk The selected artist/team will create wrk in any media that engages and/r is a result f cllabrating with the day center visitrs, residents f the shrt-term r permanent husing, and staff at the facility. The prject can have experiential and participatry cmpnents. The utcme will include public presentatin(s) f the prject thrugh temprary installatin/s, screening/s, exhibitin/s r perfrmance/s at Bud Clark Cmmns at dates/times t be determined in cnsultatin with staff frm RACC, Hme Frward and Transitins Prject. Fllwing the cmpletin f the wrk, the team will prvide high-quality dcumentatin f the prject fr inclusin in the City f Prtland Public Art Cllectin. Dcumentatin culd be in the frm f vide/dvd, artist s bk, print materials, selected bjects created/exhibited as part f the prject, r ther apprpriate dcumentatin agreed upn between RACC and the artist team. Budget and Length f Prject The budget fr the prject is $25,000 which cvers a prpsal fee, artists fees, travel, husing (if needed), insurance, dcumentatin, and any installatin csts. The selected artist/s will be required t carry general liability insurance fr the duratin f the prject which will be determined by the artists and apprved by the Selectin Panel, but shuld be n lnger than 12 mnths and be cmpleted by December 2012. Fllwing selectin, the team will be paid a fee f $1000 t develp a scpe f wrk, prpsed utcme(s), prject calendar and budget. During this planning phase, there will be pprtunities t learn mre abut the Bud Clark Cmmns and its services. Selectin Prcess/Criteria The panel will review applicants materials and identify n mre than fur artists/teams t be interviewed. One artist/team will be selected t develp and execute a prject in cllabratin with the staff and tenants f the Bud Clark Cmmns. A tur f the facility will be scheduled prir t the interviews. Required Applicatin Materials If applying as a team, please designate ne team member as the primary cntact and prvide email/phne cntact infrmatin fr that persn n each page f the applicatin materials. 1. Statement f Interest. In ne page using n smaller than 10pt fnt, address the cnceptual apprach f the prject; aspects f the site that are f interest; hw yu wuld engage the public; and, hw the prject will cntribute t yur existing bdy f wrk. 2. Résumé that utlines prfessinal accmplishments (maximum 2 pages per persn). Include three prfessinal references (name, affiliated rganizatin, email address and phne number). 3. List f wrks submitted fr review that includes title, lcatin, date cmpleted/perfrmed, media, brief descriptin f the prject/cnceptual infrmatin, and budget (if applicable). 4. Past Wrk Samples. Submit wrk samples in ne r mre f the frmats listed belw. If a team cnsists f perfrmance artists and visual artists, the submissin wuld include images f past wrk n a CD and vide
dcumentatin. If all team members nly have still images f past wrk, then submit up t 10 images n a CD. All CDs/DVDs shuld be labeled Intersectins: Bud Clark Cmmns and include the team s cntact name. Fr visual art, up t a ttal f 10 images f past wrk n a CD. All images must be in JPEG frmat (.jpg), and 1024 pixels (14.222 inches) n the lngest side, frmatted at 72 dpi. Each image filename must be named as fllws: artist s last name, first initial, underscre, and number crrespnding t the number n the image list (e.g. smithp_01.jpg).
