21/06/2013 7 (a) INTERNAL COMMUNICATION: CAREM New generation of employees - Most of them without previous experience at CNEA or the nuclear activity Equivalent to external public Training and permanent information (about the Project in particular and the nuclear activity in general) is required. People working for nuclear industry are potential communicators, since they are referents in nuclear issues for their nearest environment (relatives and friends). That is why, it is vitally important to keep everybody correctly informed.

21/06/2013 8 (a) INTERNAL COMMUNICATION: CAREM Large group of work, mainly integrated by: Personnel of CNEA reassigned to CAREM. Personnel previously part of CNEA and re-called for this Project. New personnel (without previous experience at the Commission). Directly hired by CAREM Management: About 120 employees Hired by the Management, but working for the Project from other dependences: About 30 employees Work for the Project, but depend from other sectors of CNEA (E.g.: Neutronics, Thermal-hydraulics, Robotics, etc): About 130 employees Currently, the Project counts with the participation of 280 people from CNEA.

21/06/2013 10 Diversity of specialization and training - According to the specialization of the diverse tasks, with the characteristics and particular features of each one. More than half the staff develops tasks related to the Project management rather than to CAREM design. Personnel: (a) INTERNAL COMMUNICATION: CAREM Personnel Characteristics: o Administrative o Cleaning and Services o Technicians o Engineers o Physicists, Chemists, etc. These characteristics make it necessary the implementation of communication tools to provide everyone with a coherent and unified piece of information, apart from the specificity that each position in particular should require.

21/06/2013 11 (a) INTERNAL COMMUNICATION: CAREM Main objectives: To keep the CAREM personnel informed about the status, activities and news of the Project. To encourage the personnel identification (ownership) with the objectives that the Management states for the Project. To encourage the personnel identification with CNEA and the nuclear activity in general, maintaining the ownership sense mentioned above.

In some cases, there's a latent mistrust towards the Project, which requires a delicate permanent communication work. Myth: CAREM budget came from cuts to other areas Truth: A very important part of the Project s budget is being destined to the construction of facilities that will remain being CNEA s property

21/06/2013 15 Main objectives: (b) INTERNAL COMMUNICATION CNEA (+ NUCLEAR SECTOR) To keep CNEA s personnel, other companies and linked agencies informed regarding the advances and news of the Project. To encourage the identification with the Project of CNEA s personnel outside the CAREM: CAREM belongs to the entire Commission and is carried out with everyone s collaboration. To generate special support of the sectors that participate in the Project s administrative and technical circuits, as well as in the decision making process.

21/06/2013 18 (a) & (b) SOME INTERNAL COMMUNICATION ACTIONS Visits to CAREM site o For CAREM staff o For personnel of other areas of CNEA o For representatives of other companies and agencies Participation of CAREM representatives and production of contents for public events in which CNEA takes part othese activities, that should be mentioned as external communication actions, are included here because they are an important tool of integration of the CAREM staff with the rest of the personnel of the Commission.

21/06/2013 19 (c) EXTERNAL COMMUNICATION At this stage, direct interaction with the external public is not the primary objective of the CAREM Communications Area. Eventual external communication actions must be done in a coordinated way with the Social Communication Management of CNEA (created in 2010) and Nucleoelectrica Argentina S.A. However, to keep a fluid contact with this sector also intends that CAREM Management will be considered the natural referent of the issues linked to the Project.

21/06/2013 20 Objectives: (c) EXTERNAL COMMUNICATION - To insert the nuclear electrical generation in the society as something natural, introducing CAREM as reference, emphasizing: safety, enviromentally friendly, country technological evolution, national industry participation, new working opportunities, etc. - To facilitate the institutional insertion of CNEA in the area of influence of the plant, taking advantage of the positioning as referent of the activity in the area that NA-SA obtained after the separation of 1994. * Cooperation agreement between CNEA and NA-SA In the mean time, CAREM Communications sector is smoothly developing a task of approach with the main local stakeholders. In addition, the area is promoting the participation of CAREM site s staff in NGOs and other local activities.

Argentina nuclear experience (61 years) o Two nuclear power plants in operation (Embalse and Atucha I, the first plant of Latin America) and one about to enter into service (Atucha II). o Control and knowledge of the nuclear fuel cycle

21/06/2013 24 KEY ASPECTS TO BE CONSIDERED ON COMMUNICATION OF THE PROJECT - CAREM Site Project o Recovery and remediation of the former Heavy Water Research Plant Site o Creation of a nuclear power pole with a Service Center for nuclear plants and training facilities, a simulator for operators training, labs, etc. o Multi disciplinary park: in force projects for the incorporation of other power generation sources: aeolian (fitting of a wind mill), hydraulic (micro turbines in Paraná de las Palmas river), solar (photovoltaic panels in the parking roofs). Advantage in terms of communication: linking of nuclear issues with renewable energies. - CAREM as a link between Atucha II and the next NPP o Insertion of specialized human groups, best use of qualified suppliers and facilities (workshops, canteens, etc.)
