INCO-NET NET Objectives Bi-regional Coordination of S&T cooperation (INCO-NET): INCO-NETs are projects bringing together stakeholders of one target region with the EU to: Support a dialogue to identify S&T priorities for mutual benefit and interest and define cooperation policy orientations; Implement specific activities to promote and contribute to the participation of the target regions in the Framework Programme
Bi-regional dialogue: CAPACITIES - International Cooperation Support for international S&T policy development (ERA, knowledge based society ); Support the bi-regional policy dialogue on S&T policy; Improve the bi-regional dialogue for mapping research needs and setting S&T cooperation priorities (multidisciplinary issues, cultural and socio-economic dimension); Strengthen the co-ordination ordination and complementarities with activities carried out by means of Community foreign policy instruments (ICI, DCECI, etc.); INCO-NET NET Objectives

INCO-NET NET Caribbean Specific requirements The Caribbean INCO-NET should target the ACP countries located in the Caribbean region and should actively involve overseas departments and collectivities, Overseas Countries and Territories (OCTs) as well as Member States, which have research organisations either located or actively involved in the region. Increase the cooperation between the research organisations and universities located in the OCTs, the overseas departments and other countries of the region; Develop researchers' exchanges between the EU and the Caribbean region through the promotion of the People specific programme; Promote public-private partnerships and strengthening the participation of the private sector in innovation and knowledge transfer activities. Strengthen co-ordination and complementarities with Community external policies, in particular with activities carried out by means of the European Development Fund (EDF) and of the European Regional Development Fund (ERDF)
INCO-NET NET Caribbean EUCARINET Fostering the European Union - Caribbean Research and Innovation Policy Dialogue and Networks (EUCARINET) Geographical coverage: the whole Caribbean region, i.e. Caribbean countries members of the ACP group of states (beyond the individual countries of the participating organisations) Duration: 4 years (starting February 2010, tbc) Built-in complementarity with Central and Latin American INCO-NETs (ENLACE & EULARINET)

EUCARINET - Objectives The main objectives of the project are to: Create the conditions for the sustainable multi-stakeholder policy dialogue on S&T between the European Union, its member states, its associated states and the Caribbean Region, leading to a joint definition of S&T co-operation policies Foster inter-regional (Euro - CARIBBEAN) and intra-regional cooperation in leading to the identification and prioritisation of common research areas of mutual interest and benefit Stimulate and support the participation of the Caribbean research stakeholders in FP7 programmes, with a first emphasis on the People Programme.
EUCARINET overall strategy Two level approach The sub-regional level: the project activities will be carried out simultaneously in the four geo-linguistic sub-regions. The regional level: fed by the sub-regional level, the project will target subsequently the whole region in a coordination scheme Co-coordination pattern The coverage of the targeted region will take into account its heterogeneity, complexity and diversity and thus be addressed through sub-regional cocoordination structures => Well balanced partnerships and joint ownership will be ensured
EUCARINET - Workplan 1. Creating the Instruments for S&T effective cooperation awareness-raising activities support for the setting-up of a network of NCPs (Including via training, info-days, ) 2. Promoting and supporting the sustainability of the bi-regional EU-Caribbean multi-stakeholder dialogue Knowledge base and Mapping activities => identification and engagement of stakeholders, of strategies, and initiatives (political basis) Analytical studies, monitoring and review activities to support an evidence-based cooperation (scientific basis) Bring together public as well as private RTD stakeholders from the Caribbean in an active and constant exchange of information (policy makers from the EU and the Caribbean, representatives from the scientific community, the private sector and other NSAs Address the complementarities with the other dialogue platforms in Latin America
EUCARINET - Workplan 3. Priority Setting for S&T cooperation Mapping of priorities Priorities dialogue workshops (bottom-up and top-down approach) Involvement of the private sector 4. Dissemination of results and networking to support the EU-Caribbean S&T Policy Dialogue coordinating with other cooperation actions implemented by the European Institutions as well as the MS. wide diffusion of the project findings, to spread out the opportunities of S&T co-operation under FP7 and other multi-lateral funding schemes through the whole of scientific, technological and industrial communities in both regions 5. Management and coordination of the consortium: coordination carried out by APRE (coordinator) with the scientific support of CERCAL.
INCO NCP - Objectives Transnational Cooperation among NCPs (INCO NCP): Promote trans-national cooperation between the National Contact Points (NCP) of the International Cooperation activities of the Capacities Programme. First phase: INCONTACT, 0.4M, start: 01/01/08; Second phase: INCONTACT one world, 2 M (under negotiation)
INCO NCP - Activities INCONTACT one world should address the following: Enhancing cooperation of INCO NCP; Increasing the visibility of the Framework Programme in third countries; Expanding the NCP network Networking with Thematic NCPs; Developing good practices. 13 partners in consortium (all NCPs) The activities and deliverables of the project will be made available to ALL the INCO NCPs.
