umore than 20 million registered small, medium enterprises umore than 54 million micro enterprises in China by 2015 uincrease rate of small and micro enterprise is over 10% per year.

u Small and medium enterprises offer over 80% jobs for people in cities and towns. u More than 70% of increased employment and reemployment u The end-products and values created by small and medium enterprises are : u 60% of GDP, u 50% of national income, u 65% of patent for invention, u Over 80% of the development for new products.

u IT-and-internet-based new model and new type of business u Small and medium enterprises are growing to be the main force of innovation market in China.

u Financial crisis of 2008 witnessed the prominent contradictions and problems on industrial structure of small and medium enterprises. Millions of them suffered in the depression, some of them, especially, export ones, went bankruptcy.

u The model of Low cost, low price and low profit with High consumption and high emission is abandoned. u At the stage of promotion in the field of electromechanical manufacturing,new service, and high-technology etc.,from primary stage of labor intensiveness, variety and small-scale production.

u In Davos World Economic Forum of 2014, Prime Minister Li Keqiang called on Chinese people to start their own business and make innovation. u Young people at the age of 26-35 u 22.17% of them have received bachelor degree, more and more Masters and PhDs are joining the trend of entrepreneur.

u The fields of new resource, new material, genetic engineering, information technology and NEW information technology, energy saving and environmental protection, Artificial intelligence and equipment manufacturing tec. u The data of E-commerce research center shows that there reaches more 90% of newly registered small, medium and the self-employed in cross-border electronic business platform, 76.74% of their employees are less than 30.

u The patent application in small and medium business zone increased 53% per year, patent licensing grew over 30%. u Shenzhen fosters more than 5000 high-tech enterprises, u Many innovation sectors such as 4G technology, metamaterials, DNA sequencing, new energy vehicle,unmanned aerial vehicle etc. u In 2015, the number of patent licensing in Shenzhen had reached 170 thousand which was No.1 in China.

1.Building entrepreneur and innovation base u A platform for small and medium enterprises, entrepreneur team and makers. u In form of creation base, entrepreneur zone, maker space, business incubator. u Some special zone is offered for small and medium enterprises in economic and technological development center, high-tech park, university science and technology park and so on.

u More than 4000 entrepreneur centers, 2200 demonstration zones at provincial level with 190 thousand enterprises locating in it and 5 million people working for it.

2.Setting up development funds u Central finance department, u 15 billion RMB, u The involvement of self-employed, stateowned enterprise, financial organization, and local government, u Gross investment of 60 billion RMB, u To support those who are at their preliminary stage of business.

3. Supporting the development of pro-international-cooperation small and medium enterprises. u Purpose of promoting the globalization of small and medium business with setting up the platform, u Aim of display, trade, communication and cooperation, u China Small and Medium Enterprises Fair (CSMEF), u On 9 th October,2017, the 14 th CSMEF was hold in Guangzhou.

4.Innovation and entrepreneurship education in College and University u Increasing innovation education in teaching plan, syllabus and curriculum u Jinan University initially sets up entrepreneurship college in China. There are at least more than 20 small enterprises established by undergraduates of 2017.
