Public Safety Challenges and Requirements Challenges and Requirements On average, more than 30 people are drowned every year along the unattended waterway. The ecosystem is deteriorating & local tourism is affected, due to rampant unlawful activities such as illegal fishing, unsupervised rafting & unregulated touting behavior. The Li River need to be monitored. Local police resources are limited, only 50 police to cover the area along the 10km waterway within Guilin city, can not cover the whole 83km waterway. It is hard to deploy fiber along the river to carry the video surveillance. WiMAX has the weak video surveillance service and is unable to provide trunking service.
