North District Pre-Development Studies Soils Geotech Hydrology, Phase 2 Environmental Study Project Number: 958080 Addendum No. 1, November 6, 2016 The following changes, additions, or deletions shall be made to the following documents as indicated for this Project; and all other terms and conditions shall remain the same. Each firm is responsible for transmitting this information to all affected subconsultants and suppliers before the Deadline. 1. Request for Qualifications: Revise RFQ submittal deadline from Thursday, December 8, 12:00 PM to Monday, December 12, 2016, 12:00 PM. Questions: 1-1 Question: We have reviewed all three RFPs for project 958080. There seems to be overlap amongst the three. The Site Aerial Survey RFP contains quite a bit of geotechnical scope as well as field survey, but there is a separate RFP for Geotechnical and Hydrology Services, and there is also surveying in the RFP for ALTA/NSPS. Was the intent to put all of the geotechnical services into one RFP and the survey in another? Answer: YES- It is the intent to put all of the geotechnical services into one RFP and the survey in another. (Please see below) Items g, h, i and m in subsection 2, Section C-Scope of Services for the RFQ for Soils and geotechnical Engineering Survey/Study, Site Hydrology Report and Phase 2 Environmental Study should be removed. Items b, c, d, e, f, in subsection 1, Section C-Scope of Services for the RFQ for Base Mapping Services-Site Aerial Survey and Filed Survey Site Design should be removed. Items d, of subsection 2, Section C-Scope of Services for the RFQ for ALTA/NSPS Land Title Survey should be removed. 1-2 Question: What information should be included in SOQs beyond the forms specified in the RFQ (i.e., Attachment A Qualification Submittal Form, sample insurance certificate, UC Consultant Experience Form, and Declaration)? Do you require an organization chart, resumes, and descriptions of relevant projects? Do you require a scope and/or understanding narrative, or a project schedule? Answer: Yes. 1-3 Question: For the Soils and Geotechnical Engineering Survey/Study, Site Hydrology Report and Phase 2 Environmental Study pursuit, and the Base Mapping Services Site Aerial Survey and Field Survey Site Design pursuit, must a geotechnical firm be proposed as the lead consultant, or can a civil engineering and/or survey firm be the prime? Answer: A civil engineer and/or survey firm can conduct all of the referenced studies and reports. C. Title authorities apply to two specialized areas of civil engineering: structural engineering and geotechnical engineering. Only the use of the title is restricted. Civil engineers may choose to obtain the additional licenses giving them the authority to use the titles Structural Engineer, Geotechnical Engineer, Soil Engineer, and Soils Engineer. Any civil engineer may practice structural engineering or geotechnical engineering except in specifically restricted areas. Specifically, only a structural engineer may design a hospital or public school (primary, secondary, and junior college). (These restrictions are contained in the Health & Safety Code and the Education Code.) Civil engineers may perform all geotechnical work. The titles Geotechnical Engineer, Soil Engineer and Soils Engineer are synonymous. Since structural engineering and geotechnical engineering are part of the practice of civil engineering, and since all structural engineers and geotechnical engineers are also civil engineers, any reference to civil engineering or civil engineer inherently includes structural and geotechnical engineering and structural and geotechnical engineers. Is it the intent of UCR to procure two separate geotechnical reports for the same site? If so, what is the differentiation between the two? Answer: No Is not the intent of UCR to procure two separate geotechnical reports for the same site. (please see below) Items g, h, i and m in subsection 2, Section C-Scope of Services for the RFQ for Soils and geotechnical Engineering Survey/Study, Site Hydrology Report and Phase 2 Environmental Study should be removed. Items b, c, d, e, f, in subsection 1, Section C-Scope of Services for the RFQ for Base Mapping Services-Site Aerial Survey and Filed Survey Site Design should be removed. Items d, of subsection 2, Section C-Scope of Services for the RFQ for ALTA/NSPS Land Title Survey should be removed. 1-5 Question: If subconsultants are required to complete portions of the work on a given contract, should we identify those subconsultants in our SOQ? Answer: Yes. 1-6 Question: Is there a page limit for the SOQs? Answer: 40, excluding tabs and required documents in attachment A. 1-7 Question: Are billing rates required to be submitted as part of the SOQs? Answer: No. Please do not submit billing rates in response to this RFQ. 1-8 Question: Section C. Scope of Services, Item 2, elements g, h, I, and j, seem to overlap with the concurrent Site Areal Survey RFQ for the same project. Would UCR consider removing those items from the Soils, Geotech, Site Hydrology RFQ? Answer: YES- UCR would consider removing those items from the Soils, Geotech, Site Hydrology RFQ.(Please see below) Items g, h, i and m in subsection 2, Section C-Scope of Services for the RFQ for Soils and geotechnical Engineering Survey/Study, Site Hydrology Report and Phase 2 Environmental Study should be removed. Have a Phase I Environmental Studies been completed? If so, are they available? Answer: Yes, see attachment. 1-11 Question: Since the RFQ was advertised just prior to the Thanksgiving holiday, would UCR consider extending the timeline by one week? Answer: No. 1-12 Question: Page 5 Item 2a (hydrology) and items g-m are tasks done by a civil engineering consultant. Is it your intent to include these tasks in a geotechnical/environmental RFQ?
