Jim Keen From: Sent: To: Subject: Jim Keen <listserv@civicplus.com> Wednesday, April 04, 2018 3:15 PM jim@carefree.org COINS Info 4-4-2018 - Town Council Meeting Summary and Upcoming Events. 3:10pm Arizona Local Time TOWN BUSINESS Town Council Meeting Summary April 3, 2018 Call to the Public: Three people spoke in favor of the Town Council taking steps necessary to reduce speeds on Cave Creek Road north of the intersection with Carefree Highway: Tom Fiedler, a Carefree resident, spoke in favor of the Town purchasing the radar speed signs which communicate the speed of passing vehicles. Arthur Gimson, a Carefree resident, also asked that the Council consider reducing the speed limit on this section of Cave Creek Road. Cheryl Carmichael, a Cave Creek resident, also favored the reduction in speed limits. John Traynor, a Carefree resident, asked about the status of term limits for Town Council members and the timing of the Town budget workshops for the upcoming fiscal year. Mike Farrar, a Carefree resident and Councilmember, spoke about the first Memorial Day event that is being planned in Carefree, and asked that the Council authorize funding to purchase military wreaths. Current Events: The Primary Election for Carefree Mayor and Town Council takes place on August 28 th and if needed, a General Election on November 6th. Election information is available on both the Town s website: www.carefree.org or visiting Town Hall located at 8 Sundial Circle. 1

The Town Budget Workshops are scheduled for 3:00pm on April 17 th and 24 th. Carefree residents are welcome to attend. The workshops will be held at 33 Easy Street. Councilman Farrar stated that the Carefree Italian Festival will be held on April 14 th and 15 th in the parking lot between Corrado s Restaurant and the Sanderson Lincoln Pavilion. Many fun activities are planned. Vice Mayor Crane noted that the last of this season s Garden Seminars will be held at the Council Chambers on Saturday, April 14 th. The topic will be Pleasing the Pollinators. Further information is posted on the Town s website. Indoor Self-Storage Facility Approved The Town Council approved a request for a Use Permit for an indoor self-storage facility on commercially existing commercially zoned property north of Lowes. The developers plan to start building in late summer. Radar Speed Signs Approved The Council approved the purchase of six radar speed signs from ElanCity for a cost of approximately $16,500 plus tax. In addition to communicating the speeds of passing vehicles, they are also an effective technique to collect data on the ranges of speed, times, percentiles and traffic counts, all of which will be helpful in focusing traffic enforcement. These signs will be placed in various locations along Cave Creek Road and Tom Darlington Drive. Application of the Enclave at Carefree granted a continuance to a future meeting Based upon comments received at the March Planning and Zoning Commission public hearing, the applicant for this proposed residential subdivision, asked for and received a continuance to the May 1 st Council meeting to permit more time to reevaluate and prepare new plans. F.A.R.E. Program The Town Council passed a motion to approve Resolution 2018-04 re-affirming the Carefree-Cave Creek Municipal Court s participation in the FARE program. This program provides for State aid to people who have been fined by the Court but are unable to pay their fine. Court Administrator Jennifer Wildeman explained that essentially nothing would change in the execution of this program, but this new Resolution needed to be passed to clear up the outdated language. Carefree Desert Gardens Seminar Saturday, April 14, 2018 Pleasing the Pollinators by Kirti Mathura By Kirti Mathura, Instructional Specialist for Community Garden Education with the University of Arizona Cooperative Extension. Today, we are well aware of the crisis facing our bee populations. We rely on honeybees for their role in production of many foods we enjoy and depend upon. But, they are not the only pollinators whose populations are threatened. Kirti will speak on numerous native winged creatures that pollinate the plants that provide brilliant color and fragrance in our gardens. She will show us how we can invite hummingbirds, butterflies, moths, bees and even bats into our landscape with thoughtful design, habitat requirements and pollinator-specific plants. The seminars, which usually include a plant raffle, begin at 9:30am and run approximately until noon at 33 Easy Street, our New Location and a small donation of $5 or more to attend is all that is asked.
