Strengthening the Provision of Forensic Services Forensic science is a critical part of almost every criminal investigation. An efficient and modern forensic science laboratory can increase detection and conviction rates, whilst reducing overall investigation costs. Key Forensic Services (KFS) provides a comprehensive consultancy service to forensic laboratories and law enforcement agencies worldwide, who are seeking to strengthen and modernise the provision of forensic services within their country. We work in partnership with the customer to understand the current provision of forensic science, the relationship with the Criminal Justice System and with other stakeholders. We will propose recommendations to establish, consolidate or enhance the delivery of forensic science, in line with internationallyrecognised quality standards (ISO standards.) Our scientists have a huge range of specialist skills and many are internationally-renowned experts in their fields. We cover all of the forensic disciplines and we are expert in applying the most appropriate and up-to-date techniques to a given situation. KFS will support the customer to become fully operational at administrative and scientific levels, complemented by a strategy of sustained growth to achieve the national policing, government and law enforcement objectives. Services within our consultancy portfolio include: Bespoke forensic training for operational staff Laboratory Design Provision of Quality Management training and consultancy and techniques Design and provision of a framework for the procurement of laboratory equipment Gap Analysis Workflow Optimisation. To deliver this portfolio of services, representatives from the KFS International Project Team would typically work with the customer for an agreed period, operating both in the UK and in-country to provide the required consultancy services. Bespoke Forensic Training for Operational Staff Crime detection is becoming increasingly complex and forensic techniques are constantly improving in order to increase detection and conviction rates and reduce investigative time and costs. Keeping pace with sophisticated new technology and techniques is essential for forensic practitioners if they are to deliver an effective and efficient service. With this in mind, we offer a comprehensive range of training programmes which can be delivered in-country or at our UK laboratories. Examples of some of our training programmes: Forensic Awareness/ Crime Scene Preservation DNA Analysis Blood Pattern Analysis Footwear and Toolmark examination Drugs Handwriting and Questioned Documents Firearms, Gunshot Residue and Ballistics Digital Forensics Fire Investigation Paint, glass and other particulates. Training in any discipline not listed here is available upon request.

Laboratory Design KFS is one of only a few organisations with hands-on experience of designing, building and operating state-of-the-art forensic laboratories. We offer: Full facilities design service including building and laboratory equipment requirements Guidance on laboratory workflow and capacity planning Laboratory equipment specification and selection, including advice on flooring, security systems, electrics and data, essential equipment and consumables, laboratory benching, cupboards, examination tables, lighting and specialist air handling systems Advice on evidence management /handling procedures and Standard Operating Procedures. Provision of Quality Management Training and Consultancy We have a proven track record in achieving and maintaining internationally-recognised quality standards and we provide a full consultancy service on all aspects of implementing a Quality Management System, including Quality documentation, method validation, developing a roadmap to universal accreditation and how to prepare for all aspects of surveillance visits. Design and provision of a framework for the procurement of forensic laboratory equipment Our specialist teams are experienced in establishing recognised, formal procedures for the procurement of forensic laboratory equipment. They will undertake the following activities: Drafting and agreeing technical specification for the supply of forensic laboratory equipment. Answering questions or providing clarifications if requested by tenderers. Evaluation of tenders to ensure the procurement of adequate equipment. Supervising delivery of the supply contract by the contractor. Verifying the delivery, installation and proper functioning of the laboratory equipment.

Strengthening the Provision of Forensic Services Gap Analysis Workflow Optimisation KFS offers a Gap Analysis service to provide the customer with an overview of the following: Comparison of current best practices with the processes/ circumstances currently in place within the customer s organisation Establishing the gaps between the customer s existing practices and the recognised best practices Recommending the best practices to implement and establish the appropriate support infrastructure to achieve them. Our dedicated International Project Team will work closely with key representatives from all stakeholders when undertaking the Gap Analysis and presenting their findings in a report. The Project Team will help to identify any rate-limiting factors that need to be addressed in order to successfully implement the recommendations/best practices. Laboratories are increasingly facing challenging environments and tight customer-prescribed deadlines which may prompt a review of the operational processes and infrastructure in place. KFS conducts an independent, diagnostic review of any existing laboratory to identify opportunities to optimise productivity and increase overall efficiency. KFS Workflow Optimisation Process Includes: 1. Pre Assessment - Establishing current situation and processes according to customer s laboratory specifications - identifying pinch-points in processes and procedures - Estimating potential and theoretical productivity gains. 2. Laboratory Performance Assessment - Evaluate workload, resources and space utilisation in customer s laboratory - Analyse bottlenecks in laboratory workflow - Propose recommendations, new layout and road map tailored to customer s laboratory. 3. Implementation Follow-Up - Implement layout effectiveness and work station design - Work to achieve the productivity gains expected. 4. On-going support - Enhance laboratory performance by applying continuous improvement tools and training/re-training operational laboratory staff - Sustain and optimise working conditions.
