BLM-Alaska Yukn Lwlands - Kuskkwim Uplands - Lime Hills Rapid Ecreginal Assessment Cmmunicatin and Cllabratin Strategic Framewrk and Implementatin Plan Intrductin and Overview The purpse f the YKL REA Cmmunicatin Strategy is t clarify and prvide in a greater detail the assistance and supprt the Alaska Natural Heritage Prgram / University f Alaska Team (AKNHP/UA) will prvide t BLM-Alaska (BLM) t develp and maintain cmmunicatins and cllabratin with the numerus partners and parties invlved r ptentially affected by the YKL REA. Thse parties are: REA Partners: BLM-State Office, BLM-Anchrage District Office, BLM-Fairbanks District Office, BLM-Natinal Operatins Center, UAA-Alaska Natural Heritage Prgram, UAA- Institute fr Scial and Ecnmic Research, UAF-Scenaris Netwrk fr Alaska Planning, Margaret King Assciates. REA Assessment Management Team (AMT) and Technical Team Members: Other federal and state agency representatives, alng with BLM representatives; Cmmunities and in particular cmmunity leaders in the YKL area: including tribal gvernment, city gvernment, tribal fr-prfit and nnprfit representatives; and Other interested parties, which may be cnsidered stakehlders, such as develpment, cnservatin representatives, and the general public. The purpse f these interactins is t facilitate interagency cllabratin, cperatin, and resurce sharing between the BLM and the AKNHP/UA Team, ther agencies/entities, including BLM ffices within and utside f Alaska; tribes, state and federal agencies, and the public. The utcme f these interactins is t: Prmte the understanding f the REA effrt Develp the Assessment itself Address hw the REA relates t ther assessments develped by BLM and by its partners Prmte the effective use f the Assessment by land managers and landwners T facilitate these cmmunicatin utcmes, the University f Alaska will develp tls t prmte effective infrmatin sharing, and t assist BLM staff, as well as thers, t utilize data prducts and utputs frm the REA. The tw key tls are: This Cmmunicatin and Cllabratin Strategic Framewrk and Implementatin Plan dcument, and The Timeline fr the Cmmunicatin Strategic Framewrk and Implementatin Plan, which identifies tasks, target dates and leads. This timeline was extracted frm the YKL Prject Management Timeline, and is included as Appendix A. The Cntact Lists will be added as appendices, as they are develped and updated. The use f electrnic tls, such as SharePint and Cnference Calling, will make dcuments easier fr thers t use, and make it easier fr thers t participate. Using this Dcument This Draft Cmmunicatin Strategy describes the intent and cntent f the dcument, and then prvides greater detail in the appendices. The Strategy is intended t be a living and dynamic dcument, meaning it will be supplemented and revised as additinal infrmatin is identified and dcuments created; additinal appendices will be added as they are develped. The next Draft will incrprate: Details fr Deliverable 1D: Transfer f REA utputs t BLM staff and managers. The Cmmunicatin Strategy, nce cmpleted, can then be used as a guide fr effective interactins and cmmunicatins fr future REA effrts. Wrk Effrt and Implementatin This sectin describes AKNHP/UA s: Practive apprach Cmmunicatin prtcls Deliverables as identified in the Agreement AKNHP/UA Practive Apprach The AKNHP/UA team will wrk practively t facilitate cmmunicatins with BLM and the REA partners, agencies, cmmunities, tribes, stakehlders and thers wh are interested r perceive they may be impacted whether psitively r negatively by the REA, and then wrk t engage them t use the REA nce it is cmpleted. AKNHP/UA will be practive by: Crdinating with BLM-Alaska team lead, Sctt Guyer, and ther BLM-Alaska team members, n an n-ging basis t identify any changes r additinal cmmunicatins that may be needed t ensure the success f REA tasks. Mdeling cperatin and cllabratin amngst the AKNHP/UA team, with thers, and initiating interagency cperatin. Requesting resurces frm thers, prviding additinal infrmatin abut ur resurces, and in particular sharing resurces generated by the REA, which when apprpriate will include recmmendatins abut hw thers might use them fr their wn benefit. Using bth a cllabrative structure and a cllabrative esprit de crps as the AKNHP/UA Team finalizes Management Questins, cllects and analyzes data, which will require input, discussin, and a level f agreement frm the AMT and the Technical Team. Recgnizing when, in particular, AMT and Technical Team members have cncerns, and addressing thse cncerns by initiating discussins and eliciting recmmendatins t remedy their cncerns, and lastly incrprating their recmmendatins t the degree pssible int the REA prcess. AKNHP/UA will use technical tls such as SharePint t make participatin easier fr AMT and Technical Team members. BLM AKNHP/UA Cmmunicatin Prtcls Effective and efficient cmmunicatins between BLM and AKNHP/UA are key t the success f the YKL REA Prject. This relatinship, frmally termed an assistance agreement, is in actin, a partnership. The intent f this partnership is t deliver the tasks, utcmes and dcuments, t the best f ur jint Cmmunicatins Strategy YKL REA

capabilities t develp the REA. This partnership recgnizes that the final bjective is t enable BLM and ther land managers and wners t use the REA prducts in their future decisin-making and planning effrts. AKNHP/UA will d this by ensuring clear lines f cmmunicatins with BLM, including a pint f cntact (POC) t clarify issues when they arise. The key AKNHP/UA Cntacts fr the BLM YKL REA are: Mnica McTeague, prject crdinatr, and shuld be cnsidered BLM s first pint cntact. f Keith Bggs, principal investigatr, is respnsible fr the verall success and implementatin f the YKL REA, and is the lead fr develping and addressing the Management Questins, and creating the dcuments that will be the REA. When issues f cncern ccur, BLM s first cntact is Mnica McTeague, if the issue is nt addressed satisfactrily r in a sufficiently timely manner, Keith Bggs shuld then be cntacted. A Cntact List f all AKNHP/UA alng with BLM cntacts fr the YKL REA is included as Appendix B. Additinal Cntact Lists will be incrprated as appendices int the Cmmunicatin Strategy, as they are develped. A draft list fr Cmmunity and Stakehlder Cntact List is included as Appendix C. Keys fr success f the BLM - AKNHP/UAA Partnership are: Infrmatin and data sharing; Respnsive timing and quick turn-arund when input r infrmatin is requested; Practively addressing cncerns and thinking frward abut what is needed t cmplete tasks, including updating Cmmunicatin dcuments, such as the timeline in Appendix A; Cllabratin n each majr activity; and Quarterly prgress reprts submitted by AKNHP/UA t BLM. 1A. Deliverable: Assessment Management Team and Technical Team Creating and wrking with the AMT and Technical Team serves as an example f the partnership between BLM and AKNHP/UA. Our respective rles and tasks are described belw. BLM s rle with the AMT and Technical Team is t identify members and t prvide leadership with the members t help ensure that the Teams develp and maintain chesin. BLM will d this by: Identifying and selecting participants fr bth the AMT and Technical Team by 9/21/12. Identifying BLM pints f cntacts (POC) t act as liaisns t BLM Field Offices. Prviding names and cntact infrmatin t AKNHP/UA. Prviding key interactins with AMT and Technical Team Members thrughut the REA prcess. AKNHP/UA s rle with the AMT and Technical Team is t prvide assistance fr BLM t develp and maintain a cllabrative and cnstructive wrking relatinship by facilitating cmmunicatins with the members f these teams. AKNHP/UA will d this by: Maintaining current cntact/mailing lists fr AMT, Technical Team and POCs; this includes cntact with BLM Lwer 48 ffices/pints f cntacts. Cmmunicatins Strategy YKL REA

Crdinating bi-weekly BLM REA team reviews n critical REA prducts. Develping briefing dcuments (mems) and presentatin materials t infrm ptential partner agencies and rganizatins abut the REA prcess and utcmes and prducts. Sending ntificatins and invitatins t the AMT and Technical Team fr meetings. Prviding and crdinating infrmatin and data sharing tls fr easy use f prduct and input t thse prducts. Crdinating face-t-face meetings and prviding general meeting setup including identifying and securing meeting rms, prviding a meeting facilitatr; preparing agendas; develping and distributing meeting invitatins and cmmunity ntices; develping presentatin materials; crdinating interactins with BLM staff/amt members prir t and after meetings if needed t ensure effective meetings and utcmes; prviding cnferencing capabilities if needed; taking ntes and creating summaries, which includes r may be substituted fr, with revised key REA dcuments and Management Questins. 1B. Deliverable: Stakehlder Identificatin and Invlvement AKNHP/UA recgnizes that Stakehlder Identificatin shall be as inclusive as necessary t achieve prject buy-in and t prmte the effective use f the REA prducts, but that inclusivity needs t be balanced with expediency t achieve the required prject and prduct schedules. The purpse f the Stakehlder Identificatin and Invlvement is t prvide pprtunities t keep Stakehlders infrmed f the YKL REA prject, and t prvide pints f cntact and a cnvenient means t prvide input, shuld a stakehlder wish t d that. Stakehlder Invlvement is markedly different frm the Cmmunity Invlvement effrt and purpse. BLM and AKNHP/UA will invlve stakehlders by first: Agreeing n stakehlder categries and rganizatins. BLM will prvide t AKNHP/UA: Any/all Stakehlders names and assciated cntact infrmatin they already have. AKNHP/UA will: Identify additinal names and assciated cntact infrmatin fr agreed upn Stakehlders. Maintain current cntact/mailing list fr stakehlders thrughut the REA prject. Wrk with BLM t develp and distribute newsletter updates, alng with ther cmmunicatins identified as necessary. Stakehlders categries include: Persns and rganizatins actively invlved in the prject, and/r; Persns and rganizatins wh may exert influence ver the prject and its deliverables; and/r Persns and rganizatins whse interests may be psitively r negatively affected by the prject. A draft Cmmunity and Stakehlder List is included in Appendix C, and will be updated as additinal infrmatin is cmpiled. 1C. Deliverable: Cmmunity Invlvement Cmmunicatins Strategy YKL REA

AKNHP/UA will lead the Cmmunity Invlvement effrt and tasks. The AKNHP/UA team includes a prfessinal facilitatr/mediatr, wh is als a frmer UA clleague. Margaret King has ver 20 years f experience wrking with bth cmmunity members and agency persnnel n prjects ranging frm public educatin t building agreement. Much f the Cmmunity Invlvement effrt will be led by her. As an imprtant first step with thers utside f the BLM REA-AKNHP/UA Team, the Cmmunity Invlvement phase prvides an pprtunity t cnnect with thse in cmmunities and in the YKL REA Study Area. The purpse f the cmmunity invlvement and cmmunity meetings is: T prvide infrmatin abut BLM-Alaska s REA effrts, including what an REA is, the utcmes and timing; what prducts and infrmatin will be develped, s that thse wrking n land management issues will be able t cnsider hw they can use these prducts; and hw the YKL REA team will keep thers infrmed f the prject and its utcmes. T prvide an pprtunity fr thse living and wrking n issues regarding land, habitat, and wildlife issues in the Regin t review and recmmend changes t the Management Questins. This review prvides the REA BLM AKNHP/UA Team with a critique frm a unique perspective f thse actually living and wrking day-t-day n the types f issues fr which the REA Team is cllecting data and will be develping scenaris. T include thse interested in updates abut the prgress and utcmes f the YKL REA as it is develped. Target audiences are: Key cmmunity members frm tribal and city gvernments; Others in the general public; Federal and State agency representatives lcated in the Regin, r wrking n land, water, wildlife r habitat issues in the area; Other Native entities; and Nn-gvernmental representatives in the Regin, wrking n land, water, wildlife r habitat issues in the area. AKNHP/UA tasks include: Initiating discussins with BLM t cnsider sites, timing and ther items pertaining t cmmunity invlvement. Prviding assistance t identify individuals and representatives f the varius cmmunities and stakehlder grups. A draft list is included in Appendix C. Prviding recmmendatins n sites, timing and number f cmmunity meetings/wrkshps t cnduct. The Cmmunity Meeting Recmmendatin is included as Appendix D. Prviding general meeting crdinatin including identifying and securing meeting rms, identifying ldging, preparing agendas, meeting facilitatr, develping and distributing meeting invitatins and cmmunity ntices, develping presentatin materials, facilitating interactins with cmmunity participants and BLM staff/amt members, taking ntes, identifying interpreters (as needed), and develping mailing list, based n participatin at the meetings. 1D. Deliverable: Transfer f REA utputs t BLM staff and managers. Cmmunicatins Strategy YKL REA

The fllwing list identifies target timeframes and tasks fr this deliverable. AKNHP/UA team will: Develp presentatins, within six (6) mnths f finalizing REA deliverables as utlined in the Agreement, fr BLM staff/managers and AMT land managers (suitable fr public viewing) that facilitate the use f REA prducts fr land management. Schedule meeting(s), prepare materials, develp invitee list, send save-the-date ntificatins and invitatins via email. Present a ne, 1-hur REA verview suitable fr the public, including a list f FAQ s. Lead and facilitate tw face-t-face meetings (2-4 hurs each), with webinar capability, summarizing REA prcess, utputs, and prviding advice n hw t apply REA data prducts fr BLM (and AMT) land managers. This includes ne meeting in Fairbanks and ne in Anchrage. Prvide staff as necessary t accmplish the bjective f the webinar. 1E. Specific actins, persnnel and respnsibilities t cmplete the utreach tasks fr all phases and tasks f the REA. Appendix A, Timeline fr the Cmmunicatin Strategy prvides a listing f tasks, target dates and persnnel respnsible fr all YKL REA cmmunicatin activities. General activities t create and distribute brchures and newsletters are listed here. AKNHP/UA will: - Summarize the key prcesses and findings frm key milestnes in Phase 1 and Phase 2 f the prject, as identified in the agreement between BLM and AKNHP/UA. - Mnica McTeague is the pint f cntact fr brchure and newsletter develpment - Draft YKL REA Brchure is included as Appendix E. Standards and apprach fr the brchures are: - BLM will prvide AKNHP/UA with its standards fr publicatins, which is usually set by its Public Affairs Office. - Based upn the items identified in the agreement and the Prject Timeline, alng with pre-develpment discussins between BLM and AKNHP/UA, a draft brchure r newsletter will be develped by AKNHP/UA. - AKNHP/UA will deliver the draft t BLM, prviding them with a minimum f a week t review and prvide edits back t AKNHP/UA. - AKNHP/UA will incrprate edits within 3 wrking days, and submit the final draft fr apprval t use as identified in the agreement and Prject Timeline. Distributin f brchures and newsletters will be cnducted by: - Printing f brchures and newsletters will be prvided by the BLM. - BLM and AKNHP/UA clarifying which target audiences are t receive each prduct as it is develped. - AKNHP/UA distributing the prducts t the identified target audiences. - AKNHP/UA will use electrnic distributin systems t the greatest extent practicable. Timeline fr the Cmmunicatin Strategy Framewrk & Implementatin is included as Appendix A. This timeline is a subset, and has been extracted frm the full YKL REA Prject Management Timeline. The Timeline is the Implementatin Plan. Additinal details abut tasks and target dates will be added as the Cmmunicatin Strategy is reviewed and the YKL REA is cnducted and decisins made. Additinal discussin will be added t the text as infrmatin and prducts are develped, and as needed t clarify cmmunicatins and ensure prject tasks and deliverables are cnducted in a timely and cllabrative manner.
