Centre staffing Staff delivering this qualificatin must be able t demnstrate that they meet the fllwing requirements: be technically cmpetent in the areas in which they are delivering be able t deliver acrss the breadth and depth f the cntent f the qualificatin being taught have recent relevant teaching and assessment experience in the specific area they will be teaching, r be wrking twards this demnstrate cntinuing CPD. Physical resurces Centres must be able t demnstrate that they have access t the equipment and technical resurces required t deliver this qualificatin and its assessments. Internal Quality Assurance Internal quality assurance is key t ensuring accuracy and cnsistency f tutrs and markers. Internal Quality Assurers (IQAs) mnitr the wrk f all tutrs invlved with a qualificatin t ensure they are applying standards cnsistently thrughut assessment activities. IQAs must have, and maintain, an apprpriate level f technical cmpetence and be qualified t make bth marking and quality assurance decisins thrugh a teaching qualificatin r recent, relevant experience. 3 Delivering technical qualificatins Initial assessment and inductin An initial assessment f each learner shuld be made befre the start f their prgramme t identify: if the learner has any specific learning r training needs, supprt and guidance they may need when wrking twards their qualificatin, the apprpriate type and level f qualificatin. We recmmend that centres prvide an intrductin s that learners fully understand the requirements f the qualificatin, their respnsibilities as a learner, and the respnsibilities f the centre. This infrmatin can be recrded n a learning cntract. Emplyer invlvement Emplyer invlvement is essential t maximise the value f each learner s experience. Centres are required t invlve emplyers in the delivery f technical qualificatins at Key Stage 5 and/r their assessment, fr every learner. This must be in place r planned befre delivery prgrammes begin in rder t gain qualificatin apprval. See Sectin 4: Emplyer invlvement fr mre detail. 4 Emplyer invlvement Emplyer invlvement is a frmal cmpnent f Key Stage 5 Technical qualificatins. It des nt cntribute t the verall qualificatin grading, but is a mandatry requirement that all learners must meet. As such it is subject t external quality assurance by City & Guilds. Department fr Educatin (DfE) requirements state: Emplyer invlvement in the delivery and/r assessment f technical qualificatins prvides a clear line f sight t wrk, enriches learning, raises the credibility f the qualificatin in the eyes f emplyers, parents and students and furthers cllabratin between the learning and skills sectr and industry. [Technical qualificatins] must: require all students t undertake meaningful activity invlving emplyers during their study; and be gverned by quality assurance prcedures run by the awarding rganisatin t cnfirm that educatin prviders have secured emplyer invlvement fr every student. Qualificatin apprval T be apprved t ffer City & Guilds technicals, centres must prvide an Emplyer Invlvement planner and tracker shwing hw every learner will be able t experience meaningful emplyer invlvement, and frm where sufficient and suitable emplyer representatives are expected t be surced. Centres must include in their planner a sufficient range f activities thrughut the learning prgramme that prvide a range f emplyer interactins fr learners. Centres must als plan cntingencies fr learners wh may be absent fr emplyer invlvement activities, s that they are nt disadvantaged. As part f the apprval prcess, City & Guilds will review this planner and tracker. Centres which cannt shw sufficient cmmitment frm emplyers and/r a credible planner and tracker will be given an actin fr imprvement with a realistic timescale fr cmpletin. Mnitring and reprting learner engagement Emplyer invlvement is a frmal cmpnent f this qualificatin and is subject t quality assurance mnitring. Centres must recrd evidence that demnstrates that each learner has been invlved in meaningful emplyer based activities against the mandatry cntent befre claiming the emplyer invlvement cmpnent fr learners. Centres must recrd the range and type f emplyer invlvement each learner has experienced and submit cnfirmatin that all learners have met the requirements t City & Guilds. If a centre cannt prvide evidence that learners have met the requirements t achieve the cmpnent, then the learner will nt be able t achieve the verall Technical Qualificatin. Types f invlvement Centres shuld nte that t be eligible, emplyer invlvement activities must relate t ne r mre elements f the mandatry cntent f this qualificatin. This des nt mean that emplyer invlvement in the ptinal units is nt valuable, and centres are encuraged t cnsider this wherever apprpriate. As the aim f emplyer invlvement is t enrich learning and t give learners a taste f the expectatins f emplyers in the industry area they are studying, centres are encuraged t wrk creatively with lcal emplyers. E.g. fr a guest lecture it is expected that a synpsis f the lecture and register wuld be taken which each learner and the guest speaker will have signed; expert witnesses will be identified and will have signed the relevant assessment paperwrk fr each learner they have been invlved in assessing; evidence f cntributin frm emplyers t the develpment f lcally set r adapted assignments. Quality assurance prcess As the emplyer invlvement cmpnent is a requirement fr achieving the KS5 Technical qualificatins, it is subject t external quality assurance by City & Guilds at the apprval stage and when centres wish t claim certificatin fr learners. Evidence will be validated by City & Guilds befre learners can achieve the emplyer invlvement cmpnent. Where emplyer invlvement is nt judged t be sufficient, certificates cannt be claimed fr learners. Sufficiency f invlvement fr each learner It is expected that the centre will plan a range f activities that prvide sufficient pprtunities fr each learner t interact directly with a range f individuals emplyed in the related industry. Where learners are able t interact in real time with emplyers, including thrugh the use f technlgy, this will be classed as live invlvement. 6 Mderatin and standardisatin f assessment City & Guilds externally set assignments fr technical qualificatins are designed t draw frm acrss the qualificatins cntent, and t cntribute a significant prprtin twards the learner s final qualificatin grade. They are subject t a rigrus external quality assurance prcess knwn as external mderatin. This prcess is utlined belw. Fr mre detailed infrmatin, please refer t Marking and mderatin - Technicals centre guidance available t dwnlad n the City & Guilds website. It is vital that centres familiarise themselves with this prcess, and hw it impacts n their delivery plan within the academic year. Supervisin and authenticatin f internally assessed wrk The Head f Centre is respnsible fr ensuring that internally assessed wrk is cnducted in accrdance with City & Guilds requirements. City & Guilds requires bth tutrs and candidates t sign declaratins f authenticity. If the tutr is unable t sign the authenticatin statement fr a particular candidate, then the candidate s wrk cannt be accepted fr assessment. Internal standardisatin Fr internally marked wrk 4 the centre is required t cnduct internal standardisatin t ensure that all wrk at the centre has been marked t the same standard. It is the Internal Quality Assurer s (IQA s) respnsibility t ensure that standardisatin has taken place, and that the training includes the use f reference and archive materials such as wrk frm previus years as apprpriate. Centres cannt appeal the utcme f mderatin fr individual candidates, nly the mderatin prcess itself. A request fr a review f the mderatin prcess shuld be made t appeals@cityandguilds.cm. Mderatin Mderatin is the prcess where external markers are standardised t a natinal standard in rder t review centre marking f internally marked assessments. These markers are referred t as mderatrs. Mderatrs will mark a representative sample f candidates wrk frm every centre. Their marks act as a benchmark t infrm City & Guilds whether centre marking is in line with City & Guilds standard. Where mderatin shws that the centre is applying the marking criteria crrectly, centre marks fr the whle chrt will be accepted. Where mderatin shws that the centre is either cnsistently t lenient r cnsistently t harsh in cmparisn t the natinal standard, an apprpriate adjustment will be made t the marks f the whle chrt, retaining the centre s rank rdering. In mst cases candidate wrk will be submitted directly t the mderatr fr mderatin. This includes written wrk, phtgraphic and pictrial evidence, r vide and audi evidence. Fr sme qualificatins there will be a requirement fr mderatrs t visit centres t bserve practical assessments being undertaken. This will be fr qualificatins where the assessment f essential learner skills can nly be demnstrated thrugh live bservatin. The purpse f these visits is t ensure that the centre is assessing the practical skills t the required standards, and t prvide the mderatrs with additinal evidence t be used during mderatin. These visits will be planned in advance with the centre fr all relevant qualificatins. Pst-mderatin prcedures Once the mderatin prcess has been cmpleted, the cnfirmed marks fr the chrt are prvided t the centre alng with feedback frm the mderatr n the standard f marking at the centre, highlighting areas f gd practice, and ptential areas fr imprvement. This will infrm future marking and internal standardisatin activities. City & Guilds will then carry ut awarding, the prcess by which grade bundaries are set with reference t the candidate evidence available n the platfrm. Centres retaining evidence Centres must retain assessment recrds fr each candidate fr a minimum f three years. T help prevent plagiarism r unfair advantage in future versins, candidate wrk may nt be returned t candidates.
