The key bjectives f the cnference are t prvide a frum fr schlars interested and active in the areas f research and innvatin plicy analysis t exchange ideas and present findings acrss disciplinary bundaries as well as interactin between researchers and plicy-makers/pliticians. Participants frm all cuntries and frm any relevant disciplines are welcme t submit paper abstract prpsals! Accepted prpsals will be the basis fr presentatins at the cnference. (Full papers are nt t be submitted.) We expect abut 150-200 participants. 1. Cnference sub-themes Innvatin plicy and research plicy are understd here as actins by public and semi-public rganizatins that influence, respectively, innvatin and research. Research plicy has been examined theretically and empirically fr many decades while innvatin plicy is gradually becming established as an independent plicy area. As mre and mre new initiatives are being undertaken in all parts f the wrld, new innvatin plicy instruments are being created and new public plicy agencies are being established at internatinal, natinal, reginal and lcal levels. The Lund EU-SPRI Annual Cnference 2016 welcmes bth cnceptual/theretical and empirical cntributins that prvide scientific underpinnings fr innvatin and research plicies. We welcme papers fcusing n plicies as the bject f analysis as well as papers addressing the plicy implicatins f ther related kinds f analyses. Cnference paper abstract prpsals n the fllwing sub-themes (and related nes) are encuraged: Knwledge fundatins fr research and innvatin plicies The relatinship between innvatin thery and innvatin plicy The develpment f innvatin plicy as an independent area, and its interactins with ther plicy areas (educatin, climate, health, entrepreneurship, emplyment, grwth, industrial plicies) The particular relatinships between innvatin plicy and research plicy shuld they be separate r integrated? The histry f innvatin plicy as a research area Research methds in innvatin and research plicy analysis Challenges in designing, rganizing, gverning, implementing and evaluating innvatin and research plicies (ratinales fr plicy, plicy bjectives, use f indicatrs and cmparative studies t identify plicy prblems and their causes, plicy develpment, plicy learning, etc.) The practice f innvatin and research plicies acrss different cuntries and regins (bth develped and develping cuntries/regins) Emerging themes and tpics such as: 2

Invitatin t Submit Paper Abstract Prpsals The Lcal Organizing Cmmittee hereby invites paper abstract prpsals fr presentatins t be delivered at the cnference. Nte that the full papers shall nt be submitted, althugh the presentatins at the cnference shall be based n such papers. The paper abstract prpsals will be evaluated by at least tw members f the Scientific Cmmittee. This evaluatin prcess will be managed and crdinated by the Lcal Organizing Cmmittee. Abstracts accepted will be the basis fr presentatins at the cnference by the authr(s). Participants that d nt present papers are als mst welcme t attend the cnference. T facilitate the participatin f junir researchers and fr thse travelling lng distances, the early bird registratin fee will be as lw as 100 eurs when registering befre 17th f April. Paper abstract prpsals may be submitted as general submissins r submitted t a track theme listed in the Appendix belw. Mst f the prpsals accepted will be general submissins which will then be rganized int as hmgeneus sessins as pssible. The riginality f the prpsal and its relevance fr the cnference theme and fr the track theme (if chsen) 2. The clarity and explicitness f the research aim(s) and questin(s) 3. The clarity and explicitness f the definitins f the mst central cncepts used 4. The utline f the theretical framewrks t be used (if relevant) 5. The descriptin f the empirical materials t be used (if relevant) 6. The clarity and explicitness in the descriptin f the methdlgies applied 7. Expected utcmes (scientific and plicy advances) likely t be achieved T facilitate fr the evaluatrs, the prpsals shuld use the keywrds in bld type in the seven criteria as numbered sub-headings. Appendix: Descriptin f the nine track themes (in alphabetical rder) Track theme 1: Cnceptualizing Scial Innvatin thrugh classical innvatin studies and appraches Psitining scial innvatin in the arena f innvatin cnceptualizatins has attracted significant attentin in academic debates. Hwever, these debates are nt fully capitalizing n the knwledge accumulated in classical innvatin studies and appraches in relatin t innvatin generatin and diffusin, systems f innvatin, spatial and sci-cultural aspects f innvatin. The aim f this track theme is t infrm the analytical debate cncerning scial innvatin accrdingly and reflect n cnsequent implicatins fr innvatin gvernance and plicy develpment. Research questins include (nt exclusively): - What are the bundaries if any between these different innvatin cncepts (scial, business, technlgical, etc.) r are we talking abut different aspects scial, technlgical etc. f the same phenmenn in an all-encmpassing innvatin system? - Hw d the surces (inputs, actrs), rganizatins, institutins, interactins and utputs (benefits, impacts) cmpare acrss classical and scial innvatin prcesses? - What happens if the framewrk f the market ecnmy is taken ut f the cnceptualizatin f innvatin? - Hw des scial innvatin relate t ther recent ntins such as e.g., respnsible innvatin? - What are the cnsequences fr innvatin gvernance and plicy develpment? Track theme 2: Innvatin Paradigms in the Biecnmy Fr this track theme, the interest is in explring new r alternative institutins and plicies that aim t prduce a mre ecnmically, scially and sustainable biecnmy. The biecnmy is bradly cnceived t include all activities f ecnmic significance arising frm green bilgical resurces and based n land, marine and fresh water and humans, and including related value chains, waste r by-prduct streams and ec-system services. The theme fcus is mainly - but nt 6

exclusively - n the new biecnmy, cnceived as the utilizatin f these bi-resurces as building blcks fr a wide range f gds and services that can substitute fr thse based n fssil fuels. This track welcmes papers frm all parts f the wrld that address ecnmic, scial, plicy, institutinal, gvernance r envirnmental issues, including thse that cnsider the use f an integrated apprach t explre the interrelatins amng such elements in the emergent biecnmy. Track theme 3: Can we still learn frm evaluatins? Explring new avenues in the evaluatin f STI plicies Legitimizatin and learning are the tw mst imprtant functins f evaluatins. Currently, we are faced with smewhat cnflicting trends in the evaluatin practice f STI plicies. On the ne hand, intensified calls fr maximizing the impact f public spending increases the demand fr legitimizing evidence thrugh evaluatins. On the ther hand, the increasing missin-rientatin f STI plicies and ther new, mre cmplex plicy appraches call fr evaluatin appraches which assist in the learning f plicy makers and stakehlders. In this track we want t discuss pssible avenues fr cultivating learning frm evaluatins, as well as develping a brader and mre inclusive STI evaluatin practices. Track theme 4: New avenues fr reginal innvatin plicies It is widely accepted that innvatin plicy has t adapt t different reginal cnditins, including thse in regins and industries dminated by experience-based knwledge and the DUI (Ding, Using, Interacting) innvatin mde. These regins and industries have in general little R&D-activity, and may experience prblems with the renewal f existing and the creatin f new industries. This Track Theme welcmes cnceptual and empirical papers that discuss the rganizatin, implementatin and effects f innvatin plicy beynd R&D-intensive regins and industries. Track theme 5: Inclusive innvatin plicies: Research and Plicy insights frm the glbal nrth and suth An inclusive apprach cncerns bth the glbal nrth and suth, althugh in smewhat different ways. In less advanced ecnmies, innvatin activities are acquiring a frm described by terms such as inclusive, frugal, infrmal, pr-pr and s frth. These terms aim t capture the essence f cncepts imprtant in innvatin activities in envirnments where inequality, lw skill level and/r lack f supprtive institutins prevail. In advanced ecnmies, n the ther hand, an inclusive apprach has emerged as well, but fr different reasns. Based n a view that innvativeness may be significantly increased by penness and including the users r ther stakehlders in the c-creatin and innvatin prcess, the inclusive apprach in advanced ecnmies has turned t cncepts such as pen innvatin, user-driven innvatin r demcratizatin f innvatin. Thus, inclusiveness seems t be an increasingly imprtant aspect in innvatin in bth advanced and less advanced ecnmies. We cnsider papers with the fllwing cntent, fr example, as relevant cntributins fr the theme: 8

- Analyses f plicies and practices directly r indirectly cntributing t inclusin, demcratizatin and empwerment regarding research, develpment and innvatin activities and related plicies - Analyses f bstacles t r effects f inclusive frms f innvatin and/r related plicies - Cnceptual analyses f inclusive, demcratized, frugal and scial innvatins, and related cncepts - Transfer f lessns learned frm the glbal suth t the nrth r vice versa. We aim t set up a panel discussin with plicy makers t prvide examples and discuss challenges regarding plicy implementatin, and at least ne sessin with academic papers that prvide empirical evidence abut the issue. Track theme 6: (Re)searching the critical mes level: Learning innvatin agencies and entrepreneurial ecsystems The mes level effrts f learning innvatin agencies are t play a new and increasingly imprtant rle: frm funding and crdinatin t facilitatin and rchestratin f entrepreneurial ecsystems. Herein, further understanding is needed t advance the thery and practice f: innvatin agencies in experimenting new instruments pen innvatin schemes like IP licensing, pen-surce platfrms and partnerships capital investments and crprate and university venturing fresight, intelligence and learning within innvatin agencies In additin t paper presentatins n these tpics a panel sessin will be rganized with Jse Manuel Leceta, Ttti Könnölä, Dan Breznitz, Göran Marklund (tbc), Jakb Edler and Albert Brav-Bisca. Track theme 7: Designing transfrmative change: Attempts t bridge missin-riented R&I and the dynamics f sci-technical change Grand Challenges are increasingly being accepted as reference pints fr research and innvatin plicy, and a grwing number f gvernmental strategies reflect this nrmative turn twards new missins. As Grand Challenges are highly cmplex and brad in scpe and 9

because they cut acrss techn-scientific, scietal and ecnmic dmains, cmbined R&I strategies are required. Sustainable transitins literature and reflexive gvernance appraches are tw strands f literature currently seeking slutins t tackle these far-reaching scietal prblems. The bjective f this track theme is t cnsider hw different cnceptual appraches might address aspects f gvernance fr meeting Grand Challenges. Track theme 8: Advancing urban living labs Urban living labs are prliferating acrss Eurpe as a means fr testing innvatins in buildings, transprt and energy systems. They refer t sites devised t design, test and learn frm scial and technical innvatin in real time. Despite the experimentatin taking place n the grund, there is a lack f systematic learning acrss urban and natinal cntexts. Track theme 9: Fstering innvatin and industrial develpment in glbalized innvatin systems: Plicy challenges in a multiplar wrld ecnmy The glbal ecnmy is shaped by the integratin f emerging ecnmies, in particular in Asia, int glbal innvatin and prductin netwrks. Firms in emerging markets are n lnger mere recipients f technlgical innvatin, but als drivers f innvatin and technlgical change.
