Content SFINNO database of Finnish innovations Using SFINNO data in impact assessment of Tekes 18/09/2017 2

SFINNO database of Finnish innovations 18/09/2017 3

SFINNO database of Finnish innovations Aim to capture significant (technological) innovations developed by Finnish industries in post-war period Is based on Literature Based Innovation Output (LBIO) method Innovation = commercialised invention (Oslo Manual 1997) Innovation is implementation of new or significantly improved product (good or service) or process (Oslo Manual 2005) Data 1945-2016 of ~7100 innovations, ~3100 firms & R&D organisations 18/09/2017 4

Relevance of object oriented based approach on innovation Measures innovation activities through empirical innovations Produces detailed information of innovation processes, underlying knowledge bases, etc. Provides micro-level data of of industrial renewal and technological change Object oriented innovations will be completed by subject oriented questionnaire & analysis to developers of innovations 18/09/2017 5

Trend line of innovations 1945-2016 (N=6705) 300 250 200 150 100 5 year moving average 50 Finnish innovations 1945-2016 N=6706 0 18/09/2017 6

Challenges How far represents entire population of innovations How to keep method constant but still flexible (e.g. adaptation of Click questionnaire to edit Master to new text dynamics styles of innovation) How Second subjective level are researchers behind database internal and external Third quality level control? Possible bias Fourth towards level significant innovations Maintenance and Fifth level up-to-date laborious and costly Limits to identify all types of innovations e.g. extending nature of innovations process, service & business innovations.. limits in identifying systemic or major innovations, for example integrated production-processes, ecosystems, etc. Vision to become a innovation performance indicator of industrial development, economic growth, and RTDI policy-making 18/09/2017 8

For example, Tekes has significant role in contributing to totally new innovations new innovations to global market core technology of the company N 340 288 147 48 45 18/09/2017 12

The role of Tekes funding with regard to role of Click to edit drivers Master of innovation title style development For example, Tekes has significant role in contributing to regulation driven innovations projects scientific breakthroughs licenses 18/09/2017 13

Conclusions I The era of austerity even degraded the faith in impacts of public STI funding, but also increased pressure of having empirical evidence of impacts of public STI investments Evidence based policy requires evidence based impact monitoring Broad-based Fourth quantitative level & qualitative impact assessment are needed due the Fifth level complexity and non-linearity innovation processes Impact depends (also) on factors outside STI policies or any policies Along extending scope of STI policies grows the complexity of impacts Changing role and dynamics of state & intervention Towards transformational STI policies and impact monitoring? 18/09/2017 14

Conclusions II Impact assessment increasingly a common practice growing needs of harmonization and standardization Decision-makers must be aware of inherent limitations of impact assessment much room to improve credibility and transparency `Impact via Fourth LBIO level based data a step towards evidence based impact assessment -- hence among key metrics -- required data however still scarce among nations / regions internationally Impact assessment mainly ex-post type the challenge to develop reliable ex-ante formulae to assess future impacts Benchmarking with and dissemination of best practices important in innovation agencies and any innovation policy organisations 18/09/2017 15

Conclusions III SFINNO data used also in Tekes program evaluation 18/09/2017 16
