TECHNICAL REQUIREMENTS FOR SINGLE-PHASE DISTRIBUTED GENERATION INTERCONNECTION FOR FACILITIES UP TO 10 kw A. General 1. This dcument describes technical intercnnectin requirements, fr single-phase Distributed Generatin, 10kW r less. Fr three-phase Distributed Generatin (DG) and/r Distributed Generatin larger than 10kW, please cntact GEUS Engineering Dept fr technical requirements. 2. GEUS may determine that certain specific intercnnectin lcatins and cnditins require the installatin f mre sphisticated prtective devices and perating schemes, especially when the facility is exprting pwer t GEUS. If GEUS determines an applicatin fr parallel peratin describes facilities that require additinal devices and perating schemes, GEUS shall make thse additinal requirements knwn t the Custmer at the time the intercnnectin studies are cmpleted. 3. Pint f Intercnnectin. If the Pint f Intercnnectin is defined in the Intercnnectin Agreement between GEUS and the Custmer, that definitin verrides the fllwing definitin: The Pint f Intercnnectin is defined as the net flw meter terminals f the Pwer Statin Islating Switch n the Custmer's facility side. 4. Custmer shall wn, perate, maintain, design and install the DG Facility, as necessary fr the intercnnectin f Custmer s DG Facility t GEUS s electric distributin system at the pint f intercnnectin ( Pint f Intercnnectin ). Custmer will be respnsible fr GEUS's cst t place int service, perate and maintain the Intercnnectin Facilities, and fr the csts f any ther prtective facilities which, in GEUS s sle pinin, are required r prudent in rder t prtect GEUS s System frm disruptin r damage caused by the DG Facility. The Intercnnectin Facilities shall measure bth the energy prduced by the DG Facility and any energy prvided by GEUS fr Custmer s use at the DG Site. B. Design Cnsideratins 1. The Distributed Generatin Facility equipment shall be designed in accrdance with, but nt limited t UL Standards (including but nt limited t UL 1741), IEEE Standards (including but nt limited t IEEE 1547), the Natinal Electrical Cde, the Natinal Electrical Safety Cde, the ERCOT Operating Guides, GEUS Electric Service Standards, Public Utility Cmmissin f Texas, and any ther applicable lcal, state r federal cdes r standards. 2. The DG Facility generatr shall be equipped with prtective hardware and sftware designed t prevent the generatr frm being cnnected t a de-energized GEUS circuit, and in the event f de-energizatin f GEUS facilities, the DG facility generatr shall cease t energize GEUS facilities, within the timeframes dictated by IEEE 1547. 1

3. The DG Facility generatr shall be equipped with the necessary prtective hardware and sftware designed t prevent cnnectin r parallel peratin f the generating equipment with GEUS s distributin system unless the GEUS vltage and frequency is f nrmal magnitude. 4. Prir t energizatin f the DG facility, the custmer shall submit design dcumentatin t the GEUS Engineering Dept fr review. Apprval f the design must be btained frm the GEUS Engineering Dept, prir t cnnectin f the DG facility t the Intercnnectin Facilities. 5. Prir t cnnectin f the DG Facility t the Intercnnectin Facilities, GEUS may send a representative t the DG Site t inspect and perfrm acceptance tests n the DG Facility t determine if the DG Facility cmplies with Technical Requirements and that all metering, telemetry, cmmunicatins equipment, etc., assciated with the Pint f Intercnnectin is prperly functining and receiving and transmitting accurate infrmatin. Custmer shall nt cmmence parallel peratin f the DG Facility with GEUS facilities until written apprval has been prvided t custmer, by GEUS. GEUS shall ntify Custmer as t whether r nt apprval is granted, within ten (10) wrking days frm GEUS s inspectin f the DG Facility. In the event the DG Facility des nt cmply, GEUS shall prmptly ntify Custmer in writing and shall prvide Custmer a reasnable perid f time t bring the DG Facility int cmpliance. GEUS shall have reasnable access t the DG Site at all times and shall prvide advance ntice t Custmer f the need fr GEUS presence at the DG Site, except that n advance ntice is necessary in the case f an emergency, in cnnectin with the perfrmance f GEUS bligatins impsed n it by this Agreement, r if necessary t meet GEUS s legal bligatin t prvide service t GEUS retail custmers C. Prtective functin requirements. 1. The DG Facility must have an intercnnect discnnect device, a generatr discnnect device, an vervltage trip, an under-vltage trip, an ver/under frequency trip, and an autmatic synchrnizing check. 2. GEUS shall have the right t suspend service by discnnecting in cases (i) where cntinuance f service t Custmer will, in GEUS s reasnable determinatin, endanger persns r prperty f GEUS r if there is evidence that the DG Facility peratin causes disruptin r deteriratin f service t ther custmers served frm the same grid; (ii) where GEUS reasnably determines that Custmer is failing t meet its bligatins as prvided fr under this Agreement; (iii) where GEUS has reasnable cause t believe that the requirements f this Agreement are nt being cmplied with by Custmer. D. Operatinal requirements GEUS recgnizes the imprtance f having peratinal and maintenance prcedures fr the purpse f crdinating the peratin f DG and Intercnnectin Facilities system with GEUS's Electric Operatin system. Failure t install, perate and maintain all wiring and apparatus in such cnditin and/r manner as nt t endanger persns r prperty, r t cause impairment f the Intercnnectin Facilities and DG Facility, r any f GEUS's distributin custmers, may result in GEUS discnnecting the DG Facility frm the GEUS distributin system. The Custmer's cntractrs, agents, and perating/maintenance persnnel shall be infrmed f and fllw these prcedures. Cpies f this dcument and any attachments shall be psted at the DG Facility. Accrdingly, t help ensure the prtectin and safety f DG Facility and GEUS s persnnel and prperty, the cntinued prvisin f electric service t DG Facility, the cntinued maintenance f an intercnnectin between DG Facility and Intercnnectin Facilities, and the reliable functining f GEUS's verall system peratins, the fllwing peratinal and maintenance prcedures shall be bserved. 1. The DG Facility shall be respnsible fr prtecting its generating equipment in such a manner that GEUS system utages, shrt circuits r ther disturbances including zer sequence currents and ferrresnant ver-vltages d nt damage the DG Facility's generating equipment. The DG Facility's prtective equipment shall als prevent unnecessary tripping f GEUS breakers that wuld affect GEUS's capability f prviding reliable service t ther custmers. 2

2. Circuit breakers r ther interrupting devices at the Pint f Intercnnectin must be capable f interrupting maximum available fault current frm either directin. 3. The Custmer shall furnish and install a manual generatr discnnect switch (electrically between the DG Facility and the custmer s lad), and it shall be accessible t GEUS persnnel and capable f being lcked in the pen psitin. The custmer shall als furnish and install a manual intercnnect discnnect switch (electrically n the GEUS side f the net flw meter), and it shall be accessible t GEUS persnnel and capable f being lcked in the pen psitin. The manual intercnnect discnnect switch shall be physically lcated next t the net flw meter. The Custmer shall fllw GEUS's switching, clearance, tagging, and lcking prcedures. E. Preventin f interference. 1. Vltage. The Custmer will perate its generating equipment in such a manner that the vltage levels n GEUS are in the same range as if the generating equipment were nt cnnected t GEUS's system. The DG Facility shall have an autmatic methd f discnnecting the generating equipment frm GEUS if a sustained vltage deviatin in excess f +5.0 % r 10% frm nminal vltage persists fr mre than 30 secnds, r a deviatin in excess f +10% r 30% frm nminal vltage persists fr mre than ten cycles. The DG Facility may be recnnected when GEUS vltage and frequency return t nrmal range and the system is stabilized. 2. Flicker. The DG Facility shall nt cause excessive vltage flicker n GEUS s distributin system. This flicker shall nt exceed 3.0% vltage dip, in accrdance with Institute f Electrical and Electrnics Engineers (IEEE) 519 as measured at the Pint f Intercnnectin. 3. Frequency. The perating frequency f the DG Facility shall nt deviate mre than +0.5 Hertz (Hz) r 0.7 Hz frm a 60 Hz base. The DG Facility shall autmatically discnnect the generating equipment frm GEUS within 15 cycles if this frequency tlerance cannt be maintained. The DG Facility may be recnnected when GEUS vltage and frequency return t nrmal range and the system is stabilized. 4. Harmnics. In accrdance with IEEE 519 the ttal harmnic distrtin (THD) vltage shall nt exceed 5.0% f the fundamental 60 Hz frequency nr 3.0% f the fundamental frequency fr any individual harmnic when measured at the Pint f Intercnnectin. 5. Fault and line clearing. The DG Facility shall autmatically discnnect frm GEUS within ten cycles if the vltage n ne r mre phases falls belw 70% f nminal vltage. This discnnect timing als ensures that the DG Facility is discnnected frm GEUS prir t autmatic re-clse f breakers. The DG Facility may be recnnected when GEUS vltage and frequency return t nrmal range and the system is stabilized. 6. Inspectin and start-up testing. The Custmer shall prvide GEUS with ntice at least tw weeks befre the initial energizing and start-up testing f the DG Facility and GEUS may witness the testing f any equipment and prtective systems assciated with the intercnnectin. The Custmer shall revise and re-submit the applicatin with infrmatin reflecting any prpsed mdificatin that may affect the safe and reliable peratin f the GEUS distributin system. 7. Site testing and cmmissining. Testing f prtectin systems shall include prcedures t functinally test all prtective elements f the system up t and including tripping f the generatr and intercnnectin pint. Testing will verify all prtective set pints and relay/breaker trip timing. GEUS may witness the testing f installed switchgear, prtectin systems, and generatr. The Custmer is respnsible fr rutine maintenance f the generatr and cntrl and prtective equipment. The Custmer will maintain recrds f such maintenance activities, which GEUS may review at reasnable times. 8. Metering. At a minimum, tw meters shall be required (ne t mnitr the utput f the DG facility, and the ther meter t mnitr the net flw between GEUS and the custmer). GEUS shall supply wn, and maintain all necessary meters and assciated equipment t recrd energy flw. The Custmer shall supply at n cst 3

t GEUS suitable lcatins n its premises fr the installatin f GEUS's meters and ther equipment. Meter lcatins shall be within ten feet f each ther. Prcurement and installatin f meter bases are the respnsibility f the custmer. By signature belw, custmer agrees t the terms and cnditins stated within this dcument. DISTRIBUTED GENERATION FROM RENEWABLE RESOURCES RIDER Applicatin: This Rider is available t any retail cnsumer receiving electric service under a GEUS electric rate schedule wh wns and perates an n-site generating system pwered by a renewable resurce capable f prducing nt mre than 10 kw f pwer, and wh intercnnects at singlephase with GEUS electric system. Renewable energy technlgy is any technlgy that exclusively relies n an energy surce that is naturally regenerated ver a shrt time and derived directly frm the sun, indirectly frm the sun, r frm mving water r ther natural mvements and mechanisms f the envirnment. Renewable energy technlgies include thse that rely n energy derived directly frm the sun, n wind, gethermal, hydrelectric, wave, r tidal energy, r n bimass r bimass-based waste prducts, including landfill gas. A renewable energy technlgy des nt rely n energy resurces derived frm fssil fuels, waste prducts frm fssil fuels, r waste prducts frm inrganic surces. This Rider applies t a cnsumer-wned generating system that primarily ffsets part r all f the cnsumer s electric service prvided by GEUS. Cnditins f Service: All charges, character f service, and terms and cnditins f the GEUS Rates fr Electric Service under which the cnsumer receives service apply except as expressly altered by this Rider. The cnsumer shall cmply with the current GEUS Technical Requirements fr Single-Phase Distributed Generatin Intercnnectin fr Facilities up t 10 kw and any revisins t the requirements. The cnsumer shall btain apprval frm the GEUS befre the cnsumer energizes the cnsumer s n-site generating system r intercnnects it with the GEUS electric system. The cnsumer shall submit t GEUS a cmpleted intercnnectin applicatin frm and signed agreement. The minimum term f an agreement under this Rider is ne year, extended autmatically unless terminated by either party with sixty days written ntice. The cnsumer is respnsible fr the csts f intercnnecting with GEUS electric system, including transfrmers, service lines, r ther equipment determined necessary by GEUS fr safe installatin and peratin f the cnsumer s equipment with GEUS system. The cnsumer is respnsible fr any csts assciated with required inspectins and permits. Metering: Metering under this Rider shall be perfrmed by a single meter capable f registering the flw f electricity in tw directins (delivered and received) t determine the cnsumer s net energy flw. An additinal meter, installed at the utput f the DG (Distributed Generatin) facility, shall be required t enable GEUS t verify and mnitr the utput f the DG facility. Rate: In a billing mnth after a cnsumer receives apprval t intercnnect the cnsumer s n-site generating system frm GEUS, if the energy delivered by the cnsumer s apprved system t GEUS electric system exceeds the amunt f energy delivered by GEUS t the cnsumer, GEUS shall credit the cnsumer s accunt fr the energy generated as described belw. The mnthly credit, if any, is calculated as fllws: Each kwh delivered frm the cnsumer s apprved system t GEUS electric system in excess f the kwh delivered by GEUS is multiplied by the Fuel Adjustment Charge (FAC) as defined in Appendix A f GEUS Rates fr Electric Service. Any credit shall be applied t the electric service charges due frm the cnsumer t GEUS.

GEUS will a. Apprve and sign the Applicatin fr Intercnnectin and Parallel Operatin f Distributed Generatin r reject the applicatin. i. If GEUS apprves the applicatin, Custmer may begin the installatin f the system. ii. If GEUS rejects the applicatin, GEUS will prvide the Custmer with written justificatin f why the applicatin was rejected. 4. Custmer/Cntractr is respnsible fr btaining Electrical Permit frm the City f Greenville Cmmunity Develpment, lcated at 2315 Jhnsn St, Greenville, TX 75401. 5. Cntractr installs the system. 6. Custmer will ntify GEUS when installatin is cmplete and GEUS will cnduct a final inspectin. 7. GEUS will cnduct an Inspectin within tw (2) weeks f ntice a. If the system passes the Inspectin, GEUS will prvide the Custmer with signed authrizatin t intercnnect (Applicatin fr Intercnnectin and Parallel Operatin f Distributed Generatin) b. If the system des nt pass the Inspectin, GEUS will require the Custmer t make any crrectins necessary fr the system t meet all requirements utlined in the Technical Requirements fr Distributed Generatin Agreement. 8. Once the Custmer receives written authrizatin frm GEUS t intercnnect with the utility system, the Custmer may cmmence with parallel peratins.
