GLENSIDE FIRE PROTECTION DISTRICT MINUTES OF THE REGULAR MEETING SEPTEMBER 13, 2016 OF THE BOARD OF TRUSTEES AT 5:30 PM I. CALL TO ORDER: President Kosiara called to order the regular meeting for Glenside Fire Protection District Board of Trustee s at 5:30 P.M. II. III. IV. PLEDGE TO THE FLAG: The pledge of allegiance to the flag of the United States of America was recited. The pledge was led by Administrative Assistant Laura Haiden. ROLL CALL: Present were President Kosiara and Secretary Osborn. Treasurer Christopher was absent. Trustee Osborn requested that the meeting minutes reflect that Chief Wood, Deputy Chief Reid and Controller Jim Turi were also in attendance. MINUTES OF PREVIOUS TRUSTEES MEETINGS The regular session meeting minutes for the Board of Trustee s meeting held on August 9, 2016 were presented for review. Trustee Kosiara motioned to approve and file the regular meeting minutes of August 9, 2016. The motion was seconded by Trustee Osborn. Trustee Kosiara asked the record to reflect that there was unanimous approval of the motion with all members in attendance voting. V. FINANCIAL REPORTS A. Controller s Report Controller Turi provided the financial report for the month of August, 2016 noting the starting cash and investments for the District. Controller Turi said that four months of the fiscal year have been completed and that property taxes were received from the County. Chief Wood commented that the Illinois Funds account will remain open at least 6 months into this fiscal year before being closed. He also stated that with the receipt of the county taxes, funds will be moved back into the West Suburban Bank money market as they had been adjusted to the start of the fiscal year. Trustee Kosiara motioned to accept and file the Controller s Report as presented, and pay all accounts payables and payroll as
presented for July in the amount of $327,337.90. The motion was seconded by Trustee Osborn. Roll Call Vote: Trustee Kosiara aye Trustee Osborn- aye Trustee Christopher absent Motion carried. B. Other Items from the Controller Controller Turi stated that Thomas Sawyer of Sawyer Falduto Asset Management LLC was present to make a presentation to the Board. Mr. Sawyer addressed the Board and provided a synopsis of the District s invested assets with his organization in a detailed handout. Mr. Sawyer reminded the board members that investments were all risk free and investments were primarily in treasury bills with maturity from three to five years. Mr. Sawyer went over the gross and net year to date performance review and the year to date monetary rate of return. Mr. Sawyer asked if there were any questions. Chief Wood asked about the availability of cash from the account if needed. Mr. Sawyer replied that all funds were accessible within 24 hours. Mr. Turi asked Mr. Sawyer s opinion of the market and on the volatility of expectations of interest rates increasing. Mr. Sawyer responded that the geo-political status with the market is fundamentally good. Mr. Sawyer thanked the board for their time and the opportunity to address them and left the meeting. Chief Wood stating that after reviewing the investments and taking into consideration the information just provided by Sawyer Falduto, that he would like the Board to consider increasing the investments in the Schwab account versus opening a new CD. The board agreed and a transfer will take place at a later date. VI. LEGAL ISSUES A. Attorney Report Chief Wood reported that there were no legal issues for our District and that the attorney would be in attendance for the October board meeting. B. Other items from the Attorney There were no other items from the Attorney. VII. ANNOUNCEMENTS A. Fire Commissioners Deputy Chief Reid said the Commissioners will be meeting on Thursday, September 15, 2016. The only new business on the agenda
will be to discuss the Lieutenant Testing for 2017. The next meeting will be scheduled for December 15, 2016. B. Foreign Fire Insurance Board Chief Wood said there is no current meeting scheduled, the previous meeting was cancelled due to lack of quorum. C. DuComm Report Chief Wood said a meeting was held today and Downers Grove was in attendance. The majority of the meeting s conversation was regarding the new site. DuComm has provided a down payment to move forward with the process. Trustee Kosiara, as a DuComm Executive Board Director noted that additional funds were also be sought from the ETSB. D. Other Announcements Chief Wood thanked the Board and members of the District for the support show to him and his family during the loss of his father. Chief Wood said that the Village of Glendale Heights Patriot Day was a success although it appeared that the audience was dwindling from year to year. The Health and Safety Fair will take place on Wednesday, October 5 th at the Village s Sports Hub from 5PM 7:30 PM this year. The district will be in attendance to deliver public education fire safety messages, assist with the teddy bear clinic as well as a variety of other activities. The District will be hosting a private family bowling event on October 30 th for its members. Chief Wood said that Bloomingdale Fire District recently received an ISO 1 rating. Glenside will be re-evaluated in the next couple of months. The District received a thank you from the Village police department for attending the National Night Out event. Firemen from Glenside and Bloomingdale District participated in the dunk tanks. The Glenside Library s Annual How To Fest will take place on Saturday. The District is one of the locations and will provide fire extinguisher training. Deputy Chief Reid provided a review of the side by side burn that will take place at noon at the Show and Shine Car Show on Sunday. One room will have a fire that is extinguished with a fire sprinkler head versus the second room that does not and requires the fire to be put out by a fire hose. Our intentions are to capture the demonstration on video to use in the future. Safety Saturday is also taking place at the DuPage County Fairgrounds this Saturday. The District will have members in attendance and will also assist with the helicopter landing.
This year s Fishing Derby and Harvest Fest will take place on October 1 st through the Village of Glendale Heights. They will be honoring both Mark Hartigan (retired police officer) and Jerry Pelletier (part-time firefighter) both recently deceased by renaming the Fishing Derby in their names. The annual DuPage 100 Club dinner will take place on October 26 th in Naperville. Attendance RSVP s should be provided to Chief Wood as soon as possible. VIII. OLD BUSINESS A. Apparatus and Facilities Deputy Chief Reid said the new pickup has been received and the cap is on order. The District is expecting to receive the plow in October as well as have the vehicle fitted with lights, lettering and any other finishing details. During September and October most preventive maintenance will take place for all vehicles in the fleet. The new mule had a recall for its floor boards. It has been dropped off and will not be returned for several weeks. Deputy Chief Reid said that as far as facilities and the District s building are concerned, all are good. B. Review Board of Trustees Policy & Guidelines To be held until the October board meeting. C. IT/IS Upgrades Lt. Lipowski provided an update on the current District upgrades occurring to hardware and software in the station. He reported that all members are now in the ICloud. Lt. Lipowski said that now FOIA (Freedom of Information Act) requests will be easier to process when the need arises to search through email information. There is a current two year email record history being kept on file. Sound Incorporated will be adding and replacing cameras throughout the station and are on schedule to start installing on September 20 th. Lt. Lipowski thanked the board for their approvals on the IT cameras. D. Other Old Business There was no other old business. IX. NEW BUSINESS A. Annual Treasurer s Report The annual treasurer s report is to be signed by Treasurer Christopher. Publication will then be made as required by state statute to advertise that the Annual Treasurer s report and the annual audit 2015-2016 are available for public inspection at the District station.
Trustee Kosiara motioned to accept the Annual Treasurer s Report as provided. The motion was seconded by Trustee Osborn. Trustee Kosiara asked the record to reflect there was unanimous approval of the motion with all members in attendance voting. B. Retirement Letter Chief Wood informed the board that Deputy Chief Reid has submitted his retirement letter and designated March 3, 2017 as his last day with Glenside Fire. He noted that DC Reid thanked the Chief and trustees for the opportunities given to him and that he is moving on to the next phase in his life. Trustee Kosiara motioned to accept the resignation letter from Deputy Chief Reid. The motion was seconded by Trustee Osborn. Trustee Kosiara asked the record to reflect there was unanimous approval of the motion with all members in attendance voting. Chief Wood said that he has been looking into the possibility of internal candidates since he received the notification and has two interested parties. There will be more information at the October board meeting. C. Other New Business There was no other new business. X. PUBLIC COMMENTS/QUESTIONS Trustee Kosiara solicited any comments or questions from the public audience. There were none. XI. ADJOURNMENT The next regularly scheduled meeting of October 11, 2016 will take place at the regular time of 5:30 PM at 1608 Bloomingdale Road, Glendale Heights, Illinois.
