Carroll County Board of Education Minutes of Board Meeting June 16, 2016 The Carroll County Board of Education met in Executive Session in the J. M. Gammon Board Room in the Administrative Building, 164 Independence Drive, Carrollton, GA at 6:30 p.m. on Thursday, June 16, 2016. The following members were present: Dr. Jon Anderson, Chair; Mr. Chris Gammon, Mr. Donald Nixon, Mr. Bart Cater, Mrs. Denise Askin and Mr. Rob Cleveland. Mrs. Sandra Morris, Vice Chair, was absent. I. The Board voted to meet in Executive Session at 6:30 p.m. to discuss the future acquisition of real estate, personnel and pending or threatened litigation. Motion by Mrs. Denise Askin, seconded by Mr. Rob Cleveland. The members were polled: YES YES YES ABSENT YES YES YES Motion carried (6 0) Mrs. Sandra Morris, Vice Chair, was present at 6:45 p.m. II. Dr. Jon Anderson called the Public Meeting to order at 7:00 p.m. The Carroll County Board of Education met in the J. M. The following members were present: Dr. Jon Anderson, Chair; Mrs. Sandra Morris, Vice Chair; Mr. Chris Gammon, Mr. Donald Nixon, Mr. Bart Cater, Mrs. Denise Askin and Mr. Rob Cleveland. I. The meeting was opened with the pledge of allegiance to the flag and the invocation by Mr. Donald Nixon. Dr. Jon Anderson welcomed the visitors. The hosts for the Board Meeting were: Mrs. Tricia
Langford, Principal at Temple Elementary School and Mrs. Beth Chandler, Principal at Glanton Hindsman Elementary School. II. Dr. Christi Teal, Assistant Superintendent of Human Resources & Student Services, and Mr. Scott K. Cowart, Superintendent, recognized the A.P.P.L.E. Award Winner for Leadership Employee of the Month. Mr. Jared Griffis, Principal at Central High School, was the recipient of the award. Mr. Griffis was presented a plaque and a gift from American Pie, a business partner for Carroll County Schools. III. Mr. Terry Jones, Assistant Superintendent of Administrative & Support Services, and Mr. Scott K. Cowart, Superintendent, recognized the Highest Student Attendance awards for month 9. The schools with the highest attendance for month 8 were Group Teaching: Mt. Zion High School, Group Learning: Bowdon Elementary School and Group Leading: Ithica Elementary School. Each school was presented a certificate. Mt. Zion High School, Bowdon Elementary School and Ithica Elementary School were also recognized as the 2015 2016 Annual Attendance Winners. Each school was presented with a trophy and certificate of recognition. IV. Dr. Dana Harman, Assistant Superintendent for Teaching and Learning, and Mr. Scott K. Cowart for the Minutes of the Board Meeting on May 12, 2016, the Called Board Meeting on May 25, 2016, the Called Board Meeting on June 2, 2016, and the Work Session on June 13, 2016. GBRL: Employee Dress Code The Members were polled: IX. In his monthly report, Superintendent Scott K. Cowart spoke on the following: BMS, TMS, VRES, SCES, CES & TES received 2016 National Beta School of Merit Awards Kevin Bonner, VRHS Graduate, was honored as a Positive Athlete of Georgia winner. John Payne was the 2016 Carroll County Bus Roadeo winner. Several Carroll County Schools have held summer camps. Dallas Holm, Central High School student, received a Legacy Scholarship through the Montgomery Family Foundation. Trent Paul and Drew Harris, Central High School students, received Carroll EMC Scholarships. Providence Elementary School dedicated the walking track after Martha Ann Smith. Carroll County Schools held its annual summer Leadership Advance. Carroll County Schools held a two day Summer Curriculum workshop. Several Carroll County School students signed letters of intent. Upcoming dates to remember. The 2016 theme for Carroll County is 24 Strong. X. Dr. Jon Anderson, Chair, opened the Third Public Hearing on the budget at 7:15 p.m. Mr. Scott Cowart reviewed information on the FY17 tentative budget recommending that the Board approve the 2016 17 budget. The budget is for $117,653,813.30 in revenue, $117,619,216.52 in expenses, with a balanced budget of $34,596.78 and a projecting ending fund balance of $15,300,000. These numbers are based on a projected millage rate of 19.5. Discussion followed. Motion by Mr. Bart Cater, seconded by Mrs. Sandra Morris to adopt the FY17 budget as presented by Mr. Scott Cowart. Mr. Scott Cowart recommended that the Board approve the purchase of a.63 acre lot next to the North CCA from Mr. Richard Sauls for $60K plus closing cost and to move forward with developing the property as additional parking for Villa Rica High School. Discussion followed. Motion by Mr. Rob Cleveland, seconded by Mr. Chris Gammon to approve the purchase of a.63 acre lot next to the North CCA building at VRHS. The members were polled: XII.
