BETHEL TOWNSHIP BOARD OF SUPERVISORS MINUTES March 19, 2018 The Bethel Township Board of Supervisors meeting was called to order by Chairman Jacob Meyer at 7:03 p.m. in the Bethel Township Meeting Room, Bethel PA. Attending the meeting were Jacob Meyer, Mike Graby and Lee Groff. Also, in attendance were Solicitor, Eugene Orlando Jr., Engineer, Gary Kraft and Township Secretary Treasurer Jayne Seifrit. Several interested residents were in attendance. Public Comment on Agenda Hearing of Visitors Rik Longacre was present to discuss the outcome of the site meeting along Old Route 22 last week, which he was unable to attend. Last month he stated there was an offer for assistance for pothole repair. Rik Longacre stated the site meeting then morphed into pothole and milling shoulder work. The cost to do what was discussed at the site meeting is too much and they are looking at a workable compromise. Rik Longacre offered $20,000.00 which would include doing pothole and shoulder repairs from Midway road to Route 419, then also pothole repairs as needed to other section of Old Route 22. The Board discussed compromise. Eugene Orlando stated the easiest way to make it happen would be to amend the DIA to include what is agreed upon. Lee Groff made a motion to accept Schlouch s repairing Old Rout 22 from Midway Road and 419 as noted on estimate from March 16, 2018 items 100 and 110 and include 120 and 140 for pot hold repair and amending the DIA, seconded by Mike Graby. All agreed. Motion carried. Lee Groff made a motion to sigh the amendment to the DIA between meetings, seconded by Jake Meyer. All agreed. Motion carried. Approval of Minutes Mike Graby made a motion to approve minutes from February 19, 2018, seconded by Lee Groff. All agreed. Motion carried. Mike Graby made a motion to approve minutes from February 27, 2018, seconded by Jake Meyer. All agreed. Motion carried. Supervisors Comments Lee Groff Lee Groff stated the business cards are in the process of being made by Little Mountain Printing. Jacob Meyer Jake Meyer stated he attended the Berks County Planning Commissions Tulpehocken Region meeting concerning the County Comprehensive Plan. He stated he was surprised that they only had four warehouses in Bethel and did not have the reality and potential for the other ones. He believes they are on track now. Jake Meyer stated he attended and took the test on the Spotted Lanternfly. Lee Groff also attended workshop. Jake Meyer stated the EAC might do an educational meeting for our area on the Spotted Lanternfly. Mike Graby Mike Graby made a motion to give Robbi Lane a dollar more an hour. Jake Meyer and Lee Groff asked a couple of questions. Jake Meyer asked if there is a motion,

Mike Graby restated he makes a motion to give Robbi Lane a raise of $1.00 per hour, seconded by Lee Groff. All agreed. Motion carried. Full copy of the report will be filed with the official minutes. Chief Murphy stated the new police vehicle has been in service for two weeks. Emergency Management Coordinator - Randy Behney Safety Meeting date There is a Zoning Hearing the second Wednesday in April, do we want to move the meeting to April 18 th. The Board of Supervisors stated the 18 th works for them. Randy Behney stated he attended training and there is a way of communicating with Schuylkill County. He will share at the Safety Meeting. Randy Behney stated he got the batteries from RMI. He has it in his pager and is currently charging the other pager. Randy Behney stated he and Lee Groff need to get together. Road Master Report Pete Davis Weed Spraying Pete Davis stated we received two quotes for weed spraying, Ehrlich is $1895.00 and DBI is $1249.00. Lee Groff made a motion to have BI do the weed spraying, seconded by Mike Graby. All agreed. Motion carried. Line Painting Pete Davis said he sent in the paperwork to have about 5 miles of double yellow lines and edge white lines done. He mentioned Brown Road definitely needs to be done. Randy Behney stated the State said they would paint the lines on the roads used to detour traffic from I-78, Brown Road being one of them. Old Route 22 Pete Davis met with an estimator about Old Route 22, he gave the Board the estimate. No figures were shared. Pete Davis stated Penn DOT Municipal Rep. Charlie Paris said the Township should do the minimum maintenance to the road. Flag Pole at Frystown Park Pete Davis said the light doesn t work because the wires are disconnected. They will look into the issue. Jayne Seifrit stated the flag is tattered as well as the one at the Township Office has just been replaced. We need to get replacements. Donald Daub stated he received a brochure with flags. We will hold off ordering until we compare prices. Place on Tuesday s agenda.

Mack Truck Pete Davis said the Mack truck is at EM Kutz. Solicitor Eugene Orlando Jr Agriculture Security Area Applications and 7-year review Eugene Orlando stated the hearing was held earlier. If the Board wishes to take action the Resolution has been prepared. Lee Groff made a motion to adopt Resolution 2018-22, seconded by Mike Graby. All agreed. Motion carried. Transportation Impact Fee Eugene Orlando stated the hearing was held earlier. IF the Board wishes to take action the Ordinance has been prepared. Jake Meyer made a motion to adopt Ordinance 2018-01, seconded by Mike Graby. All agreed. Motion carried. 41 Martha Dr. DGI Berks Property Eugene Orlando stated the Letter of Credit for the Maintenance Period has been a nightmare, so they are doing a bond. Concrete Safety Systems Gary Kraft stated it is hard to see the improvements that were supposed to have been done as part of a 1999 plan as there is product within the area. He believes the escrow could be released as there would be no impact to the Township. Lee Groff made a motion authorizing the release of escrow funds collected as part of the 1999 plan, seconded by Jake Meyer. All agreed. Motion carried. Tiger s Den Holding Tank Eugene Orlando stated he has contacted DEP concerning the hook up to a private sewer system and will contact the owner of the private sewer plant. Holding Tanks Eugene Orlando stated we will getting new holding tank agreements out to the current owners of the two properties that have holding tanks and were sold. LST Eugene Orlando stated he is still working on the process for the Local Services Tax. He has contacted DCED but has not heard back from them. Recently he has gotten the contact name and number for the correct person at DCED Engineering Gary Kraft Musser Gary Kraft stated we are waiting until roadway repairs are made. Sketch Plan for Singh The Township received an email requesting a meeting with the Township Engineer and Zoning Officer to look over plans for a project in the Township. Jake Meyer made a motion authorizing the Township Engineer and Zoning Officer meet concerning plan condition on the property owner post an escrow in the amount of $2500.00 to be used for the billing for meetings, seconded by Lee Groff. All agreed. Motion carried. Sheetz nothing new Municipal Authority Mike Graby Mike Graby stated the Authority is having their audit on April 5, 2018. The Authority is getting rid of a copier, Mike asked if the Road Department could have it. The Authority said they could. Library Board Mike Graby Proclamation Lee Groff made a motion authorizing the Chairman sign the Proclamation, seconded by Mike Graby. All agreed. Motion carried. The Library requested a picture, so Jake Meyer will be in touch with the Library for the photo.

Recreation Board Lee Groff Lee Groff stated the Rec. Board would like authorization to place the port-a-pot at the park again this year at a cost of $70.00 per month. Lee made a motion authorizing rental of porta-pot, seconded by Mike Graby. All agreed. Motion carried. Lee Groff stated they requested trash bags for the Frystown Playground. Hometown Hero Banners The Rec Board would like the banner put up the first week of May. Tree Lighting The Rec Board is going to contact the Borough of Jonestown to see about inground base. They have already set the dates for 2018 for the Tree Lighting Event. Environmental Advisory Council Jake Meyer Jake Meyer stated they talked about the Spotted Lantern Fly and working with Camp Swatara for an educational event. They are gearing up for marking the drains to the Chesapeake Bay watershed. Jake Meyer stated they have offered to again sponsor the Junk Fair prizes at the Bethel Elementary School. Jake Meyer made a motion authorizing sending the check for the junk fair to the school, seconded by Lee Groff. All agreed. Motion carried. Unfinished Business Welcome Sign no action Policy revisions Jake Meyer stated they will be completed soon; he hopes to get with Donald Daub soon. No new action Weidner Bridge nothing new to report Sewer gases in Township Office Lee Groff asked if Pete Davis could look in the vent pipe to be sure it is not blocked. Recycling nothing new at this time A resident stated he could not have Waste Management pick up his recycling because it was noted on his account that the Township has a recycling program and they are not to pick up. The Board would like to see it in writing. Act 44 need to get committee members, no action Quarterly Staff Meetings - March 26, 2018 at 10:00 am in the Township Office. Lee Groff will put an agenda together. NIMS Lee Groff stated they should pick a night, they will wait until after State Conference. Act 209 Transportation Impact need to form a committee, no action Crossing Guard Jake Meyer did speak to the Superintendent at the School. The Superintendent will check into and get back to Jake Meyer. New Business Jake Meyer read a thank you for the patching of Little Mountain Rd. Waste Management Agreement Mike Graby made a motion to authorize Chairman to sign agreement, seconded by Lee Groff. Al agreed. Motion carried. Met-Ed Jayne Seifrit stated the Met-Ed accounts are not under any contracts at this time. There have been several people contacting the Township to sign with them for generation

rates. Lee Groff made a motion to stay with Met-Ed, seconded by Mike Graby. All agreed. Motion carried. Payment of Bills Payment of bills from the general fund from check 32213 32237, state aid 161 and street light 187. Mike Graby made a motion to approve payment of the bills, seconded by Jake Meyer. All agreed. Motion carried. Public Comment Ken Norton asked if the raise that was approved earlier in the meeting was in the budget.
