January 7, 2019 Shelley Longmuir Chair, Nominating Committee Western Electric Coordinating Council Dear Ms. Longmuir: Pursuant to S 6.4.2.1 of the WECC Bylaws, the Nominating Committee shall prepare and present, to the Members, a slate of candidates for consideration to the Board. Further, this Section of the Bylaws allows the Nominating Committee to consider an incumbent Director who is willing to stand for reelection. As you know, my term on the Board of the Western Electricity Coordinating Council will end at the adjournment of the Annual Member Meeting in September of 2019. Please accept this letter as my request for consideration for reelection. I am aware that this commitment includes, but is not limited to, preparation for and attendance of quarterly board meetings as well as participation with various committees and other work groups. Over the past 42 years, I have dedicated my life to leading and advancing the electric and gas energy industry through dramatically changing market conditions. For 28 of those years, I have held senior leadership positions and have been responsible for developing and launching new regulations, technologies, practices and protocols that are used throughout the industry today. I have worked in and been responsible for virtually every segment of the energy utility industry (from accounting, finance, regulatory, customer services, marketing, planning, engineering, construction and operations). In December of 2017, I was unanimously nominated by the Nominating Committee to fill a vacant director position. In January of 2018, I was elected by the Members to serve on the Board. Throughout 2018, I have served as an Independent Director and have been a member of the Finance and Audit Committee and the Human Resource and Compensation Committee. During that time, I have participated in all matters related to these committees and have gained considerable insight and detailed knowledge on issues currently impacting the WECC. In December of 2018, I have transitioned over to be a member of the Governance Committee and to Chair the WECC Standards Committee. Over the next couple of years, the WECC will face considerable challenges as we transition the Reliability Coordination responsibilities in the west and as we address reliability challenges pertaining to convergence of electric and gas supply related issues. My past responsibilities in the utility sector along with my knowledge gained while serving on the WECC Board make me an ideal candidate to help shepherd the WECC forward as we face these and new challenges to come. PROFESSIONAL EXPERIENCE Operations Management was the Chief Development Officer, for San Diego Gas & Electric (SDG&E). SDG&E is a regulated subsidiary of Sempra Energy, a San Diego-based Fortune 500 energy services holding company whose subsidiaries provide electricity, natural gas and value-added products and services. SDG&E provides service to 3.4 million consumers through 1.4 million electric meters and 860,000 natural gas meters in San Diego and southern Orange counties in Southern California. In this capacity, Avery was responsible for establishing the long-term vision for the SDG&E and for capitalizing on new technologies, policies and initiatives that will lead SDG&E into the future. Before assuming these responsibilities, Avery was responsible for the company s electric energy and fuel procurement, electric generation planning and operations, transmission and distribution planning, operations and engineering, major project development and smart grid policies and initiatives. During his tenure with SDG&E, Mr. Avery was directly responsible for creating over $7 Billion in market value for the company. Prior to joining SDG&E in January 2001, Mr. Avery was a consultant with R.J. Rudden Associates, one of the nation s leading management and economic consulting firms specializing in energy and utility matters. Prior to joining R.J. Rudden Associates, Mr. Avery functioned as the chief executive officer of the electric and gas operations at Citizens Utilities Company, a multi-service organization that provided electric, gas, telecom, water and wastewater services in over 20 states across the nation. Mr. Avery has successfully managed a diverse group of energy companies with operations in five states. Functioning as the chief executive over the energy operations of Citizens Utilities Company, Mr. Avery was responsible for managing the P&L of this rapidly growing enterprise, while assimilating new acquisitions into the core business unit. As a part of these responsibilities, Mr. Avery was responsible for and worked closely with the Kauai Electric Company. During his tenure at Kauai Electric, Mr. Avery was responsible for the total rebuild of the System in the aftermath of Hurricane Iniki. Utility Ratemaking and Regulatory Policy Mr. Avery has participated in a wide variety of regulatory proceedings, developing detailed studies and providing expert testimony before the FERC, the Alberta Energy Utilities Board and numerous state regulatory bodies on such issues as: Distributed Generation including Energy Storage, Renewable Energy Integration, Electric Vehicle Grid Integration, Generation Operations including Siting and Expansion, Cost-of-Service and Cost Allocation, Transmission Pricing and Wheeling Rates, Transmission Planning, Design, Siting and Congestion, Energy Production and Fuel Adjustment Mechanisms, Rate Design including Marginal and Imbedded Costs and Cost Allocation, and Mergers and Acquisitions. In addition, Mr. Avery has prepared filings and proposals for the restructuring of the electric industry, the formation and operation of ISO/RTO operations and has been instrumental in unbundling rates and services to compete in a competitive marketplace. Integrated Resource Planning including Demand Response and Energy Efficiency Mr. Avery has been responsible for the development of the California State Load Order that facilitates the utilization of Energy Efficiency, Demand Response, Renewable and Conventional Resources and Distributed Generation. Having operated in various regions of the country, Mr. Avery has extensive experience with developing and implementing plans across a geographically diverse region. In addition to developing and implementing resource plans, Mr. Avery has been responsible for the re-engineering of generation dispatch models to integrate intermittent distributed generation resources.
