Following a productive call with Ms. Irwin, and a thorough review of the staff recommendations, Fifth Point fully recognizes the recommendations and intends to assist the Sigma Nu chapter (Epsilon Rho) at Michigan State University in complying with the recommendations. In addition to the staff recommendations, Sigma Nu Fraternity, Inc. has established a plan of action and sanctions related to the operations of the Epsilon Rho Chapter (see enclosed letter), including the sanction of alcohol-free housing. This Chapter also maintains a common area lease for use of the property at 110 Oakhill with Fifth Point Properties, LLC. This common area lease establishes that the Chapter will abide by The Law of Sigma Nu Fraternity,Inc. and the Fraternity s Risk Reduction Policy and Guidelines. Fifth Point supports the plan of action implemented by the Fraternity and intends to support the implementation of the plan of action as necessary and appropriate. To support the efforts of the City of East Lansing and Sigma Nu Fraternity, Inc., Fifth Point will engage professional security services for specified time periods on March 17 th and 18 th, to be onsite at the property located at 110 Oakhill. Fifth Point will further engage these security services through the conclusion of the spring 2017 academic calendar of Michigan State University, as deemed necessary by Fifth Point Properties. As part of that investigation, members of the General Fraternity staff team met individually with each member of the Epsilon Rho Chapter on January 24 and 25, 2017. Our investigation found no evidence of chapter-supported violations of Fraternity, University policy or principles. While the chapter was found not responsible for violations of Fraternity or University policy, the member interviews, as we have discussed, did identify opportunities for growth and improvement for the chapter. The following Plan of Action replaces the October 26, 2016 suspension of candidate class activities and the December 9, 2016 suspension of alcohol activities. Furthermore, it is intentionally designed to assist the chapter in addressing those identified opportunities for improvement and in achieving the chapter s long-term goal of sustained excellence. Plan of Action 1. The Epsilon Rho Executive Board must schedule a conference call with Tyler Richter, Associate Director of Risk Reduction, to address the submission process, expected outcomes of the plan of action and any questions that may arise. The conference call should be scheduled by no later than March 24, 2017. 2. The Epsilon Rho Chapter is to develop a comprehensive strategic plan detailing goals and objectives for the next twelve months. The chapter should use the Pursuit of Excellence Program ( PEP ) Strategy Session (http://www.sigmanu.org/file/collegiatemembers/lead-program/phases/lead-allchapter-module-b-session08.pdf) along with their 2015-2016 chapter PEP Self-Assessment booklet. The session must be facilitated by an

The chapter strategic plan should be submitted to the General Fraternity for review by no later than April 14, 2017. 3. The Executive Board will develop a plan to implement a full committee system to support the chapter s operations and improve participation amongst all chapter members. This plan should be submitted for review to the General Fraternity by no later than April 14, 2017. 4. The Marshal will work to establish a revised candidate education program based on Phase I of the LEAD Program. Using examples from the Best Practices Library, the Marshal will update the chapter s written candidate education program. The Marshal will need to include candidate and member expectations, the requirements for initiation and a complete schedule of events in the revised program. This revised candidate education program should be submitted to the General Fraternity for review by no later than April 28, 2017. 5. The LEAD Chairman and his committee will develop and implement a plan to employ the entirety of the Fraternity s LEAD Program. The purpose of this plan will be to ensure the continued development of all initiated members beyond their candidate education period. This plan should be submitted for review to the General Fraternity by no later than April 28, 2017. 6. The Alumni Relations Chairman and his committee will develop and implement a plan to engage alumni and volunteers to support the success of the chapter. The purpose of this plan is to ensure the continued focus on fostering alumni contact, relations, and involvement. This plan should be submitted for review to the General Fraternity by no later than April 28, 2017. 7. In response to the high number of police citations issued to the property, alcohol is hereby prohibited at the Epsilon Rho Chapter house through May 19, 2017. All portions of the chapter facility must be alcohol free. Any individual member violating the alcohol-free facility status must be held appropriately accountable by the chapter. If utilized properly, this Plan of Action can be a catalyst for the continued growth, development, and improvement of the Epsilon Rho Chapter. We are confident that the current collegiate chapter members, coupled with strong support from the General Fraternity, University, and alumni leaders, will utilize this opportunity to set the Epsilon Rho Chapter on a path of sustained excellence.
