The Inaugural Meeting f the Asia Eurpe Australia Creative Residency Netwrk is supprted by the prgramme ASEF Creative Netwrks f the Asia- Eurpe Fundatin (ASEF). This prject was selected fr supprt frm ver 50 prpsals submitted thrugh a cmpetitive pen call in 2013. On the Mve was apprached by the Australia Cuncil fr the Arts, hst and c- rganiser f the IETM Asia Satellite Meeting t facilitate the brainstrming meeting between cultural mbility funders and stakehlders frm Eurpe, Asia and Australia. This event was rganised in cperatin with RES ARTIS and Asialink partners f the Inaugural Meeting f the Asia Australia Eurpe Creative Residency Netwrk. Access and Reciprcity A brainstrming meeting between cultural mbility funders and stakehlders and the Asia-Australia-Eurpe Creative Residency Netwrk (AAECRN) 12 May 2014 (9.30-13.00), Melburne-Australia Organised by On the Mve in partnership with RES ARTIS and Asialink prir t the IETM Asia Satellite Meeting in Melburne hsted by the Australia Cuncil fr the Arts Key findings and inputs fr fllw-ups 12 June 2014
Key findings This dcument presents the main issues that were raised during the Melburne meeting n 12 May 2014, which gathered mre than 50 cultural mbility funders and stakehlders as well as residency prfessinals frm Eurpe, Asia and Australia. Full infrmatin abut the meeting, including prgramme, bjectives, list f the participants and selected PwerPint presentatins are available at: http://n-themve.rg/abut/urwnnews/article/16213/access-and-reciprcity-a-brainstrming-meeting/ This reprt fllws the mdel f the reprt f the First Platfrm meeting f Asian and Eurpean cultural mbility funders rganised in Prague n 5-6 June 2013 (c-rganised with Arts and Theatre Institute- Czech Republic and Kella Fundatin-Indnesia with the supprt f the Asia-Eurpe Fundatin s Creative Encunters prgramme) 1. The fllwing key findings (and the inputs fr fllw-ups) als build n sme ideas shared during the wrking grup sessin n 14 May 2014 at the IETM Asia Satellite Meeting, The necessary dialgue 2 (with the funders), facilitated by Cllette Brennan, Australia Cuncil fr the Arts and Katelijn Verstraete, British Cuncil, Singapre. Multiple type f partnerships are necessary at different levels: Internatinal/natinal/reginal but als between funders/cultural rganisatins (public and private) and artists/cultural prfessinals. There is a need t imagine new types f partnerships that shall embed the diversity f partners (and their respective cntexts), as well as t re-fcus n the needs f artists and creatrs/cultural prfessinals. Lcal cmmunities / audience have a key rle in the creative prcess. Interesting experiences f supprt prvided by the audience (thrugh crwdfunding, in-kind r financial supprt etc.) seem imprtant t be shared between Australia, Asia and Eurpe, particularly when they cme frm cuntries with less public funding. It is nt all abut mney! Infrmatin abut different cntexts is needed particularly fr cuntries and regins that are less internatinally cnnected (prblem f access: language, infrmatin sharing etc.). The Melburne meeting pinted ut the imprtance f interface rganisatins and nn-mnetary services t facilitate the access t infrmatin and resurces (an utcme f the 2013 Prague meeting as well). Artists and cultural prfessinals als need funders and cultural mbility stakehlders t better understand their needs and their wrking envirnment beynd the grant questin, particularly in cuntries where natinal public funding is lacking r shrinking. Such a regular dialgue can definitely have a psitive impact n the ways funding and resurces are allcated in rder t fit t the specific needs f the mbile cultural sectr. Mapping as a way t cnnect: Mapping f available infrmatin abut funding pprtunities is needed, hwever there is als a great necessity t think in terms f target grups, use and updates f these mappings. Sharing f infrmatin and resurces is key fr peple and rganisatins t feel cnnected. Dynamic and easy-t-use types f mapping shall cmplement the actins f frmal r infrmal netwrks. Language is a challenge t cnvey infrmatin. 1 See the final dcument Key findings and ideas fr fllw-ups at: http://n-the-mve.rg/abut/urwnnews/article/15512/platfrmmeeting-f-asian-and-eurpean-cultural/ 2 http://ietm.rg/melburne 2
Netwrks: There is a need t use better existing netwrks, as well as t cmplement them with ther types f mre infrmal r specific netwrks als nline like the newly created AAECRN (Asia Australia Eurpe Creative Residency Netwrk), r sub-netwrks like the Res Artis 3 /PAIR. Lng-term visin fr funding supprt, partnerships and develpment f prjects is needed. Evaluatin was highlighted as a key parameter t understand the lng-term impacts f a specific prject r a residency, fr instance n the artist, the hst and sending rganisatin, the audience, lcal cmmunities, funders etc. The lack f tls and/r time t assess such impacts was mentined as a challenge. A new understanding f reciprcity is needed. This may be a key mment t cmmunicate t funders and natinal/internatinal agencies the imprtance t re-cnsider the ntin f reciprcity (based fr instance n the example f artists-in-residence prgrammes, where reciprcity is the mdus perandi) and see the benefits f investing nt nly n their natinal artists and their cuntry. It seems as well crucial t g beynd the idea f exprt and t cnsider and define hw t build up lng-lasting cllabratins with different partners at different levels (incl. civil sciety rganisatins, private partners etc.) Regins and cities were named as increasingly imprtant partners and stakehlders fr their rle in supprting internatinal cultural mbility while linking the creative prcess t their immediate lcal and reginal envirnments. 3 http://www.resartis.rg/en/abut/abut_res_artis/netwrks_within_res_artis/the_pair-_initiative_-_perfrming_arts_in_residence/ 3
Inputs fr fllw-ups > Reinfrcing and diversifying netwrks: thrugh the supprt f new types f netwrks initiatives and their ptential fr cnnectins within the regin Australia-Asia-Eurpe. Fr instance: A reprt n the fllw-ups f the Asia-Australia-Eurpe Creative Residency Netwrk will be available frm the end f June at http://resartis.rg / http://asialink.unimelb.edu.au Fr netwrks develpment and the creatin f new netwrks, the new Creative Netwrks call by the Asia-Eurpe Fundatin is pen until 15 July 2014: http://www.asef.rg/prjects/themes/culture It is als interesting t lk at hw sme Eurpean cultural netwrks get mre internatinal in the tpics they cver and the cnnectins they establish, fr instance: http://ietm.rg http://www.fresh-eurpe.rg/ http://www.encatc.rg and lk at sme Asian netwrks created recently: http://www.npam.net/index_en.html APP-Asian Prducer's Platfrm, crdinated by AsiaNw-Krea: http://www.asianw.kr/ > Access t infrmatin: with the supprt f the Asia-Eurpe Fundatin, On the Mve will update the Guides t Funding Opprtunities fr Cultural mbility in Eurpe and in Asia in time fr the presentatin at the 6 th ASEM Culture Ministers Meeting 4 in Rtterdam n 19-21 Octber: http://n-the-mve.rg/funding http://culture360.asef.rg/asef-news/mbility/ A training and netwrking meeting is facilitated by On the Mve n 17-19 June 2014 in cllabratin with the Luxemburg Agency fr Cultural Actin, fcusing in particular n external cmmunicatin and infrmatin-related platfrms. The meeting will invlve OTM members and representatives frm Asia (including the Asia-Eurpe Fundatin, Randian magazine China, Planting Rice-The Philippines, Krea Arts Management Service etc.): http://n-the-mve.rg/news/article/16309/training-and-infrmatin-sessins-fr-and-with/ > Mappings shall be undertaken t avid duplicatin f actin and in rder t pl ut resurces t the benefit f the mbile cultural sectr. Mapping is abut sharing resurces fr the sake f artists and cultural wrkers empwerment and, ptentially, abut cnveying key messages t cultural mbility funders, partners and stakehlders. > Multi-layered meetings between different stakehlders f mbility: Beynd the cultural mbility funders meetings (including private funders), there is the need t facilitate encunters between cultural mbility funders and stakehlders as well as representatives frm the cultural sectr t discuss sustainable and strategic ways t supprt cultural mbility (t think beynd the grant aspect and avid shrt-term and scattered frms supprt). The idea behind such meetings wuld be fr cultural prfessinals and artists nt t pitch their prjects t funders, but mre t allw bth sides t better understand the needs, challenges and pprtunities faced by the thers, in rder t think f creative and sustainable supprt mechanisms. Fr example: IFCCD - Internatinal Federatin f Calitins fr Cultural Diversity rganised a meeting f the experts n funding f cultural prjects in French-speaking Africa in December 2013: http://www.ficdc.rg/cdc4015?lang=en > Advcating fr mre supprt t investment in peple first, fr instance thrugh gand-see grants paving the way fr lng-term partnerships r sustainable strategic appraches t supprt peple and therefre rganisatins. The idea wuld be t g beynd a ne-way and shrt-term type f supprt r an exprt apprach and t engage int a mre hlistic apprach t cultural mbility while cnsidering its sci-ecnmic, cultural and envirnmental impacts. Advcacy can be dne thrugh rganisatins/platfrms and/r clusters such as IFACCA 5, EUNIC, Ministers meetings, but als at the city/reginal levels. Independent mbility funds (like the Rbert Cimetta Fund 6 ) can als play an imprtant rle in such advcacy actins. > Sharing methdlgies t better assess the lng-term impact f cultural mbility prjects and the cntinuity f the creative prcess (e.g. ne artist in residency will benefit frm the experiences f past artists and their cnnectins with lcal audiences/cmmunities). There is a great need t dcument, share, cmpare and apply such methdlgies. This aspect will be taken int cnsideratin in the wrk f Asia-Australia-Eurpe Creative Residency Netwrk- AAECRN).
