Presidents Report May/2013 Gentlemen; First off I want to thank Bob Swaddling for his great presentation on the history of the spitfire. He is part owner of Action Hobbies in Kingsville and his love for the spitfire from very young of age to now. We learned a lot of information from his great research, great job Bob! All members, we have a Notice of Motion for our next meeting in May, which is on Monday the 6 th at the Windsor Flying Club @ 7:30pm, For the expansion of our existing Geotextile runway and to install a new one on the North and South runway. I want to personally thank all that attended and volunteered to make our Mall Show a great success, we had many models form different time eras. Great Job!! Secretary s Bench: by Jim Bridge Meeting of April 03/2013 Location: Windsor Flying Club Windsor Airport Meeting brought to order at 7:35PM by President Paul Sousa Members present: 23 Guest : Robert Swaddling Minutes of the last meeting were on the Web site and Paul called for adoption of them as printed. A motion to accept minutes as posted in Emitter made by Dave Kool seconded by Dave Doyon. Carried. TREASURERS REPORT: Jim Bridge briefly went over the financial statements as presented on the web site. Motion to accept report by Dave Kool and seconded by Jack Entwistle, Carried. Robert Swaddling from Action Hobby in Kingsville gave a talk on the Spitfire and how it came to be and the naming of the plane.. OLD BUSINESS: Bill Jarvis briefed the group as to the runway expansion. He stated that he got 25 e-mails and several talked to him directly, with only 1 person really objecting to the expansion. Talked about existing runway and how it weathered the winter. Slide presentation re: existing runway and then the proposed expansion. Stated that new matting and necessary hardware would cost approximately $2600. After Bill s presentation there was a general discussion by the members, resulting in a Notice of Motion. Notice of Motion: At the next club meeting the question was whether or not to expand the existing runway and to add a North/ South runway as presented by Bill Jarvis at a cost of about $2600 and be brought to a vote after this Notice of Motion be presented to the general membership in the Emitter. This was presented by Murray Inverarity. Dave Doyon reported on the last day of indoor flying which was also the Num Bum as weather was not cooperating to have outdoors. There were 30 Plus pilots in attendance. Food and drinks funded partially by a 50/50 draw and only costing the club about $20 for food. A special thanks was extended to Murray Inverarity for setting up the indoor flying and being on hand each Sunday afternoon. Paul Sousa reported that some of the events for the year are still without a CD and will be cancelled if positions not filled. NEW BUSINESS: Toledo is this weekend. Murray Inverarity. has one spot open in his vehicle. 50/50 draw: $46 to winner and to the club. Ticket # 712138 Bill Craig won. Because of the trouble some clubs near airports are having MAAC suggests flying below 400 feet-as reported by Paul Sousa. Paul also reported news re: bursary and possible MAAC errors. Vince Lip is asking anyone available to do some flying for a birthday party April 14 contact Vince. Sample of George s daily contributions below come on in and see the latest..we are up to 37 members now.. A MAAC note from Paul: Model Aircraft flying in close proximity to Full Scale Aircraft. Further to my last report here is some additional information that has come to light. A search of Transport Canada/Nav Canada websites reveals that there were fifty-six CADORs (Civil Aviation Daily Occurrence Reports) issued since 1993 in response to aircrews reporting sighting model aircraft flying in close proximity to their aircraft. Twenty-six of these were issued in the past four years and the number per year is rising. The pilot s description of the circumstances surrounding these encounters varies all the way from turbine powered muti-engine aircraft on instrument approach, to chance encounters with VFR light aircraft en-route, to model flying activity encountered on an active runway by landing aircraft when there was no NOTAM (Notice to Airmen) issued and airport authorities claimed they were not aware of such activity. You may recall the two occurrences reported to MAAC last summer by the TC Toronto Office that led to this investigation. One was reported as a CADOR, one was not. Admittedly this is a small sample but using that ratio of two to one then the actual number of encounters including both CADOR and non CADOR reporting is probably closer to one hundred. In addition consider the difficulty involved in even spotting a model aircraft from a full scale aircraft moving at between one hundred and two hundred and fifty knots. How many occurrences were there where the crew never saw the model at all? I don t think it would be much of a stretch to assume that that number is several hundred. Odds are that if this trend continues there is going to be a collision between a model and a full scale aircraft. I don t think anyone can say that our current MAAC rules of see and avoid are adequate any longer. Work continues on MSD 28 Flight Precautions for Model Flying at Locations near Full Scale Airports. I am receiving assistance from a recently retired Transport Canada Airspace Inspector. We are currently working on Revision 5. This is a complex issue largely because the Designated Airspace is configured so much differently from location to location throughout Canada. In the meantime I would suggest that any MAAC Club operating from model flying sites located within Class C, D and E Designated Airspace observe a self imposed 400 foot AGL altitude limit. Also I would suggest that MAAC Clubs operating from full-scale airports ensure that the proper airport authorities are involved and that those authorities issue a proper NOTAM advising full scale pilots of such activity. 2013 AGM report: Frank Klenk..Southwest Zone Director 2013 AGM Report in brief. Heinz Pantel the local ZD and his wife Sandy made all the arrangements for the AGM this year and they did a fine job. My wife and I landed in Saskatoon Thursday morning, in a snow storm and cold temperatures. The hospitality extended to us was amazing. We felt at home right away. We, (the directors) spend the weekend inside in meetings, while Sandy took our wives on tours to the local museums, galleries, shows, shopping etc. They had a good time. This was the best AGM I have ever attended in my years as a director. Everyone had a very positive attitude which allowed us to accomplish much. Cooperation was like I have never seen before. It was a real privelege to attend. As you are aware Jack McGillivray bequeathed MAAC $100,000.00. We decided to rename the MAAC Bursary, the Jack McGillivray Memorial Bursary Award. The amount has been raised from $1500.00 to $5000.00. The money is in a dedicated GIC and we are using the interest to fund the award and drawing funds from the general account to top it up to the $5000.00. We are not touching the principle as we wish the fund to continue indefinitely as a memorial to Jack's legacy and fine name. As you know he was a world class FAI competitor so funding the bursary for a young student was just natural. We held elections on Friday and our new President is Claude Melbourne, Vice President is Kevin McGrath, Executive members at large are Bill Rollins from B.C. and Rodger Williams from Quebec City. Our past President is Ron Dodd from B.C. The AGM on Sunday was very well attended. I believe there were 40 chairs setup for members and it looked full. The agenda was challenged and we made a change to it by dropping that ridiculous Absolution Motion. I hope I never see it again. The agenda was passed after that. Next the members made a motion for a complete investigation into the Ron Dodd allegations by an outside source. Both Steve Woloz from Montreal and myself spoke to the concerns. Ron Dodd then spoke and concluded by expressing complete confidence in the new board and complimenting us. The motion was defeated by the members present. Since this was from the floor it was members only voting with no proxies. Once Linda has the minutes completed they will be on the Website and I can let you know when that happens. I also like to visit various clubs to discuss the allegations and clear the air. Please distribute this email to all your club members. I am attending Toledo so I hope to see you there. Model Aeronautics Association of Canada Safety Code This document contains safety rules and forms part of the MAAC Safety Code for all activities described herein. MAAC Safety Document MSD 17 RADIO SPECTRUM 1. Canadian law requires that all commercially available radio control systems used in Canada on the license-free bands must be approved by Industry Canada (IC). MAAC acknowledges that there are some brands commercially available in Canada or through mail order houses that are not approved by IC. In some cases such manufacturers and/or suppliers even affix fake FCC or IC approval stickers to their equipment. All members must realize that use of unapproved equipment while it may not be a safety concern, could result in prosecution under Canadian laws. 2. Some radio control systems used by qualified and licensed HAM radio operators on approved amateur radio bands may or may not have approval stickers but are also acceptable in Canada. Only members licensed by Industry Canada may operate radios using the Amateur Band frequencies. 3. Radio Systems shall be used in accordance with Manufacturers recommendations. 4. All members shall utilize only frequencies approved by Industry Canada. 5. No frequency control is required for 2.4 GHz spread spectrum radios. For equipment on all other authorized frequencies, members must observe strict frequency control measures. These may include use of a MAAC Frequency Board, Transmitter Impound or other similar system. 6. All members shall range check their radios before the first use of the day and after any crash requiring repairs. 7. No member shall knowingly operate a radio control system other than a 2.4 GHz spread spectrum radio within 4 kilometers of an established R/C flying location without an adequate method of frequency control. Where two RC clubs have flying facilities within 4 kilometers of each other, a frequency sharing agreement must be established if any equipment other than 2.4 GHz spread spectrum is to be used. 8. The commonly used frequencies for R/C models in Canada are shown in the following chart. For additional information on other permitted frequencies contact the Radio Spectrum Committee.
