BERKELEY HEIGHTS BOARD OF EDUCATION SPECIAL BOARD MEETING MINUTES MAY 19, 2014 CALL TO ORDER The Special Board Meeting of the Berkeley Heights Board of Education was called to order on Monday, at 7:00 PM in the Columbia Middle School Multi Purpose Room by the Board President, Mrs. Kirsch. ROLL CALL A roll call indicated the presence of the following members: Mr. Beisser, Dr. Crisonino, Mrs. Kirsch, Mrs. Parker (7:55 PM), Mr. Reinstein, Mr. Sincaglia, Mr. Smalley and Ms. Walsh. Also present were Mrs. Rattner, Mrs. Qualshie and Mrs. Felezzola. STATEMENT On May 8, 2014, this body by resolution adopted the schedule for this meeting. The time, date and location of this meeting were accurately set forth therein. On May 9, 2014, this notice was provided to all schools, all PTO Presidents, the BHEA President and posted at the Administration Building. On the same date a copy was emailed to the Public Library, the Independent Press, the Courier News and filed with the Municipal Clerk to file and post at Town Hall. The meeting was also announced on the District Sign at Columbia School. ADJOURN TO EXECUTIVE SESSION WHEREAS, the provisions of the Open Public Meetings Act (N.J.S.A.10:4-1 et seq.) expressly provide that a public body may move into Executive Session and exclude the public from that portion of a meeting at which the public body discusses any of the nine areas set forth in N.J.S.A.10:4-12b; and WHEREAS, the Berkeley Heights Board of Education has determined it necessary to move into Executive Session to discuss the following subjects, all of which are included in the aforesaid exceptions: Personnel Administrative Interviews, Appointments, Revised Paraprofessional Contract, Resignation, Employment and Salaries of Custodians and Maintenance Staff, Employment and Hourly Pay Rates for Transportation Staff; Legal Update on Contract for Cell Tower. NOW THEREFORE BE IT RESOLVED by the Berkeley Heights Board of Education that it does hereby move into Executive Session pursuant to N.J.S.A.10:4-12b to discuss the aforesaid matters; and IT IS FURTHER RESOLVED that the aforesaid discussions shall be made public either at the Public Meeting following said Executive Session or at such time as any litigated or personnel matters are concluded; or upon conclusion of any negotiations or related discussions; or as otherwise specified; and IT IS FURTHER RESOLVED that this Resolution shall take effect pursuant to law. RETURN TO PUBLIC SESSION It was moved by Mr. Sincaglia and seconded by Mr. Smalley that the Board of Education return to Public Session. Motion carried. The meeting was reconvened at 8:10 PM in the Columbia Middle School Multi Purpose Room. FLAG SALUTE Mrs. Kirsch led the Board and the public in the Pledge of Allegiance. REPORT OF THE SUPERINTENDENT Mrs. Rattner discussed the contract for the volleyball program on the agenda. Mrs. Rattner stated that in the Executive Session the Board members met the candidates for the Administrative positions. Mrs. Rattner stated that the Junior Varsity Girls Softball team won the Union County Championship and will be honored at the June 5, 2014 meeting. HIRING DANIELLE PADUCH It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board approve the employment of Danielle Paduch of Wayne as a Teacher in the Berkeley Heights Public Schools for the 2014-2015 school year. Ms. Paduch earned her Bachelor of Arts Degree in Italian and Spanish from Montclair State University and she completed her student teaching experience during the Fall of 2013. Her salary for the 2014-2015 school year will be $52,164, step 1a on the teachers salary schedule. Assignment: Governor Livingston High School Teacher of Italian. Certification: Certificate of Eligibility with Advanced Standing Teacher of Italian. Explanatory Note: Ms. Paduch is being recommended to replace a current staff member who is resigning effective May 24, 2014. A-1. HIRING MARK CANTAGALLO It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board approve the employment of Mark Cantagallo of Califon as Assistant Principal in the Berkeley Heights Public Schools for the 2014-2015 fiscal year, effective July 18, 2014 (or sooner if he is released from employment by his current school district). Mr. Cantagallo earned his Bachelor of Arts Degree in Secondary Education/Social Studies from Rowan University and he received his Master of Arts Degree in Educational Leadership/Administration and Supervision from Kean University. He has served in the roles of Vice Principal, Director of Guidance, and District Manager of Operations in the Rahway School District since 2010, in addition to having five years of teaching experience. Mr. Cantagallo is a graduate of Governor Livingston High School and he served as an Assistant Basketball Coach Governor Livingston for five seasons. His annual salary for 2014-2015 will be $112,000 (prorated from July 18, 2014, to June 30, 2015). Assignment: Governor Livingston High School Assistant Principal. Certification: Standard Certificates Principal, Supervisor, Teacher of Social Studies. HIRING KEVIN MORRA It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board approve the employment of Kevin Morra of Far Hills as District Supervisor of Special Education in the Berkeley Heights Public Schools for the 2014-2015 fiscal year, effective August 1, 2014. Mr. Morra earned his Bachelor of Arts Degree in Sociology from Franklin & Marshall College and he received his Master of Arts Degree in Educational Psychology from Kean University. He has been employed as the Supervisor of Special Education (Grades 5-8) in the Bridgewater-Raritan School District since 2006, and he has five years of experience as a School Psychologist. His annual salary for 2014-2015 will be $116,000 (prorated from August 1, 2014, to June 30, 2015). Assignment: District Supervisor of Special Education. Certification: Standard Certificates Supervisor, School Psychologist. Explanatory Note: Mr. Morra is being recommended to replace a current staff member who is retiring effective August 1, 2014. B. APPROVE EMPLOYMENT AND SALARIES OF CUSTODIANS AND MAINTENANCE STAFF It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board approve the 2013-2014 employment and salaries of the Custodians and Maintenance staff members listed on Attachment A. C. APPROVE EMPLOYMENT AND HOURLY PAY RATES FOR TRANSPORTATION STAFF It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board approve the 2013-2014 employment and hourly pay rates of the Transportation staff members listed on Attachment B. D. HIRING URSULA BOHNING It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board approve the employment of Ursula Bohning of Somerville as a Teacher in the Berkeley Heights Public Schools for the 2014-2015 school year. Ms. Bohning earned her Bachelor of Arts Degree in World Languages and Cultures from Pace University and she is nearing completion of her Master of Arts Degree in Spanish Literature from Montclair State University. She has over 10 years of public school teaching experience. Her salary for the 2014-2015 school year will be $64,557, step 10b on the teachers salary schedule. Assignment: Columbia Middle School Teacher of Spanish. Certification: Standard Certificate Teacher of Spanish. Explanatory Note: Ms. Bohning is being recommended to replace a current staff member who is retiring effective July 1, 2014. Page 4 of 6

HIRING MEGAN DI ORIO It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board approve the employment of Megan DiOrio of Morristown as a Teacher in the Berkeley Heights Public Schools for the 2014-2015 school year. Ms. DiOrio earned her Bachelor of Science Degree in Elementary Education as well as her Master of Science Degree in Education (Concentration in Special Education) from Saint Joseph s University. She has nearly four years of teaching experience. Her salary for the 2014-2015 school year will be $60,284, step 4c on the teachers salary schedule. Assignment: Columbia Middle School Teacher of Special Education. Certification: Standard Certificates Teacher of Students with Disabilities, Elementary School Teacher with Mathematics Specialization in Grades 5-8, Elementary School Teacher in Grades K-5. Explanatory Note: Ms. DiOrio is being recommended to fill a new position which was included in the 2014-2015 school district budget. F. APPROVE REVISED EMPLOYMENT CONTRACT/SALARY FOR PARAPROFESSIONAL It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board approve the revised employment contract and salary for the following Paraprofessional for the 2013-2014 school year, as indicated, effective : Catherine Pitingolo (Thomas P. Hughes School): $15.80 per hour, 6.75 hours per day, $19,516.95 yearly (prorated from, to June 30, 2014). (Decrease of 45 minutes per day) G. RESIGNATION OF JOANNE MACEROLI It was moved by Mr. Smalley and seconded by Dr. Crisonino that the Board accept, with regret, the resignation of Joanne Maceroli from her position as Kindergarten Teacher at Mary Kay McMillin Early Childhood Center, effective June 1, 2014. BUSINESS Item A: All Board members, Item B: Berkeley Heights only. A. APPROVE AGREEMENT FOR GRANT It was moved by Mr. Reinstein and seconded by Dr. Crisonino that the Board approve the grant agreement for the purpose of establishing a girls interscholastic volleyball program for Governor Livingston High School, as indicated on Attachment C. AWARD B-WING REPAIRS/REPLACEMENT It was moved by Mr. Reinstein and seconded by Dr. Crisonino that the Board of Education award a contract for B-wing repairs/replacement for the Columbia Middle School, (base bid) and hallway ceiling replacement at William Woodruff School, (alternate bid) as follows: Company Base Bid Alternate Bid K&D Contractors, LLC 351 Monroe Avenue Kenilworth, NJ 07033 $684,610.00 $34,000.00 Explanatory Note: Bids were open on May 15, 2014 at 1:00 PM. There were five other bids received. See Attachment D for detailed bid results. OTHER BUSINESS Mr. Smalley commented on the car wash conducted by the CBI students stating that the students and staff did a great job.
