Success Factors for downstreaming research results into CEN/CENELEC committees Andreea Gulacsi CEN-CENELEC Management Centre

Policy Context The Innovation Union, 2010: Standards play an important role for innovation The Standardization Regulation, 1025/2012: Standards can help to bridge the gap between research and marketable products or services Horizon 2020 Contribute to European competitiveness through support to the standardisation process and standards Single Market Communication 550/2015 Standards are crucial for innovation and progress in the Single Market: they increase safety, interoperability and competition and help remove trade barriers. CEN and CENELEC 2015 2 CEN-CENELEC 2016-2

Who we are The European Committee for Standardization The European Committee for Electrotechnical Standardization The European Telecommunications Standards Institute = the European Standards Organisations ( ESOs ) + 33 full members + international standards bodies (ISO, IEC, ITU-T) Officially recognized by EU Regulation 1025/2012 (AUWP from DG GROW) CEN-CENELEC 2016-3

CEN-CENELEC 2012-4

Vienna, 1991 (>30%) Dresden, 1996 (>75%) The ESOs and the other formal bodies National standards bodies National committees Direct participation Industry, SMEs, federations, researchers, academia CEN-CENELEC 2016-5

CEN & CENELEC Standardization : Sectors and Topics CEN Bio-based products Chemicals Construction Food Heating, Ventilation and Air Conditioning (HVAC) Materials Nanotechnologies Pressure equipment Services CEN & CENELEC Air and Space Consumer products Electric Vehicles Energy and utilities Health and safety Healthcare ICT Machinery safety Measurement Medical equipment Railways Security and Defence Smart Grids / Smart Meters Transport and Packaging CENELEC Electrical engineering Electromagnetic Compatibility (EMC) Fibre-optic communications Fuel Cells Household Electrical Appliances Solar (photovoltaic) electricity systems Cross-sectoral issues Accessibility Environmental Protection Energy-efficiency (Eco-Design) CEN-CENELEC 2016-6

Context for CEN and CENELEC part of a vast European standardization landscape - Regulators EC/EFTA, EU Agencies, - Affiliates Standardization Organizations of countries listed in the European Neighbourhood Policy - Associates Broad-based European organizations in an international environment - International Standardization Organizations ISO, and IEC - Partner Standardization Bodies Potentially all other Standardization Organizations CEN-CENELEC 2015-7 CEN-CENELEC 2016-7

Horizon 2020 and standardization In COM/2011/0808 final Horizon 2020 - The Framework Programme for Research and Innovation : Stronger support will be given to the market take-up of innovation, including by the public sector. This will include more proof-of-concept, piloting and demonstration. It will involve a better use of the potential of research infrastructures, as well as setting technical standards, pre-commercial procurement and strengthened loan and equity financing. On Participants Portal: CEN-CENELEC 2016-8

Standards in Horizon 2020 calls Screening of the calls for proposals (2016/2017) identified standardization in 37% of LEIT and in 24% SC calls as follows: Mapping of relevant standards Standardization gap analysis Development of new standards Proposal for a standardization plan (may include international cooperation) Consider standardization aspects when relevant Even if not specifically mentioned in the call standards can be identified by project proposers. Standardization bodies can be included in the consortium. This should be addressed at proposal stage. CEN-CENELEC 2016-9

Innovation what role for standards? CEN-CENELEC 2016-10

From research to standardization CEN-CENELEC 2016-11

How researchers can contribute to standardization Directly in a Technical Committee Propose a standard Develop a standardization plan CEN-CENELEC 2016-12

Option 1 directly in a TC Identify relevant TCs for research (proposal) Get in touch with the TC Secretariats and CEN or CLC Member Discuss (if time allows) contribution with the TC to asses feasibility for new standards Plan the standardization work to feed into the TC Budget a Project Liaison and expert contribution in your proposal Contact the Research Helpdesk for support CEN-CENELEC 2016-13

Influencing Standardization in TC Project funded under FP7 PantoTRAIN: Pantograph and Catenary Interaction Research: proposal to extend EN 50367 pantograph homologation procedure to different catenary systems by numerical simulation has been made proposal to extend TSI HS ENE procedure by the use of simulation for pantograph characteristics has been made CEN-CENELEC 2016-14

Option 2 propose a standard Identify relevant TCs for research proposal If no TC consider to propose new standards Define the standardization gaps Partner with a Member in the research consortium Plan the standardization work: To feed into the TC To develop a CWA Budget a Project Liaison in the proposal Budget a Standardization Work Package Contact the Research Helpdesk for support CEN-CENELEC 2016-15

Driving Standardization Project funded under FP7 SustainValue: Sustainable Value Creation in Manufacturing Networks Research on new industrial models for a sustainable and efficient production. Standardization: The project developed a Workshop Agreement covering good-practices for developing business models, governance models, sustainable solutions and performance management for existing and new sustainable production and service networks. The CWA was published in summer 2014. CEN-CENELEC 2016-16

Option 3 develop a plan Define gaps or revision of standards needed Partner with a Member in the research consortium Identify relevant TCs for the proposal (who will be the receivers of the output) Budget a Project Liaison in the proposal Budget a Standardization Work Package Contact the Research Helpdesk for support CEN-CENELEC 2016-17

Supporting Standardization Project funded under FP7 STACAST - New Quality and Design Standards for Aluminium Alloys Cast Products Research on the strategic role of Aluminium Alloys for the future of European Foundry Industry Standardization: The project developed a Technical Report in CEN/TC 132 TR Aluminium and aluminium alloys - Classification of Defects and Imperfections in High Pressure, Low Pressure and Gravity Die Cast Products CEN-CENELEC 2016-18

Contribution of a CEN or CLC Member The support a CEN or CENELEC member gives to the standardization process as part of a research project can be broken down into: Step 1 Analysis of standardization potential (state of the art, overview etc) Step 2 Identification of gaps and proposal for new standardization work (input to existing work, new standards, roadmaps etc) Step 3 Links with ongoing standardization (Project Liaison Organization if applicable) Step 4 Guidance on the general standardization process Step 5 Publication of the final deliverable (note: CEN- CENELEC keep copyright!) CEN-CENELEC 2016-19

CEN and CENELEC participation policy CEN and CENELEC as organizations will not join a research project as a partner. A CEN or CENELEC national member, representing CEN or CENELEC, can join a research project CCMC-staff not eligible for FP-funding Only a national member (NSB/NC) can take the secretariat of a technical group developing our deliverables Contact with the National Standardization Bodies is facilitated through the Research Helpdesk and a network of Correspondents on Research & Innovation issues at national level (RDI-COR) CEN-CENELEC 2016-20

Success Factors: Tap into the potential opportunities Transfer of innovative know-how to the market Dissemination of research results Opportunity to network Enhancement of the economic value of research project Helping access to public procurement markets Comparability & interoperability : measurements, quality indicators, test methods etc Reassurance for European consumers Faster and easier access to markets CEN-CENELEC 2016-21

CEN-CENELEC tools Horizon2020 guide to project proposers Factsheet on IPR & Standards Guidance document for Members on how to link with European research projects Leaflet aimed at the National Contact Points (NCP) Brochure on the role standards play in support to research and innovation 20 case studies highlighting successful research projects which have contributed to standardization 4 training videos (How standards support innovation; How standards support Horizon2020; How to develop an internal strategy; How to communicate with innovators) CEN-CENELEC 2016-22
