WBC-INCO.NET WP3 Monitoring and Analysis of S&T Cooperation Davor Kozmus, MESCS General Assembly Meeting 05. 12. 2012, Beograd

OBJECTIVES IN WP3 TASK 3.1: Monitoring the take-up of the identified priorities in the Cooperation Programme (TUBITAK, GSRT, MESCS) completed > WP7 TASK 3.2: Analysis of relevant cooperation patterns in the FP (ZSI, JRC, MESCS) completed TASK 3.3: Analysis barriers to cooperation completed (Ivo Pilar, DLR, BMBF, MESCS) TASK 3.4: Analysis on opportunities to access S&T infrastructures (APRE, MPIN, DLR, BMBF, MESCS) completed -> WP7 TASK 3.5: Analysis of national policies in regards to global issues (ZSI, DLR, MESCS) completed

Task T3.1: Monitoring of take-up of WBC priorities by the Cooperation Programme Status: Completed > moved to WP7 Aim of the task: TUBITAK was monitoring the implementation of FP7 workprogrammes (Cooperation, Ideas, People and Capacities and other S&T programmes). Main task was to identify funding opportunities in FP7 and other S&T programmes and publish calls for proposals on the WBC-INCO.NET website.

Main impacts: Around 400 funding opportunities were already presented through website and list is regularly updated according to the calls periods. ESB expressed a need to continue with this task. It was identified that regular updating of data is of high importance for our website visitors who visit WBC-INCO.NET webpage on a daily basis and usualy searching for funding opportunities. Task is now part of WP7.

Task T3.2: Analysis of Cooperation Patterns Status: Completed Aim: ZSI provided analysis of the cooperation patterns for FP6 and FP7, SEE- ERA.NET programme. This type of study was not done before for WBC. Main impacts from the studies: Study presented the project participations of WBCs according to thematic priorities, funding instruments and cooperation with international and regional partners. Study also presented distribution of projects among WBC countries, main partners for WBC participants and co-ordinators from WBC.

Task T3.3: Analysis of Barriers to Cooperation Status: Completed Aim: Ivo Pilar Institute provided analysis to barriers of cooperation between EU and WBC researchers Main impacts from the studies: A big survey among 802 researchers was performed in the begining of the WBC-INCO.NET project. This resulted into study on barriers to scientific cooperation. Study was used as an important pillar for discussion with EC and members at the Steering Platform meetings. Feedback from the project members: Similar studies can be supported also in the future.

Task T3.4: Analysis of opportunities to access S&T Infrastructure Status: Completed -> moved to WP7 Aim: Mapping of RIs from EU and WBC and seek the possibilities for researchers to access RIs. Shift of the task to WP7 and continuation with collection of data for WBC about their RIs and important research equipment. Main impacts: Currently we have a data of ~ 50 research institutions from WBC in the database New questionnaire and online input form was created so that is enhancing the search capabilities and provide easy interface for collection of new data from WBC research institutions.

All manually collected data from the first stage is now available online URL Link: http://www.wbc-inco.net/object/infrastructure

Second stage data gathering: small corrections and modifications of online questionnaire is still needed to assure compatibility and exchange of data invite current and new research institutions from WBC to correct current data or to provide new inputs into our database focus not only on big RIs which is in WBC rather scarce, but gathering data also from all WBC research institutions about important research equipment

Task T3.5: Analysis of national policies towards global issues Status: Completed Aim: ZSI constructed a common database on relevant national and international science policies and programmes tackling the climate change issues ZSI developed web-based platform (online data-base and homepage) in regards to Climate Change http://www.global-issues-rtd.info ) Platform is now used also in relation to other INCO.NETs besides WBC- INCO.NET also SEA-EU.NET (South-East Asia) and INCO-NET EECA (Central Asia and South Caucasus)
