Concept of Technoparks in Tunisia Develop high level competences able to manage the innovating projects. Support the scientific research in the fields related to the national priorities and the needs of the economic world. Promote the technological innovation. Support the incubation and the creation of innovating companies through the valorization of research results. Promote the innovating projects with high added value. Polarize the economic enterprises whose activities are based on the Research and development and the Technological innovation. Stimulate job creation, in particular for higher education graduates. Improve the competitive capacity of the Tunisian company. Promote the public private partnership. Foster the direct foreign investment.

The Strategic Orientations Cover the entire territory: Each technopark is a lever for the development of its region and the national economy Choice of activity fields of Technoparks in harmony with the economic specificity of each region and taking into account the national agenda through: The strengthening of strategic industrial sectors (textiles, food processing, mechanics and electronic), * The development of service sectors (ICT), * Supports sustainable development (water, energy, environment), * Foster activities related to agriculture and health,.

Conclusions These projects are burdensome and requested huge investments. Usufruct of techno-parks is not immediate as they correspond to an investment into the intangible. Human resources are not a limiting factor to development in Tunisia. The availability of human resources, research centers, higher education institutes, research findings, innovation funding mechanisms, nearby markets for exporting goods in the era of globalized economy are assets that herald the takeoff of Tunisian economy. Indeed, countries that have succeeded in their development through the promotion of the tertiary sector have provided these prerequisites. Nevertheless, much remains to be done. The top priority is the harnessing of research findings and expertise that exists at the university to promote the national economy. The revision of the legislation in view of its simplification and harmonization is an important step in breaking locks that inhibit innovation. This applies particularly to the funding and to the mobility mechanisms. To be integrated in regional dimension
