We collect, accumulate and preserve scientific content, documenting and offering single search of reliable content derived from a multitude of Greek organisations for the dissemination of knowledge. We support the production of new scientific content with services which enhance academic communication. We measure the results of the domestic Research, Technology, Development and Innovation system to enhance policy makers understanding of the capabilities of the system, and compare them on European and international levels. We strengthen integration of knowledge in the production sector, contributing to the linking of research and production, by promoting the results of science and technology. We work with institutional bodies, innovating and developing high quality services which are made available to a host of organisations. 5

Our Vision Our vision is to make scientific knowledge accessible to all while developing and strengthening our activities to: Disseminate, with as few limitations as possible, existing and future knowledge, so that it can be reused for research, education, development, innovation and society. Our Mission To collect, document, disseminate and provide long-term preservation of quality digital content and data produced by Greek scientific, research and cultural communities. To measure output and results of the Research, Technology, Development, Innovation (RDI) system and its comparison to European and international equivalents. To follow through the broader national objective to exploit research results and innovation for public sector reform, developing the economy and solving social problems. To ensure the continuous operation of the national electronic infrastructure, providing friendly access to reusable and reputable information, the collection and availability of data and production of statistics for RDI in Greece, and to offer a range of services for research, academic, educational and business communities. Strategic Framework EKT s growth over the previous two programming periods (2002-2008, 2009-2015), is reflected in the variety of new services and infrastructure available, and is documented by way of output indicators, as well as the greater acknowledgement received from both Greek and international communities. Our strategy for 2016-2022 represents the general direction towards which we will be moving during this period, taking into account, on the one hand, our current position and on the other, the international environment, as indicated in policies of international organisations (EU, OECD, UNESCO), declarations to which Greece subscribes, and emblematic actions on a European and international level, in addition to the strategic direction of international bodies with institutional roles similar to our own. As a nationwide infrastructure in critical sectors such as the organisation and dissemination of scientific output, strengthening of academic communication, collection and dissemination of research results, measurement of research activities, we are publishing our Strategy for the next programming period 2016-2022, with the aim of updating institutional and social partners and enriching the wider debate on the improvement and convergence of the Greek research and innovation system with European and international levels. The Strategic Programme for 2016-2022 includes a detailed presentation of the strategic planning activity for each of our pillars: econtent digital content and services Metrics indicators for research, development and innovation Innovation research, innovation and entrepreneurship In effectively implementing the visionary goal of dissemination and exploitation of knowledge, our strategy activity per pillar focuses on: Α. Increasing the quantity and quality of reputable Greek scientific and cultural content from scientific, research, cultural, educational and business activities which is available for use and reuse. Β. Shaping the business environment [information infrastructure, know-how, procedures] for the collection of data and the production of trustworthy national statistics covering the international and European obligations of the country and responding to national policy options. Γ. Strengthening the integration of new knowledge in research and innovation activities through actions and services to transfer results to society and the economy, disseminating knowledge generated, supporting interconnectivity and co-operation of research and business communities. 7

econtent Greek digital scientific, technological & cultural content Our econtent strategy supports the undeniable fact that the dissemination of knowledge produced on a national level further strengthens research activities, contributing to broadening educational use and effectively strengthening innovation. For the past 15 years, we have acted as a catalyst for the adoption of the principles of Open Science. Through national actions and European funding we have developed a strong electronic infrastructure and public services for organisations and users and a major network of collaborators (Universities, Research Centres, scientific companies, memory and culture institutes etc) in Greece and abroad, which have contributed substantially to the establishing of open access in scientific knowledge. We offer infrastructure services for scientific and cultural repositories, libraries, archives and museums, publishing services for scientific content, compilation of registers and development of nationwide accumulators, and ensure access to reputable content, showcasing it internationally. Based on our institutional role and activities to date, our objective is to contribute to the creation of an integrated and coherent national content infrastructure for science, technology and culture, and to the shaping of a wider environment which strengthens the Open Science movement in the country. as well as organisations that will be funded for digitisation projects during the current programming period Collection and aggregation of content as part of our institutional role to collect and document (National Archive for PhD Theses, National Union Catalogue of Scientific Journals, Indexes and Registers) Collection and aggregation of cultural content from memory institutions Availability of content through exemplary applications for use by research and educational communities and the general public Addressing key issues related to the development of standards and semantic tools which aid linked data use Identifying new areas for intervention and development of new services to exploit existing content, as part of the broader strategy of the Ministry of Education, Research and Religion Facilitating greater homogeneity in the implementation of standards to enable Greece s convergence with the Digital Single Market and European Open Science Cloud. Widening our infrastructure and public services capabilities for the benefit of academic and cultural organisations Availability of openabekt services and Repositories as public services provided by the SaaS model (Software as a Service) to a large number of public organisations Fully functioning journal indexes for the Humanities and Social Sciences Development of the new Reference Index for Medical Sciences Expansion of co-operation networks, particularly with universities, research centres, scientific organisations, such as museums, archives and libraries (public, municipal and school etc) Steps to improve digital tools and primary source use by primary and secondary education Implementation of a wide dissemination strategy which will strengthen the digital skills of our user communities Implementation of National strategy for Open Access, with awareness-raising actions, participation in European initiatives, development of infrastructure Promotion of openness as an effective and efficient means in the diffusion of knowledge. Expansion of epublishing to strengthen academic communication Increase in the number of publications of scientific journals by our epublishing platform Large-scale development of electronic publication of activities to include Monographs from the Humanities and Social Sciences and scientific conference proceedings. Upgrading infrastructure available for the long-term preservation of digital content Strengthening the electronic infrastructure for the long-term preservation of content and data, operating on a national level and based on internationally accepted standards. Supporting Communities of Practice in their participation in the content value chains Development of services showcasing Greek content in the international environment through the exploitation of networks with Greek diaspora and the international research community. Expansion of networking and the integration of electronic infrastructure, services and content, in European and international infrastructures Expansion of collaborations and participation in European flagship initiatives and projects for Open Science, Open access and scientific academic communication Participation in European initiatives to integrate EKT content and infrastructure into the European Open Science Cloud Further strengthening of electronic infrastructure, based on open software and international interoperability standards, for complete integration into the European Open Science Cloud 9

Metrics Indicators and statistical data for Greek research, development and innovation activities All the actions included in this pillar take into account, and are directly related to, the belief that not only does research and technology create opportunities for development, social cohesion and addressing societal and global challenges, but also that the sound and methodologically valid measurement of results are essential steps in the designing of effective national and international policies. Evidence-based policy, which takes into account and uses documented, objective evidence, is now recognised as a prerequisite and established practice at a European and international level. Mapping the performance and in-depth understanding of aspects of the national (and corresponding regional) innovation system are our main objectives. Actions are intended to improve the national systematic recording, monitoring and mapping of research and development activities and innovations (inputs, outputs and results) so as to identify the elements which enable RDI policy making. This key objective will be achieved by expanding the infrastructure for statistics and data, using international standards and methodologies and coverage of emerging issues. Strategic Goals- Implementation actions Production of official national statistics for Research, Technology, Development, Innovation (RTDI) Production of official national statistics for Research & Development and Innovation in accordance with the Memorandum of Cooperation with the Hellenic Statistical Authority Compliance with the code of practice, methodological framework and regulations for statistics as laid down by Eurostat and the OECD Strengthening of co-operation with the Hellenic Statistical Authority and administrative data bodies Systematically providing users (policy makers, public administration, research and academic communities, etc) with statistical results and special reports. evidence-based policy making, and emerging key issues, such as: open science, open innovation, scientific networks, responsible research and innovation, knowledge triangle Our involvement in Eurostat and OECD working groups and pilot projects related to areas such as: new indicators, research methodologies and modern research ecosystems Broadening of institutional partnerships with public bodies to allow data extraction from administrative sources related to the country s RDI system, as well as the better understanding of the effects of public policies and funding for RDI matters Provision of consultancy services for policy makers, public bodies, business and research communities etc, data analysis of large volumes of raw and processed data Provision of information services and the production of specialised reports in targeted sectors or disciplines Publication of studies for the improved mapping of the RDI system in areas related to: analysis of RDI indicators at a national and international level, survey and analysis of national RDI characteristics, implementation of the knowledge triangle framework, careers of doctorate holders, research personnel, etc. Expansion and completion of the interconnection and homogenization of EKT s information systems for collecting, processing and distributing RDI statistical data Development and completion of RDI statistical data infrastructure Systematic updating of EKT registers for Greek researchers, research projects carried out by Greek bodies, organisations with R&D activities, research infrastructures and laboratories, Greek scientific publications, National Archive of PhD Theses, with data from official sources Enrichment procedures for registers and correlation with administrative practices, eg integration of Greek Researchers Register into Hellenic Quality Assurance and Accreditation Agency (HQA) assessment procedures Creation of a single register infrastructure linking all information and provision of specialised advanced reports and visualisations utilising business intelligence systems Development of RDI statistical data infrastructure using the statistical microdata management database we have developed according to CERIF/SDMX standards and interoperability with RDI registers. Development of a system for the monitoring and connectivity of statistics with output indicators of NSRF strategic options Production of indicators and the supplying of competent bodies with NSRF monitoring system indicators 2014-2020 and smart specialisation strategy. Shaping the environment (smart systems, services, smart actions) to support evidence-based policy actions Provision of EKT s CRIS system (Current Research Information System) to public research organisations in co-operation with the Ministry of Education, Research and Religion Development of specialised intermediate technological infrastructure using CERIF Reference Implementation to integrate data from all research information management systems used by Greek research organisations into the National Accumulator Establishment of a common code of practice for the management of research information on a national level (definition, methodology, vocabularies, metadata etc) Development of business intelligence specifically for research information supported by a relevant data store. Co-operation with research groups from different scientific areas for monitoring innovation and understanding of the dynamics that develop between science, technology and innovation Broadening of scientific co-operation with research and scientific groups at Universities and other bodies so as to create a wider research network. 11

Innovation Innovation, knowledge transfer & exploitation This pillar of our work covers actions and services which support the exploitation of Greek scientific knowledge and research results, the transfer of technology, allow for interconnectivity between business and research/academic communities, access to funding sources and international networking. The increased recognition of the importance of innovation in economic growth, as reflected by public policies to increase funding for those engaged in technology-intensive activities, etc, and the realisation that innovation is data-driven are two key concepts in the shaping of our strategy in this pillar. It is based on the fact that EKT is recognized as the national aggregator of a large volume of information related to infrastructure, researcher and organisation registers and RDI indicators. In addition, being National Contact Point for European research and innovation programmes, we support the successful participation of Greek organisations. Similarly, being the co-ordinator for Enterprise Europe Network-Hellas, we provide a suite of services to facilitate Greek businesses in the international exploitation of research results. Studies in combination with data collected by EKT to understand aspects of the Greek innovation system Conducting empirical studies of Creative Industries in Greece to determine their direction Community Innovation Survey (CIS) of businesses reflecting the traditional structure of the Greek economy Mapping the position of Greek knowledge and technology intensive businesses in the global value chain. Mapping and monitoring of national performance in Horizon 2020 and NSRF RDI projects Mapping synergies developed between researchers and the business community through NSRF 2014-2020 and smart specialisation strategy Expansion of our publishing of indicators and empirical evidence for Greek participation in Horizon 2020, at a regional and sectoral level Mapping ICT relevant research results of publicly funded projects (national, European) carried out by Greek organisations. Support actions for increased research and innovation funding through European programmes Strengthening consultancy services we offer for increased funding sources to carry out RDI through European competitive programmes Exploitation of European networks for shaping future research consortia. Supporting the internationalisation of Greek businesses with innovative and outward-looking characteristics Further implementation of programmatic commitments to promote entrepreneurship and innovation arising from our participation in Enterprise Europe Network, the largest global network for innovation and entrepreneurship Focus on subject areas where we have in-depth expertise and comparative advantages, such as cultural and creative industries, health, the environment, energy, information and communication technologies Focus on services and new modes of practice arising from new needs of the business environment (collaborative economy, social economy, female entrepreneurship etc). Enhancement of services for the linking and co-operation of Greek researchers and Business communities- Updates, specialist information, innovative services at pilot and operational levels Recognition of emerging needs of research and business communities Educational actions for organisations which are less experienced (in enabling networking activities) Transfer of good practices from other European countries Promoting synergies with national programmes Showcasing the success stories of Greek organisations Realisation of EKT activities with public and private organisations to strengthen entrepreneurship of young scientists, exploitation of research results, recording of social enterprises in Greece etc. Participation in European projects and expansion of institutional co-operation Participation in European RDI projects related to innovation as a practice, as policy and as procedure, with emphasis on European actions supporting Research Infrastructures Participation in renowned, international networks and the updating and enrichment of available registers of Research Infrastructures Expansion of partnerships with Greek public interest entities and institutions, as well as foreign entities in the documentation of scientific, technological and innovative information so as to exchange know-how. 13
