Project background A- Brief about GIZ The wide range of services offered by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH are based on a wealth of regional and technical expertise and on tried and tested management know-how. GIZ is a German federal enterprise that offers workable, sustainable and effective solutions in political, economic and social change processes. Most of GIZ s work is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). However, GIZ also operates on behalf of other German ministries and public and private bodies in Germany and abroad. These include governments of other countries, the European Commission, the United Nations and the World Bank. GIZ is equally committed to helping its clients in the private sector attain their goals. B- Brief about GIZ Egypt Since 1956 GIZ has been present in Egypt implementing projects on behalf of the German government. GIZ Egypt thus contributes to the economic and social stabilization of the country. GIZ Egypt currently employs around 210 national and 50 international experts. Its programmes, implemented in cooperation with the Egyptian government, focus on the areas of renewable energies and energy efficiency, sustainable economic development for employment, water supply and sanitation, irrigation and waste management, youth, women and families and urban development (See also http://www.giz.de/en/worldwide/319.html) C- Brief about the Promotion of Small and Medium Enterprises (PSME) On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Egyptian- German Promotion of Small and Medium Enterprises (PSME) is a bilateral technical cooperation project under the guidance of the Egyptian Ministry for Trade and Industry (MTI) with Technical Assistance provided by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It was established in March 2015 with duration of five years and is building on the results and experiences from a former similar project in this field. The project objective is to improve the prerequisites for manufacturing MSMEs and their suppliers to increase their competitiveness and create jobs. Adopting the integrated employment promotion approach, the project will aim at creating productive and decent employment through more competitive MSMEs and start-ups and by improving the framework for innovation. It will place a special focus on the innovative capability and economic potential of the manufacturing industry and its suppliers by promoting inclusive business models and inclusive businesses as a pioneering approach. The project is implemented in three fields of activity: (i) Policy Advisory for employmentoriented innovation policy for industrial development; (ii) Business Innovation for promoting innovative business solutions; and (iii) Industrial Business services for strengthening key actors for industrial development. It will adopt a multilevel approach, addressing the Ministry of Trade and Industry (MTI), private sector institutions, Egypt, ToR for a Senior International Expert for Designing and Prototyping an Induction Motor in Egypt Page 1 of 5

business development service providers and technology innovation business centers. It will also provide its services outside of Cairo and Alexandria, particularly in Upper Egypt (including Sohag Governorate). D- Brief about GOPA GOPA Consultants can look back on 50 years of consultancy experience and has implemented more than 3,000 projects in around 150 countries. It has established an impressive track record with contracts financed by the European Union (EU), the German Development Co-operation (GIZ), the World Bank (WB), the Asian Development Bank (ADB) as well as the Millennium Challenge Corporation (MCC). GOPA's success is mainly attributable to its policy of upholding the principles of integrity, quality, political impartiality and social responsibility. The company is a member of Transparency International, a non-governmental organization devoted to combating corruption. Furthermore, GOPA has implemented and is applying a quality management system, which meets the requirements of the DIN EN ISO 9001:2008 standard. E- Brief about the Industrial Business services (IBS) The IBS activity field is implemented by GOPA on behalf of GIZ. IBS aims to improve the public SME support system in particularly Business Services in selected sectors (e.g. Food Processing and Engineering Industries) and industrial zones. This is one of the prerequisites needed for SMEs and their suppliers to increase their competitiveness grow and create jobs, which will finally lead to an increased share of locally manufactured goods in the Egyptian market. This approach enhances the transparency of the business services market and contributes to achieving high quality standards of the services offered and implemented. In order to meet the demands of private sector enterprises, close collaboration between IBS and project partners, such as Business Services Facilitating Institutions who support the market development of business services, and Service Providers who deliver business services to the SMEs, helps to focus on the real demand of the industry for business services. A Customer Relationship Management (CRM) Methodology and System will be used as a central match-making mechanism between business services facilitating institutions, professional service providers and SMEs. IBS applies a market driven and institutional approach methodology to deliver industrial business services to a large cross section of industrial and service sectors in Egypt, and IBS supports state-of-the-art delivery mechanisms of industrial business services. The geographical focus will be on Greater Cairo and Alexandria with the intention of expanding to Upper Egypt. In line with international trends, service providers will benefit from business services capacity development in economic, social and ecological areas and they will be enabled to expand their service portfolio toward sustainable economic development. Special emphasis is put on services which contribute to increasing the innovation capacity and competitiveness of SMEs. F- Brief about Industrial Council for Technology and Innovation (ICTI) ICTI is an affiliated to MTI, governing 12 Technology and Innovation Centers specialized in different industrial sectors and 6 supporting units. The twelve Technology and Innovation Centers are: - Fashion and design center - Cleaner production technology center - Marble and quarries technology center - Engineering industries technology center - Agriculture technology center - Jewelry technology center - Tanning and leather technology center - Food technology center - Textile business center - Productivity and quality improvement center - Plastic technology center - Furniture technology center The Six Supporting units are Technical Support & Entrepreneurship, International Cooperation, Administration, Financial, Legal, and IT. ICTI s role is to recommend policies, design and implement technological & industrial development plan and programs, aiming to enhance competitiveness of Egyptian Industry within globalized markets to support SMEs & Entrepreneurs in different sectors with intensive focus on the following areas: Egypt, ToR for a Senior International Expert for Designing and Prototyping an Induction Motor in Egypt Page 2 of 5

Energy & Waste Management, Deepening Local Manufacturing, Upper Egypt Development. G- Brief about (Domestic Manufacturing of Home Appliances) Project The project aims to ensure domestic manufacturing of a single-phase induction motor for the home appliances sector in Egypt. The main focus is on the washing machines sector for twin-tub (half-automatic) and top-load washing machines. This project is led by Egyptian Ministry of Industry in cooperation with several other partners, including: Engineering Industries Technology Center Egyptian Universities. Egyptian Washing Machines Manufacturers. Egyptian Induction Motor Assembly Factories. GIZ (Gesellschaft für Internationale Zusammenarbeit): German Agency for International Cooperation. 2. Objectives of the assignment The objective of this project is to design a single-phase induction motor and the related know-how transfer to Egyptian engineers through a detailed design phase for specific motors, in addition to a successful prototype manufacturing, followed by testing, accreditation and finally manufacturing. 3. Specific Tasks The main tasks to be accomplished by expert are: Deliver full designs for four single-phase induction motors (250 watt, 180 watt, 150 watt, 70 watt) Provide know-how transfer to selected top Egyptian engineers on induction motor electrical design. Supervise prototype manufacturing and successful testing. Support/consult the manufacturing of the motor in the Egyptian motor assembly factories. 4. Assignment Deliverables 1) Inception report by no later than two weeks after the signing of the contract; including a detailed methodology and work plan for implementation. 2) Full documentation for the design of the four motors mentioned. 3) Successful prototyping for the motors. 4) Successful testing of the prototypes (meting the design requirements) by an accredited lab. 5) Evidence that the selected Egyptian Engineers are capable of leading the design process on their own with regard to any other single-phase induction motors with different wattages, using adequate design engineering and software. 6) Full documentation for testing, prototyping and manufacturing processes. 7) Full documentation and support of all needed steps for the accreditation of the motor Egypt, ToR for a Senior International Expert for Designing and Prototyping an Induction Motor in Egypt Page 3 of 5

5. Coordination and Facilitation The organizational set-up of the assignment will be as follow: Once agreed, the expert is required to travel to Egypt at his/her earliest convenience to be able to meet the time line for the overall project. An Egyptian engineer specializing in the field of electrical machines will be assigned as Technical Coordinator. An Egyptian Project Manager will coordinate all needed resources and facilities for the expert. GIZ will be responsible for funding the assignment, in addition to all needed supervision. 6. Key activities of the assignment Below are the key activities of the assignment No. Activity Comment 1 Prepare a proposal, detailed mile stones and timeline of the assignment, taking into account the overall time input allocated (30 days) before coming to Egypt. The Proposal is required to include all needed resources for the design and prototyping processes. 2 Field mission in Egypt As per the project time line, the expert is expected to travel to Egypt as soon as possible. 3 Work with the Technical Coordinator to ensure know-how transfer of an optimized single-phase induction motor This should cover all design input and output parameters such as (but not limited to): design. Input: Power, torque, performance, speed. Output: Height of stator stack, stator shape, slots shape, no. of Slots, winding diagram. Material selection: rotor and stator material and windings. 4 Provide up-to-date design methodology Use any up-to-date motor design simulation software that generates all needed graphs, tables, Reports. etc. 5 Supervise prototyping Putting prototype into operation quickly and efficiently using all available resources in Egypt, in addition to prototype testing. 6 Consult on manufacturing Giving recommendations regarding the manufacturing processes and assembly, as well as any requirements coming up during manufacturing processes. 7 Motor testing Defining all tests of the motor required to be carried out by recommended accredited labs. 7. Time Input The duration of this Assignment will be implemented during a period of 30 (calendar) days. 8. Requirements GOPA, for this assignment, will contract an individual international expert. The expert should meet the following requirements and criteria: Degree from a recognized university with recommended 10 years of experience in the technical area required, i.e. electrical motor design and development. PhD or Master Degree in the field of design and development of electrical machines and devices. Previous experience in electrical motor design is a must. Excellent command in English language. 9. Submission and Deadline Interested expert shall submit her/ his application including: Proposed methodology to implement the assignment, based on the ToR (Just half a page). Suggested work plan and deliverables, taking into consideration that the total execution of the assignment shall not exceed 30 calendar (man)-days and to be full completed within 2 months from the conclusion of the contract. Updated resume/ CV. The daily expert fees (without the cost of travel and accommodation). P.S. in case of non-resident expert in Egypt; GOPA will manage and fund the flights, hotel reservations and accommodation for expert trips (maximum 2 trips to Egypt). The expert shall submit her/ his application as mentioned above with any other relevant documents no later than May 24, 2018 to Osama Mories, Deputy Team Leader - GOPA Consultants, on his email: osama.mories@gopa.de; indicating Designing and Prototyping an Induction Motor in Egypt in the subject line of the email. Any application received after the deadline will not be considered. The reply will be sent to all respected experts at maximum 10 working days.
